00:08ministers and high authorities of the scientific and technological area of the

00:12organization. Let's listen. So we have to create with our own capacities

00:23technological sovereignty that allows to improve our lives, starting from

00:56All guests and brothers from here, from Latin America and the Caribbean, be

01:06welcome. President Nicolás Maduro sends greetings to all of you and to

01:15speak of science is to talk about a field that is in dispute in this time.

01:18It's a challenge of the fourth and fifth revolution of knowledge, where technological

01:26hegemons and capital and domination strategies and globalization comes

01:34together. Our peoples, our communities, our women and children deserve a good

01:45science with a purpose, a scientific investigation thought from our own

01:50territories, and of course that answers to the needs of the future of our

01:55communities, but also the opportunity to integrate to production

02:03processes that allow for the development of abilities, which are hard from the

02:10point of view of technologies, from the ethical point of view, to guarantee the

02:13men and women for the Latin American and Caribbean. And of course it's very

02:19important for ALBA-TCP to think about the creation of an institution for the

02:25development of interfacial and inter- artificial intelligence. It's special,

02:30difficult for countries that are blocked, because these technologies are blocked

02:35for our republics, so to create the capacities today is a construction for

02:40the future, is to focus on young men and women, kindness and knowledge and

02:46creativity, to go over the challenges and to attend to the problems

02:54that our peoples face. President Nicolás Maduro presented in a summit the

02:59proposal to create a center for the investigation and development of

03:03artificial intelligence, which is today in development, in construction, in

03:08Venezuela, as a part for the construction and the integration of the

03:15peoples of ALBA, for the modernity of all ages, from the early ages, from for the

03:21for the training of our professionals in engineering, in science of data and

03:27cybersecurity, in automatization and robotics, that allow us to promote the

03:34capacities of young generations that are the ones that have to leave this

03:38digital era. They are the natives of the digital era and they must be trained in

03:44these capacities, in these abilities. And the proposal to create the

03:50development and has to have the platform for the production of our productive

03:56activities and in terms of digital platforms and the health of our people,

04:02to optimize the studies of epidemics and treatments of diagnosis,

04:07knowing today that all these go through tools that digitalize images and

04:14automize everything that has to do with diagnostics. For example,

04:20artificial intelligence can diagnose 98% of heart attacks and this is

04:28very important because the main cause of death in our countries has to do with

04:33blood pressure and heart attacks. So the opportunity that we have to increase the

04:40ability of our peoples in the creation of a center that can work together in a

04:45network for the production in the industry of our nations, is of course to

04:49create that complementarity that is needed to promote the training of the

04:54talents and develop the tools that come to our own languages and culture for the

05:01well-being but also to think of a structure of a fourth level where we can

05:06train postgraduate trainings for specialized professionals depending on

05:12the strategies that has to do with quantum computing. This is going to be

05:17the year of quantum computing and in the next decades is going to be a conflict

05:22between artificial intelligence and quantum computing to provide support for

05:27the great mining of data that is being generated and that's going to require

05:33energy and it's going to require energy, talent, intelligence, but above all the

05:39will of our people to build an ethical exercise of a science that contributes

05:45to life and to the development of progress that our alliance deserves. And

05:50in particular I put the example of what Venezuela has been doing at the order of

05:55President Nicolás Maduro. We have a program of initiation of science in

06:00early ages that has over 300,000 children at the national level. 53% of

06:07these populations are women, are girls, between 12 and 18 years of age. These

06:17children are receiving a special training in physics, robotics,

06:21mathematics, electronics, programming and astronomy to stimulate talent, to

06:28stimulate the imagination and creativity, to build an intelligence and a perfect

06:34intelligence with a sense of belonging and identity. This scientific seat called

06:41like this by President Nicolás Maduro now has a higher instance which is the

06:45University of Sciences created by President Nicolás Maduro on December 12

06:51last year with 13 new majors for Venezuela which I'm going to mention

06:58robotics engineering, data science engineering, cybersecurity engineering, AI

07:09engineering, molecular engineering, bioinformatics. These majors that I'm

07:20telling you use as an anchor for the development of communications and

07:24telecommunications, computing. Today we know that 128,000 species are sequenced

07:33and are developed today by algorithms of the artificial intelligence that allow

07:39us to predict diseases, proteins and molecules of future treatment. That tool

07:45of AI today belongs to corporations and is not available for the people of our

07:52region. So these majors that we are beginning in Venezuela incorporating

07:56Alba Youth can be the opportunity for us to develop our own solutions in terms of

08:02sovereignty, in terms of independence that contribute to the development

08:07economic development of the region and prosperity and health of the people that

08:13contributes to the diversification of our industries and in this exercise

08:17President Nicolás Maduro has also added national nationality sciences and

08:24biotechnologies, physics, mathematics, IT and of course is all anchoring the

08:32Venezuelan Institute of the greatest prestige for the investigation

08:36scientific investigation which are today with the fourth country in Latin

08:41America with surveillance for COVID or Opushe and flu Evienza, bird flu, which

08:50we're doing in this in the genetic study of this virus and through its computer

08:55science using biologic material. That togetherness of these majors is going to

09:04be the base of the development of the new world of the new times and the

09:09digital transformation has to be an opportunity for Alba for the growth

09:14collective growth to create new capacities in our region to guarantee

09:20that our youth remains in our territory and of course design the new cities go

09:28over the challenges of climate change. Today the forecast of the weather is

09:33also done through algorithms weather weather forecast the ability of water

09:39is all studied through satellites that use information algorithms and as our

09:49people can contribute from all these sectors from the learning from the study

09:53to promote our capacities we are going to guarantee the future the well-being

09:59that the region deserves. The proposal of President Nicolás Maduro for Alba is

10:05a proposal for constructing our future is a proposal that every president member

10:11of the Alliance has accepted with what will with the will that our young men

10:16and women scientists are trained that they don't have to travel to the old

10:21world to the universities of the old world to other education models hegemonic

10:28dominating but to have our own spaces to train these capacities with our culture

10:33with our dialogue in this exercise is also important the president also offers

10:42the establishment of the creation of their scientists for the creation of

11:22ecology and climate change immunology physics chemistry mathematics

11:29anthropology medical physics in nanotechnology

11:36oceanology and in regenerative medicines using mother cells Venezuela has five new

11:44protocols of therapy using mother cells chemical process and also studies in

11:54biochemistry in telecommunications and informatics science PhD studies in

12:02archaeology in chemistry and biodiversity this offer of postgraduate

12:09studies that we are proposing also by president Nicolás Maduro only needs the

12:14name of students that will come from our peoples to take up residence in the

12:20Institute for scientific studies to start receiving these lessons as soon as

12:25possible in the case of the pre-grade students as of May this year they will

12:31be available so as of May 10th we will be seeing each other's in the science

12:36university we are just waiting for the data of the students and in regards to

12:42the inauguration and functioning of the artificial intelligence center we have

12:46shared a structure in this moment of investigation and where we hope that

12:50the investigation and development of autonomous platforms created by us has

12:55to be part of the need of the main needs that they have to focus the objective of

13:02this center of investigation that from that has to do with teachings to promote

13:07the education of our people's platforms AI that are useful for public health AI

13:15platforms that are useful for commerce and tax and tourism platforms that are

13:24useful for development of engineering's and calculus for urban development for

13:30the new projects of architectural projects that we have also understanding

13:34the challenge of climate change so in this platform of development of AI

13:41Venezuela counts with over 300 professionals available to accompany

13:46all these projects that presidents of Alaba decide together with their

13:52ministers and authorities for the investigation agendas and development

13:57and the application that this center has to create located in the Miranda
