Karnataka Governor Thawarchand Gehlot has reserved the controversial bill proposing 4% reservation for minorities, reportedly benefiting Muslims in government contracts. The bill has been sent to the state’s law and parliamentary affairs department for presidential assent. The state government must now forward it to the President for final approval.

00:00:00Big news coming in from Karnataka this morning.
00:00:04Governor Thawar Chand Gheilodh has reserved the bill pertaining to 4% reservation to the minorities as Congress government says,
00:00:13but allegation of reservation primarily to the Muslims in the government contracts.
00:00:19Remember, this has to go for a further President's approval.
00:00:22However, according to our Raj Bhawan sources in Karnataka, the Governor has marked the bill as reserved for President's approval
00:00:29and sent it to the Karnataka Law and Parliamentary Affairs Department.
00:00:33Now the state government will have to send the file to the President to get the approval to the bill that has created quite a stir in Karnataka.
00:00:41So this is more of a protocol procedure, but clearly it appears that there could be some reservations possibly that have been expressed in it.
00:00:49It has been sent for the President's approval to the Karnataka Law and Parliamentary Affairs Department.
00:00:55Will it go through any further change or will it likely have an approval coming in from the President itself?
00:01:06But the focus also is Karnataka this morning for the reason that Chief Minister Sidhara Maya will be chairing a key cabinet meeting.
00:01:12After there were protests or voices in dissent with regard to a caste survey report,
00:01:18but also against a controversial socio-economic and education survey report.
00:01:22Chief Minister Sidhara Maya assures that the government would not allow injustice to any community.
00:01:27Now according to this report, yet to be made public though,
00:01:30the Vokaliga and Lingayat population declined in the state as per population
00:01:35and on the other hand population of Muslims and the scheduled tribes have increased in the state.
00:01:41This has led to political unrest, even within the ruling Congress party.
00:01:45Several Congress leaders who are ministers, MLA especially from the Vokaliga Lingayat groups,
00:01:49are speaking against the caste survey saying plain and simple that this will spell doom for the Congress party
00:01:55and injustice for certain groups.
00:01:57The census has happened in 2014 to 2015.
00:02:03It is 10 years.
00:02:05So we are requesting him since we have come back to power.
00:02:08Since our All India Congress Committee, our leader Rahul Gandhi has said,
00:02:12we come to power everywhere, we will do this caste census.

00:02:58to restore the Hajj quota and provide reassurance to the pilgrims, to the families as well.
00:03:04So this is where the Tamil Nadu Chief Minister has immediately written to the Prime Minister.
00:03:10Remember, some other leaders as well, for example, Mehbooba Mufti and others
00:03:16are likely, have been speaking about it, possibly will be writing further on this as well.
00:03:23I must tell you that the Indian government has also said that the Saudi Hajj portal reopens
00:03:28possibly to accommodate more pilgrims.
00:03:30There are requests for immediate interventions.

00:03:41Pramod, go ahead, tell me how the Tamil Nadu government intends to take this ahead
00:03:45because this isn't as much about the Indian government as the Saudi government.
00:03:50I'm sure he is pointing at the Chief Minister's MP.
00:03:52Sadhana has written to the Prime Minister where he claims that in a year,
00:03:55close to 1.75 lakh Muslims actually go as pilgrims, take this pilgrimage in the month of June.
00:04:01And by May end, they actually finished their payments and such.
00:04:05And what happens is that the ratio between the government allowed people and the private sector
00:04:09is that 70 to 30 percent, which means nearly 52,000 people take pilgrims with the help of the private sector

00:04:19But what happens now is that the Chief Minister claims that nearly 52,000 permits that were provided
00:04:23to the private players would have been cancelled.
00:04:25And that has caused huge distress to these Muslim pilgrims who have already paid for everything.

00:08:40You've been reporting from Munambam.
00:08:42Why exactly does the CM feel that the Vakht bill is not going to come to the rescue of the villagers?
00:08:50Well, Pooja, initially the protesters believed that once the Vakht amendment bill is passed
00:08:56in the Lok Sabha, the issue that they were facing the revenue rights will be solved
00:09:05and they will find a permanent solution to the issue because it's been an ongoing issue.
00:09:09They have been protesting since the last two years.
00:09:14And once the bill is passed, their properties will be returned to them, is what they had believed.
00:09:19But, you know, and there will be major celebration also once the bill was passed.
00:09:23Two days ago, when Uni-Minister Kiran Dijiju visited Kochi, visited Munambam, he made a statement
00:09:30that, you know, the Vakht amendment bill is going to help them fight their case at the Supreme Court.
00:09:36The matter is still subjudice.
00:09:38The earlier amendments in the Vakht amendment bill did not help them, did not favor them

00:10:47Now, there are three key issues that have surfaced over the past 24 hours.
00:10:51One, whether the Vakht properties will be denotified now, all the claims that have been coming in.
00:10:56The top court will also determine the extent of the district collector's powers to decide
00:11:01which way the debate should go and whether the non-Muslim members can be included in the Vakht board.
00:11:07So, here's why, remember, on day one of the hearing, petitioners argued that the changes
00:11:11bar the declaration of the protected monuments as well interfere with inheritance rights.
00:11:17Chief Justice Sanjeev Khanna clarified that major mosques like the Jama Masjid, for example,
00:11:22will not be impacted.
00:11:24Inheritance laws apply across communities.
00:11:27Undoing Vakht could carry legal consequences.
00:11:30The top court, remember, also signaled a status quo on possibly three amended provisions
00:11:35and could offer interim relief.
00:11:37Properties declared as Vakht by user or court will not be notified for now.
00:11:42Collectors may initiate inquiry, but the amended provisions may not apply at the stage.
00:11:47The court also clarifying for now that only ex-officio members of the Vakht board can be non-Muslims.
00:11:54The bench, however, has also taken note of concerns around the violence that has taken place
00:11:58during the anti-bill protests that especially, for example, have been seen in Bingo.
00:12:03We are much more confident that our religious freedom will be restored and we will continue
00:12:13to run and administer our Vakht properties as per our religious custom traditions and laws.
00:12:21And we expect from the Supreme Court that our religious freedom will be restored.

00:16:10will be you know for taking an entire look at the chain of events in Murshidabad how these you know
00:16:19incidents happened because it didn't just happen at one particular spot it happened at multiple spots
00:16:24so the SIT will be you know looking at looking at all these you know chain of events. Now it's a
00:16:30nine-member team and it's starting it's you know investigation from today itself. Right Suryagini
00:16:37will be tracking all the latest on this and especially what could be the outcome of this
00:16:42with the police will it be able to ensure that no such further violence will happen in Murshidabad.
00:16:47The violence may have subsided on the ground but the aftermath is still clear and the political blame
00:16:56game also is escalating. Murshidabad victims led by Bengal BGP chief Sukantum Ajubdar met the Bengal
00:17:02DGP at the police headquarters. The BGP has demanded a permanent BSF camp in the violence hit areas
00:17:08and also asking for an immediate compensation to the victims of the arson and violence.
00:17:12The chief justice of India have said that the violence in Bengal is very disturbing issue will
00:17:17be taken up by the top court too. The TMC however adding immediate action has been taken in the
00:17:23aftermath of the violence there have been arrests of over 200 accused homes are already being rebuilt
00:17:28is what the TMC government is claiming. Protesting is only the opposition parties those political parties
00:17:36which treat the Muslim community as vote banks they create you know fear-mongering they keep

00:49:07On day 1 itself, we have had some interesting observations expecting an interim order.
00:49:12Tell me about how the netas are proceeding with it in the court as much as of course in the political corridors.
00:49:21Good morning, Puja.
00:49:23You know, the biggest bone of contention or rather the concern for the petitioners or the grieved party or the people who are against the Waqf Amendment Bill or Act rather now,
00:49:34has been Waqf by user clause.
00:49:37Number 1, number 2, entry of the Muslim members into the Waqf Board, non-Muslim members into the Waqf Board.
00:49:45And third, you know, the powers that has been given to the collector, which was rather later on amended to the fact that it should be given to a higher authority beyond the collector.
00:49:57But all these issues were actually taken up in the court.
00:50:01And when we spoke to different petitioners, including Imran Masood, Amanatullah Khan,
00:50:06they were very hopeful yesterday with and especially because of the kind of interim order that the Supreme Court of India is pondering upon.
00:50:14It could have been passed yesterday itself,
00:50:16but the solicitor general insisted that the government side must be heard before that interim order is passed.
00:50:22And that is why today the time of 2 p.m. has been decided by the Supreme Court of India in order to listen to the arguments and submissions of the SG
00:50:31and possibly also from the other side because there must be some counters that the petitioners would be wanting to give to the arguments of the government.
00:50:41But if you look at the picture, largely, by and large, what is going to happen if that interim order gets passed?
00:50:47Waqf by user properties, they cannot be notified because the biggest concern right now the petitioners have is that as per them,
00:50:54as per their own argument, out of eight, nine lakh waqf across the country, four lakh waqfs are, you know, waqf by user.
00:51:03And this would include institutions such as Jama, Masjid and other much bigger, you know, waqf properties or mosques that we know,
00:51:13the properties that are managed by the waqfs that we know.
00:51:15So, and on this particular regard as well, the Supreme Court had said that you cannot go back to 300 years, 400 years, 400 years back and denotify those properties
00:51:25because that would lead to a lot of trouble as well.
00:51:28And this was the biggest concern of the petitioners as well.
00:51:31This will need some clarity as well, yes.
00:51:34If the interim order gets passed, the biggest relief for the petitioners would...

00:51:41So, if this particular interim order gets passed and there is bar on denotifying the waqf by user properties,
00:51:50that would be a big relief for the petitioners because that is substantially something major that they want.

00:52:03Ex-officio members are the people who are nominated or put on the board by the government.
00:52:08So, so far, the Muslim parties' petitioners have been saying that like other religious institutions...

00:52:36Day two will be very crucial. We'll be tracking more of that.

00:56:45So what do you think the Congress leaders are expected to do in this case,
00:56:49instead of just blaming the BJP?
00:56:54Well, Puja, you know, there are two fronts, certainly in this particular case.
00:56:59Number one being the legal side of it, because Rahul Gandhi, Mrs. Sonia Gandhi and the other Congress leaders
00:57:05who have been named in that prosecution complaint by the Enforcement Directorate into the National Herald case,
00:57:11they will have to fight it out legally in the court of law.
00:57:14But that's one side of the story.
00:57:16The other side which will be even more important is the political optics of this particular ED action against the LOP
00:57:25and former Congress President Sonia Gandhi, because the Congress Party seems to be really prepared for this one.
00:57:31And they have already tried to turn around a political narrative around it.
00:57:36Yesterday, we saw different Pradesh Congress committees across the country protesting on the streets
00:57:42against, quote, unquote, the misuse of the central agencies, including the Enforcement Directorate.
00:57:48And what you also have is that the Congress leaders are trying to push a narrative that because of the Gujarat Congress meeting
00:57:57and the mission Gujarat that the Congress Party has set, Rahul Gandhi has set,
00:58:00as well as the Bihar Assembly election, this ED action is being done against the Congress's top leadership.
00:58:07But then there are other concerns about the newspaper National Herald as well.
00:58:12Many of the Congress insiders are worried about the financial health of National Herald.
00:58:17They believe that with the further ED action with the properties of the AJL has been attached or seized by the Enforcement Directorate.
00:58:27What happens is that the National Herald newspaper could actually face a major, major financial trouble
00:58:34in terms of discharging its duties, assigning stories and running the business as usual.
00:58:41So that is also a concern about the National Herald, about the financial health of AJL.
00:58:46That's on the third front.
00:58:48But certainly, as far as Mr. Rahul Gandhi, Mrs. Sonia Gandhi are concerned,
00:58:52the Congress Party's top leadership is concerned.
00:58:53It's a legal battle, but beyond that, there's a bigger battle, which is a political narrative,
00:58:59that too keeping the Gujarat and Bihar elections in perspective.

00:59:27The Governor, Thawar Chand Gehloth, has reserved the bill pertaining to 4% reservation
00:59:31to the government contracts that go by a certain reservation.
00:59:35The Congress says reservation only for minorities and all for minorities.
00:59:40But the BJP says it's been for specifically the Muslims who will get the government contract.
00:59:45Now, this has been reserved for the President's approval, Raj Bhavan sources have said.
00:59:50According to our sources, the Governor has marked the bill as reserved for President's approval,
00:59:55sent it to the Karnataka Law and Parliamentary Affairs Department.
00:59:58State government will then send the file to the President, get the approval accordingly.

01:02:11who fear that they will now be underrepresented in it.
01:02:14We are told that some of the Congress leaders are saying
01:02:17this could spell doom for the Congress in Karnataka.
01:02:19Let's listen in to the reactions that have come in,

01:02:27It is 10 years.

01:04:26are hell-bent that this should not be placed
01:04:29and it should not be tried to implement it.
01:04:31They feel that the political dynamics
01:04:33might change in the state of Karnataka.
01:04:35Yes, as you rightly pointed out,
01:04:36it has not been released,
01:04:37but it has been leaked.
01:04:39The MLAs and ministers are well aware
01:04:41that what are the numbers
01:04:42in this particular
01:04:44socio-economic education survey,
01:04:46and they believe that
01:04:48if at all,
01:04:48if this is implemented,
01:04:50definitely it is going to be a setback
01:04:52because it gives more importance
01:04:54to OBCs and minorities.
01:04:56The largest community
01:04:57all this while was Lingayat and Okalaga
01:05:00and the leaders
01:05:01who have been nurtured all these years
01:05:03believe that
01:05:04if at all,
01:05:05if this is implemented,
01:05:06they will lose the importance
01:05:07to the state.
01:05:08Their numbers will not be considered.
01:05:10The other community
01:05:11will play a major role
01:05:12and they also feel
01:05:13that it is outdated
01:05:14in more than 10 years now
01:05:16and you should come up
01:05:16with the accurate number
01:05:19with the present survey.
01:05:20And they also feel
01:05:21that it is unscientific.
01:05:22Many MLAs and ministers
01:05:23even claim that
01:05:25the people did not
01:05:26come to their house
01:05:27to take the data.
01:05:28So they feel that
01:05:29the survey has not been done
01:05:30according to the protocol
01:05:31and according to the
01:05:32new procedure
01:05:33which should be followed.
