MBPJ dogcatcher tells court he followed SOP, denies assault in trial over stray dog tussle

A Petaling Jaya City Council officer told the Magistrate’s Court on Wednesday (May 14) that he strictly followed the standard operating procedures during a stray dog-catching operation that led to a scuffle with a senior citizen in 2023.   Public health assistant Azizul Azzim Norehan, the complainant and witness in the case, testified against 71-year-old Patrick Khoo Kian Wui, accused of obstructing him during the March 2023 operation. 00:01A Petaling Jaya City Council officer told the Petaling Jaya Magistrates Court on Wednesday

00:07that he followed standard procedures during a 2023 stray dog-catching operation,

00:13which led to a scuffle with 71-year-old Patrick Koo Kian Wui.

00:18Testifying against Koo, Azizul Azim Norihan said he obstructed the operation

00:23by grabbing the iron rod, or loop pole, used to catch the dog.

00:29During questioning, Azizul confirmed that the operation followed standard guidelines

00:34using the loop method to catch stray dogs.

00:38Koo had claimed some of the dogs were his and that he fed them regularly,

00:42although they were found outside his premises.

00:45During the trial, the prosecution played CCTV footage of the 9pm altercation

00:50in Taman Kanagapuram, Petaling Jaya.

00:53MBPJ said the operation followed resident complaints about strays,

00:58noting none of the dogs had collars or license tags.

01:01Azizul also confirmed all officers wore official MBPJ vests.

01:07Koo pleaded not guilty when charged on March 31, 2023,

01:11with allegedly obstructing a public servant under Section 186 of the Penal Code,

01:17facing up to two years imprisonment, a fine of up to 10,000 ringgit, or both.

01:23Two months after the incident, Koo suffered a minor stroke

01:27and now resides in a nursing home.
