00:00Patients in the emergency room of the Philippine General Hospital have been admitted.
00:05We will now call Dr. Jonas Del Rosario, the spokesperson of the PGH.
00:10Good morning.
00:12Good morning, Egan and to all the listeners and viewers.
00:16How is the situation in the emergency room of the PGH?
00:19Is it still in overcapacity, doc?
00:21Yes, it's still in overcapacity, Egan.
00:25There are a lot of patients going to our hospital.
00:29You know the PGH emergency room?
00:31In an ideal setting, only 75 patients can be accommodated.
00:38The PGH has a big emergency room.
00:43Not only 75 patients, most of the time, we are operating way above the capacity.
00:52Usually, 150 patients at any one time inside.
00:57But now, there are 190 or 200 patients.
01:01And because of that, we have reached what we call a critical level of overcapacity.
01:09That's why our advice is to limit the number of patients.
01:18We call this a code triage.
01:22What we will entertain is the patients who have an acute life-threatening emergency.
01:28That is really a life-threatening emergency.
01:30Yes.
01:32What is the reason for the sudden increase in the number of patients in the ER?
01:37Is there a common disease?
01:39Or is there a sudden increase in the number of patients?
01:42None.
01:43Yes.
01:44There are a lot of patients going to the hospital.
01:48There are a lot of people who are having heart attacks, pneumonia, strokes.
01:56We are not reporting any outbreaks.
01:59But there are a lot of patients going to the hospital.
02:04I think across the board, there are a lot of hospitals that are saying that they have a lot of patients in the ER.
02:12You mentioned the oxygen ports.
02:14How are they, doctor?
02:17The oxygen port of PGH is about 70.
02:21That's a lot of oxygen ports for an emergency room.
02:25We have one of the most oxygen ports in the emergency room.
02:29So if there are a lot of patients inside who really need oxygen,
02:33eventually you will run out of oxygen.
02:36As of now, everyone is still in the ER.
02:39That means that if there are patients who really need oxygen,
02:43we don't have a pipe-in oxygen port that is attached to the wall that you can just open.
02:50So sometimes what happens is that in the top gap measure,
02:54we will get oxygen tanks and you will attach it.
02:58But of course, that is limited.
03:00It also runs out.
03:03It is also not safe for other patients.
03:08But Dr. Del Rosario, there is a law that says that patients are not allowed to refuse.
03:12So what can we do to help them?
03:16Well, you know, we are one of the hospitals that,
03:20as others say, other hospitals are saying that it is closed,
03:25we can't do it anymore.
03:27In PGH, as much as possible, we don't want to refuse.
03:31This advisory is just to inform the public that the situation in PGH is a bit difficult.
03:40So our appeal, especially to other hospitals that are sending patients to PGH,
03:46is that we will not be able to accept their transfers because they will not be able to take care of them.
03:53Maybe they are still outside and the patients will not be able to enter.
03:57For other patients whose illness is mild,
04:01who do not need urgent attention,
04:04they can go to a smaller hospital or another hospital.
04:08Actually, we coordinated with the Department of Health
04:11and issued a directive to Secretary Ted Arbosa
04:16that the DOH hospitals will accept patients who cannot be seen or accepted in PGH.
