00:03and the fight of the government against poverty.

00:06Let us know the steps being taken to solve the programs that are being faced by the people.

00:11Here in the National Anti-Poverty Commission, Action Against Poverty.

00:23And this morning, we will discuss the challenges and programs of the sector of informal labor in the country

00:29that are still being faced by many people.

00:32And to discuss how the local governments and partners are converging

00:38on the issue of this sector,

00:40we will talk to our program's sectoral representative, Sally Funtanarez,

00:46the sectoral representative of the workers in the informal sector of NAPSEA.

00:52Good morning, Miss Diane.

00:54Happy Women's Month!

00:57We are celebrating.

00:58There you go.

00:59And it will continue throughout this month.

01:01Alright.

01:01Let us admit, Miss Sally, that the number of workers in the informal sector is really high.

01:07Even so, they are still facing challenges

01:10and they still need the government's attention.

01:13But for everyone to know,

01:15who are the people here in the workers in the informal sector

01:20and what are the challenges that they are facing now?

01:24Actually, there are a lot of informal workers.

01:30But we gave them a list because this is the most well-known.

01:37Number one, the home base, the workers at home.

01:41Second, the vendors.

01:47Third, the micro-entrepreneurs.

01:50This is just a small number.

01:54Fourth, non-corporate construction.

01:59Fifth, small transport.

02:04And our sixth is the others.

02:07Those are the people who are really well-known

02:13in the workers in the informal sector.

02:16Based on your description,

02:18these are the people we see every day

02:21and a large percentage of the labor force in the Philippines

02:24are in the informal sector.

02:26Now, when it comes to the challenges and the needs of these workers,

02:31what are they, Miss Sally?

02:33Ma'am, number one,

02:34their biggest need is to have security.

02:42Number one, in their workplace,

02:46number two, for their social protection.

02:50Because we are the ones who are working,

02:53but we don't have social protection.

02:55Because our social protection is our own pay.

02:59But if we are in the formal sector,

03:03their employers have a counterpart.

03:07But we are all alone,

03:09all of us, and we can't pay.

03:14So, we really have a big problem.

03:16Okay.

03:17What can the local government units do

03:21to help the informal workers?

03:24Yes, ma'am.

03:25All LGUs have indigent programs.

03:31This is considered a four-piece.

03:34We are out there, ma'am.

03:35Because they say,

03:37hey, you're selling, you're not included there.

03:41Hey, you're riding a tricycle, you're not included there.

03:45So, they also have a number,

03:47they are selected,

03:48and what they are given as social protection

03:52are the members of the four-piece.

03:58But for now, Miss Sally,

03:59there is a law being passed

04:03for the workers in the informal sector.

04:07What is the status of this?

04:09Yes, ma'am.

04:10Now, there is a ruling, ma'am,

04:11proving that even though it is pending,

04:14the MACWI Bill,

04:17WE Act,

04:18but on the 19th of March,

04:21we had a meeting

04:24with the House Speaker, Mr. Romaldes,

04:26so that this would be passed

04:30for the rights of the informal workers

04:35and the other workers

04:37who do not have social protection.

04:39So, this is the Magna Carta of Workers in the Informal Economy.

04:43This is a big thing

04:44if this is passed into law

04:46for the workers in the informal sector.

04:48Now, ma'am,

04:49talking about convergence,

04:51or the cooperation of various government agencies,

04:54which government agencies

04:57can provide programs

04:59for the welfare of our informal workers?

05:02Actually, our government has all convergence programs.

05:06There is an anti-poverty program.

05:09We, as partners of DOLE,

05:14we help each other.

05:17They are the ones who give us help.

05:21But, ma'am, that is just one agency.

05:23It is not enough for all of us.

05:27So, now, we are asking

05:29for more agencies to help us

05:33so that they can really see

05:37and we can be included

05:38in the convergence program of the government

05:41of the workers in the informal sector

05:44because we are a part of what they are doing.

05:47What other agencies, ma'am,

05:49can join your convergence efforts

05:52for the workers in the informal economy?

05:53What we said, ma'am,

05:55number one is the CPD

05:57because they are in the population.

05:59Maybe they can help in the ranks.

06:01The PSA itself

06:03that they should do their duty

06:07so that we can be included.

06:09The DTI for their programs

06:13for their livelihood.

06:15And DA, they can help us

06:19because we have groups of small farmers.

06:23All right.

06:23Well, in terms of efforts of the government agencies

06:27and the efforts of NAPC,

06:29what are the successes

06:31that helped the workers in the informal sector?

06:35Actually, there were a few successes.

06:38Just a few.

06:39We started with Dolly and NAPC

06:45and we, the workers in the informal sector,

06:49we were looking for data

06:51so that we can help

06:52because even if it's just in the starting,

06:55we will really have a role.

06:58That's why we started that.

07:01So, I hope that we can continue to do that.

07:04The PSA is happy

07:07that we can continue to do what we are doing.

07:12When it comes to formalizing

07:14the workers in the informal sector,

07:17do we have a particular local government unit

07:21that has already made efforts

07:23that other LGUs can also monitor?

07:25Yes, of course, ma'am, we have.

07:28Because if we can't pass the MACWI

07:32to the Senate and Congress immediately,

07:37Khezon City started.

07:39They started to study,

07:42to have an ordinance

07:44for the informal sector.

07:46So, they are building

07:50offices for the informal sector.

07:55So, it's good that if not in the national level,

07:59we will localize to replicate

08:03what all LGUs are doing

08:06and what Khezon City started.

08:10Because you also said that some requirements are difficult,

08:14that's why it's hard to formalize

08:16some of us in the informal sector.

08:19How can we educate and help

08:22these workers

08:24so that they can gradually be formalized?

08:26Actually, ma'am, they don't want to formalize.

08:31Why?

08:32Because they want us to formalize ourselves.

08:38That's why, ma'am, it's hard to do.

08:41It's easy to say, but it's hard to do.

08:44Why?

08:45Because these requirements

08:50are the same as the requirements of the big companies.

08:55But what we said in the informal sector,

08:59we hope that there is a level

09:02of our requirements.

09:05That's why now, there is a new initiative

09:09by Honorable Romaldez Marcos

09:14for the so-called

09:16Barangay Micro Enterprise

09:20for the workers in the informal sector

09:23that will only use the permit

09:27from the barangay level.

09:29It's easier for them.

09:31I hope that will be passed again.

09:33Lastly, S. Rosalia,

09:36why should the efforts of the government

09:39and the workers in the informal sector be prioritized?

09:44Ma'am, they should prioritize. Why?

09:49If all the workers in the informal sector

09:52contribute only annually,

09:57only P500,

09:59how many percent will we get from our countrymen?

10:06That's a lot of money that we will receive.

10:10I hope our governments will see that.

10:13But, because their view of us is still dark,

10:19because they think that we are just hurting the society.

10:24But in reality, we are their body

10:29on the ground to advocate

10:33that they want to know and formalize the informal sector

10:41because they want to access what our government is giving.

10:47Well, our workers in the informal sector really deserve it.

10:50These are also assistance from the government.

10:51And of course, we hope that the situation of the workers in the informal sector will improve

10:58and that will also help to reduce the number of poverty in our country.
