00:00This is a turning point in the EU's migration policy.

00:09The European Commission has introduced a regulation that will allow member states to deport rejected

00:14asylum seekers to Turk countries, even if they have never set foot in them, and detain

00:19them in return hubs.

00:25On the return hubs, we are creating the scope for member states, in a way, to explore new

00:34solutions for returning.

00:36Of course, only for people who have no right to stay in the European Union, we are creating

00:41the legal frame.

00:42We are not creating the content.

00:45In 2024, 20 percent of the persons who were ordered to leave the EU were sent back to

00:50their country of origin.

00:53This Austrian MEP welcomes a proposal that would speed up returns.

00:57This is outside the European Union, in third countries, which do respect, of course, human

01:03rights and all the, I would say, values of civilization Europe wants to see respected,

01:10can be good places and proper places for those who should return for a specific time, period

01:17of time.

01:18And this is what the Commission proposal addresses.

01:20NGOs are sounding the alarm.

01:22They denounce a punitive approach which opens the door to human rights violations and reinforces

01:27the link between immigration and crime.

01:34According to one Italian MEP, another point of contention is that people in an irregular

01:39situation could be deported to countries with which they have no connection.

01:44The European Commission would not be involved in the signing of these deals or in the construction

02:01of return centers.

02:02It lays the legal foundations that, if approved, would allow governments to pass agreements

02:07with non-European countries ready to receive rejected asylum seekers in exchange for financial

02:13incentives.
