04:11women having taken over men in certain sectors but despite that the reality is there's still a stigma against women against the girl child and here on India today over the next one hour we're going to be exposing the dark underbelly of sex determination tests we've headed out to Haryana to parts of Haryana for the special report and India today Shreya Chatterjee has been in Haryana for the last one month on ground blowing the lid of a

05:09the noble mission after some initial success seems to be faltering in 2024 alone five lakh sixteen thousand four hundred and two children were born in Haryana of which only forty seven point six four percent workers the sex ratio once a beacon of promise has plummeted from nine hundred and twenty three in 2019 to nine hundred and nine in March
05:39in 2015 there were eight hundred and seventy six females for one thousand males in Haryana the sex ratio hit a high of nine hundred and twenty three females for one thousand males in two thousand nineteen

07:59The Preconception and Prenatal Diagnostic Techniques Act or PCPNDT Act was enacted in 1994.
08:26Its aim was to combat female feticide by stopping the misuse of prenatal diagnostic technology for sex determination.
08:34Under this law, any attempt to determine or disclose the sex of an unborn child can get you up to 3 years in jail for a first offence and 5 years for repeat violations.
08:49Yet, despite these penal provisions, enforcement of the law remains weak.
08:54And the biggest factor driving these illegal abortions is the societal attitude.
09:02Social activists say, Haryana is still a long, long way from gender equality and justice.
09:09Today, there are so many women who have supported their whole body.
09:15There are so many children in a child.
09:17In a child's heart, there are so many children.
09:21So, when I talk to myself in the field, they don't want to talk about this topic.

09:37They are constantly doing the same thing.
09:39They are still being born by one by one.
09:41They are being born by the child.
09:42And their body, their body, their own idea is not going to take away their own.
09:47idea in a year India today's special investigation team went undercover to
09:55the low sex ratio districts of Haryana what we found was disturbing shocking
10:01and absolutely real our first stop was inside about 230 kilometers from Delhi
10:12here we were told about a network so brazen that repeated police actions against doubts
10:19and illegal abortion rackets had only temporarily halted their operations in his
10:26hour one man dr. Anant Ram an accused in five sex determination offenses had been
10:33to jail and yet managed to contest the Haryana elections on a Janai Janata party
10:38ticket this just proves how entrenched this illegal network is in Haryana now
10:48that we've seen the stark reality of Haryana gender crisis and the heavy toll it takes
10:55on families let's dive deeper in the next segment we pull back the curtains on the
11:01mechanics of this grim trade the people behind the illegal sex determination
11:07network and the secret operation what we've shown you is just part one or for
11:14our investigation our following reports are way more jamming it tells you the
11:19reality of how really sex determination clinics are not just set up but there's
11:24a long line of customers also for it I'd like to bring in Shreya Chatterjee who
11:29filed these reports for us conducted this investigation share first of all
11:32congratulations on a fantastic investigation I know it was hard because I know you were
11:37there for the last one month under cover in some cases just some of these stories are
11:42heartbreaking you know in the report that we just showed the story of Pooja when she
11:46breaks down about how she was forced to give up so many of her children it's so sad that
11:51even today which I didn't think would be still happening it's still very much rampant that
11:56women are put under so much pressure by their husbands to give birth to a male child and god
12:02forbid it's a girl child they have to then give them up yeah it's almost like you don't have any
12:06option of what or divorce is what we're really seeing from these case studies look at Pooja for
12:11example the reason I've spoken with the scores of people who have been affected because if this
12:16thing's still rampant but Pooja's is extremely crucial because she got married the same year
12:20Betty Bacha was launched and on the 10-year anniversary of Betty Bacha she's received a
12:24reverse notice because she's refused to abort the girl child she gave birth to three girl
12:28child such a beautiful child we also saw her playing around when we went to speak with Pooja
12:33but she was completely devastated of what happened and clearly there's a problem at the level of the
12:39policy which needs to be re-thinked we probably need a push that needs to be given to Betty Bacha
12:44Betty Para you know initially this really worked well till 2019 the ratio was improving since 2019 onwards
12:50why is there been a regular dip and now on I mean even in the month of March when I was working we saw
12:56one point still dipping down so clearly something is going miserably wrong and that's exactly what our
13:01report is reflecting you know it keeps oscillating is what you were telling me Shreya yeah why did you
13:05decide that look I need to go to the ground and check what's happening what's the reality of Betty Bachao
13:11Betty Badao were you shocked by what you saw in some parts of Haryana how brazen and blatant it is yes it is it is very
13:18depressing you know in today's time we're sitting in 2025 we're talking about AI digital era advancing
13:24and whatnot and even now if you're not really I mean being able to change a mindset because let's
13:29just face it irrespective of law existing irrespective of crackdown because that is also simultaneously
13:34happening I've met some brilliant set of people working in Haryana under the Betty Bachao Betty Badao
13:39program effortlessly putting in effort but you know the mindset is not changing I've met these people
13:45they clearly still do not want a girl child and that's really shockening for me being a girl I think
13:50these are the kind of stories that you cannot really emotionally detach from because you really
13:54feel so much when you speak to these people who are affected no and I think you know we sit in our
13:59cocoons of a city in our urban pockets not knowing that something like this is happening still in rural
14:05pockets we all believe that you know there's been change we all talk of Nari Shakti we all put the
14:10spotlight on so many women who do us so proud and yet this is the reality that what perhaps happened
14:1650 years ago still happens in some parts of the country but I just want to take this forward and
14:22Shreya you will stay with me for the rest of our broadcast because let's take this investigation
14:26forward we dug deep and Shreya was on the field there she spoke to several people she identified where
14:34these kind of sex determination clinics were set up so here are the faces behind this racket because we
14:40need to name and shame them we need to ensure we make an example of them so that anyone running
14:45these kind of clinics know that everyone's watching out and they will be exposed one after another these
14:50are touts who not just will tell you help you determine the sex of the baby but then actually
14:56go ahead and offer female feticides as well almost like a one plus one offer give a few lacks and you'll
15:02get both these packages in a sense and that's how brazen it is how completely insensitive and heartless the
15:09whole operation is here's our next report
15:23with the help of our contacts in his art we made a breakthrough we were given the details of a woman
15:29named who shot the his our civil hospital who shall worked as a health worker in AIDS prevention but
15:38behind that facade was a key player and a trusted tout in the illegal sex test business to expose this
15:47racket we went undercover posing as a family from panipat we dialed we shop an appointment saying we were
15:55desperate to be desperate to assert in the gender of our unborn child

21:48complains that he never got paid for all his troubles on that fateful day when asked how
22:02his friend managed to escape Ahuja claimed that the police took 10 lakh rupees bribe to let him go
22:08ahuja further revealed how notorious operators like dr. Anant Ram continue to run their

24:14I mean we went undercover and we were just looking around people
24:18For reaching Usha we went to one of the civil hospitals
24:21From there a person gave us her contact
24:24It is something which is so rampant
24:26People usually seek help from others
24:29And it is the word of mouth that continues this business
24:32To still operate through the shadows of people like Usha and other touts
24:36Because they literally are the ones who will be guiding you
24:39To just give you an understanding when you want to go for sex determination
24:42You will never get a foolproof location
24:45Because there is the fear of a PNDT team acting as a raid
24:49So they will give you a location, the drop locations change multiple time
24:52Then you will probably be reaching
24:55I mean you must have been going to Haryana
24:57And then you reach somewhere in Uttar Pradesh
24:59So all these things are moderated by people like Usha
25:02And then there are clinics operating from even a khet concern
25:08Like people are renting out their khetes where these things are getting carried out
25:12There are so many health concerns also related to that
25:15You know what also stood out for me in the report that you filed
25:17Is one of the women there already looting people obviously
25:21With this kind of a scam
25:22Then tries to sell another lie
25:24Saying I can help you with your next pregnancy
25:27To ensure it is a boy child
25:29To ensure it is a male child
25:30That is a racket by itself
25:31And imagine Akshita this has not changed
25:33We have been talking about this 10 years before
25:36And we are talking about this even now
25:37We have a policy in place
25:38And this is why we have done this investigation
25:41You know for example this raid that I have been a part of
25:44These are functional things that have been directed

25:55Because this is a crime where the victim is

28:29Sita, the tout in yellow salwar came out and announced that decoy 1's fetus was a male.
28:49As decoy patient 2, I was next in line.
28:53But before the fake doctor could call me, a driver quietly alerted the rating team.
28:57And within minutes, they stormed the place.
29:16The Hisar rating team conducted a thorough search till they recovered the equipment used in the crime, a stethoscope and hair gel cream.
29:27The Punjab PNDT team refused to join the investigation, citing that the tip-off originated in Haryana.
29:47This cat-lock led to no FI are being registered against the accused by the Punjab police.
29:54The main accused, Rahul, and his accomplice, Nitesh, both from Uttar Pradesh and related to the tout, Sita, were quick to confess.
30:02Shockingly, the accused had also used YouTube tutorials to generate fake ultrasound reports.
30:31While this was a violation of the IT Act, the local police present on the spot refused to take note of it.
30:38Tensions escalated during the raid as a heated argument broke out between the Punjab and Hisar PNDT teams.
30:45Only after the Punjab police intervened, the Hisar PNDT team would collect the evidence and file a report.
30:52The detailed report, along with video proof and material evidence, has been given to the Punjab police to proceed with the case.
31:01However, an FIR is yet to be filed.
31:03Now, one can imagine why the conviction rates in such heinous crimes remain so low.
31:11One thousand two hundred and forty-eight cases registered in Haryana between 2015 and 2025.
31:22Of these, 522 cases under judicial scrutiny.
31:27Two hundred and ninety-nine cases are still pending judgment.
31:31Two hundred and twenty-three cases have been decided.
31:33But conviction secured in only 67 cases.
31:39107 cases have ended in equity.
31:43As our undercover investigation reveals the illegal network of sex determination,
31:49the human cost of this crime cannot be ignored.
31:53In the next and final segment, we bring to you the testimonies of the women who have seen it all.
32:00That suit will tell you the harsh reality of this gender crisis.
32:07Truly eye-opening report that, imagine this, that people were being fooled,

32:52first by setting up an illegal clinic
32:53and then going ahead and using a stethoscope and hair gel cream to fool people.
32:58Essentially telling them what they want to hear
33:00or in some cases say that you're going to have a girl gel
33:02and then fool them further by offering them medicines and whatnot.
33:06It's scary, really.
33:07And you can only imagine what it's doing to so many villagers
33:10who actually are falling for these scams.
33:13Well, Haryana's sex ratio has been declining.
33:15And we spoke about this in the last six years.
33:17It's declined from 923 in 2019 to 909 in 2025.
33:23But does that automatically translate to female feticide being on the rise in the state?
33:29At this point, the harshest punishment for killing a female fetus is just seven years.
33:36And that's something we really need to talk about,
33:37about the kind of laws in place,
33:40about whether there need to be most stringent legislations and reforms in place
33:43to address this particular issue.
33:45Because there are so many families affected by this.
33:48Our next report will also tell you about how women, mothers have suffered
33:52because of being forced to abort babies.
33:56In a majority of the cases where illegal sex determination leads to abortion of the female fetus,
34:14it is the woman that suffers the most.
34:17Besides her family and society's taunts for not delivering a son,
34:23she is often pushed into illegal abortions against her will.
34:27And if the abortion procedure goes wrong, it is her life that is at risk.
34:32One such case we tracked was that of Gayathri,

40:54What do you hope authorities will do seeing these reports?
40:58What is the action you believe must be taken immediately?
41:01Well, you know, it's a joint action.
41:03We cannot just have one state independently working hard while other states are not really putting the similar efforts
41:10so far as the bachau bachaparao is concerned.
41:13I mean, raids equally has to be conducted in the periphery, say, Uttar Pradesh, Punjab, even Delhi for that.
41:18There are multiple cases where these women from Haryana are travelling to the outskirts of Delhi
41:22to conduct USGs and then determine and then get their abortions done and go.
41:26So, this will happen as a more joint effort from Haryana, not just Haryana, but the periphery as well.
41:33We need to re-look at our policies, whether there needs to be a legal amendment that needs to be done
41:38into the PCP and DT Act, all these needs to be looked at because let's accept it that the intention
41:43of bachaparao bachaparao was nice because of which we saw a rise in the sex ratio till 2019.
41:50After that, what went wrong?
41:51I personally feel that the bachaparao bachaparao scheme needs a final push to eradicate female feticide.
41:58A renewed focus perhaps on this initiative will also greatly help.
42:03We'll see how really the Haryana government responds to this and like Shreya said, you
42:08know, this isn't a problem limited to Haryana.
42:10It's a problem that's rampant in several other states.
42:13We've exposed what's happening in one particular part of one state.
42:17The need is for every state government perhaps to step in, look into what's happening for
42:21the central government to work in tandem with them.
42:23The bachaparao bachaparao initiative is great.
42:27It's a great initiative, a great movement, much needed as our report highlights in this
42:32country.
42:32And hopefully this is the first step that we're going to see.
42:36Our reports are intended to kind of be eye opening so that authorities wake up to the
42:41harsh realities on ground.
42:42Under the fact that touts, scamsters have found loopholes through the current legal
42:47provisions as well.

43:55A passenger has once again, believe it or not, urinated on a man during a Delhi-Bangkok
44:00flight.
44:01The incident took place on board an Air India Derry-Bangkok flight.
44:04This happened in the business class section where we understand that a man turned around
44:09and actually urinated on a co-passenger.
44:12The victim is supposedly a senior executive of a corporate company.
44:16Air India has taken note of, in fact, this incident, saying that the crew had warned the
44:22unruly passenger as well.
44:23But this is unbelievable and really difficult to comprehend.
44:27Why do we keep seeing these kinds of incidents coming to light on board flights of a man?
44:33In the previous case, remember, there were allegations that he was inebriated and then urinated
44:38on a co-passenger.
44:39Again, a similar incident like this coming to light.
44:41We don't know just yet the circumstances of what happened.
44:44Was this man drunk?
44:46Was he in an inebriated condition?
44:48But absolutely shocking that again, we're actually reporting on what we thought was a
44:52one-off incident of a passenger urinating on a co-passenger.
44:57This happened in the business class of the Air India flight that was flying from Delhi
45:00to Bangkok.
45:01It happened, in fact, very, very close to the flight landing and touching down in Bangkok.

45:08But Air India has also issued a statement saying that the authorities have been notified about
45:14this urination incident and the crew want the unruly passenger as well.

45:21Absolutely shocking, difficult to really comprehend how we're even reporting multiple such cases
45:26of urination on co-passengers taking place on board flights, Piyush.
45:31But we understand Air India has also issued a statement.

45:36Well, as of now, the Air India is saying that the procedures are being followed.
45:41But yes, Akshita, another shocking incident of urinate has been reported in flight where
45:47what we are now told is that the victim in this entire case was a senior employee in an
45:53organization.
45:53And the man who urinated was also sitting there in the business class of Air India.
45:59You know, though Air India has issued a statement saying that all the procedures are being followed, though
46:07the victim has not given any kind of complaint, despite being requested by the authorities and
46:12that's why actions have not been taken against the man who urinated.
46:16But Air India is saying that all procedures are being followed.
46:19But we'll have to wait and watch how the, you know, this entire thing is being investigated
46:24by Air India further.
46:25But this statement somewhere tells us as to how this incident has again taken place and
46:31that despite the DGCA issuing various guidelines, Ministry of Civil Aviation taking note of such
46:38incidents and, you know, going very strong, very stern on this side, we'll have to wait
46:43and watch how the central government, the Union Ministry of Civil Aviation takes note of
46:48this entire incident.
