We will continue to discuss the challenges of each sector in the country
00:03
and the fight of the government against poverty.
00:06
Let us know the steps being taken to solve the programs that are being faced by the people.
00:11
Here in the National Anti-Poverty Commission, Action Against Poverty.
00:23
And this morning, we will discuss the challenges and programs of the sector of informal labor in the country
00:29
that are still being faced by many people.
00:32
And to discuss how the local governments and partners are converging
00:38
on the issue of this sector,
00:40
we will talk to our program's sectoral representative, Sally Funtanarez,
00:46
the sectoral representative of the workers in the informal sector of NAPSEA.
00:50
Good morning, Miss Sally.
00:52
Good morning, Miss Diane.
00:54
Happy Women's Month!
00:57
We are celebrating.
00:58
There you go.
00:59
And it will continue throughout this month.
01:01
Alright.
01:01
Let us admit, Miss Sally, that the number of workers in the informal sector is really high.
01:07
Even so, they are still facing challenges
01:10
and they still need the government's attention.
01:13
But for everyone to know,
01:15
who are the people here in the workers in the informal sector
01:20
and what are the challenges that they are facing now?
01:24
Actually, there are a lot of informal workers.
01:30
But we gave them a list because this is the most well-known.
01:37
Number one, the home base, the workers at home.
01:41
Second, the vendors.
01:47
Third, the micro-entrepreneurs.
01:50
This is just a small number.
01:54
Fourth, non-corporate construction.
01:59
Fifth, small transport.
02:04
And our sixth is the others.
02:07
Those are the people who are really well-known
02:13
in the workers in the informal sector.
02:16
Based on your description,
02:18
these are the people we see every day
02:21
and a large percentage of the labor force in the Philippines
02:24
are in the informal sector.
02:26
Now, when it comes to the challenges and the needs of these workers,
02:31
what are they, Miss Sally?
02:33
Ma'am, number one,
02:34
their biggest need is to have security.
02:42
Number one, in their workplace,
02:46
number two, for their social protection.
02:50
Because we are the ones who are working,
02:53
but we don't have social protection.
02:55
Because our social protection is our own pay.
02:59
But if we are in the formal sector,
03:03
their employers have a counterpart.
03:07
But we are all alone,
03:09
all of us, and we can't pay.
03:14
So, we really have a big problem.
03:16
Okay.
03:17
What can the local government units do
03:21
to help the informal workers?
03:24
Yes, ma'am.
03:25
All LGUs have indigent programs.
03:31
This is considered a four-piece.
03:34
We are out there, ma'am.
03:35
Because they say,
03:37
hey, you're selling, you're not included there.
03:41
Hey, you're riding a tricycle, you're not included there.
03:45
So, they also have a number,
03:47
they are selected,
03:48
and what they are given as social protection
03:52
are the members of the four-piece.
03:58
But for now, Miss Sally,
03:59
there is a law being passed
04:03
for the workers in the informal sector.
04:07
What is the status of this?
04:09
Yes, ma'am.
04:10
Now, there is a ruling, ma'am,
04:11
proving that even though it is pending,
04:14
the MACWI Bill,
04:17
WE Act,
04:18
but on the 19th of March,
04:21
we had a meeting
04:24
with the House Speaker, Mr. Romaldes,
04:26
so that this would be passed
04:30
for the rights of the informal workers
04:35
and the other workers
04:37
who do not have social protection.
04:39
So, this is the Magna Carta of Workers in the Informal Economy.
04:43
This is a big thing
04:44
if this is passed into law
04:46
for the workers in the informal sector.
04:48
Now, ma'am,
04:49
talking about convergence,
04:51
or the cooperation of various government agencies,
04:54
which government agencies
04:57
can provide programs
04:59
for the welfare of our informal workers?
05:02
Actually, our government has all convergence programs.
05:06
There is an anti-poverty program.
05:09
We, as partners of DOLE,
05:14
we help each other.
05:17
They are the ones who give us help.
05:21
But, ma'am, that is just one agency.
05:23
It is not enough for all of us.
05:27
So, now, we are asking
05:29
for more agencies to help us
05:33
so that they can really see
05:37
and we can be included
05:38
in the convergence program of the government
05:41
of the workers in the informal sector
05:44
because we are a part of what they are doing.
05:47
What other agencies, ma'am,
05:49
can join your convergence efforts
05:52
for the workers in the informal economy?
05:53
What we said, ma'am,
05:55
number one is the CPD
05:57
because they are in the population.
05:59
Maybe they can help in the ranks.
06:01
The PSA itself
06:03
that they should do their duty
06:07
so that we can be included.
06:09
The DTI for their programs
06:13
for their livelihood.
06:15
And DA, they can help us
06:19
because we have groups of small farmers.
06:23
All right.
06:23
Well, in terms of efforts of the government agencies
06:27
and the efforts of NAPC,
06:29
what are the successes
06:31
that helped the workers in the informal sector?
06:35
Actually, there were a few successes.
06:38
Just a few.
06:39
We started with Dolly and NAPC
06:45
and we, the workers in the informal sector,
06:49
we were looking for data
06:51
so that we can help
06:52
because even if it's just in the starting,
06:55
we will really have a role.
06:58
That's why we started that.
07:01
So, I hope that we can continue to do that.
07:04
The PSA is happy
07:07
that we can continue to do what we are doing.
07:12
When it comes to formalizing
07:14
the workers in the informal sector,
07:17
do we have a particular local government unit
07:21
that has already made efforts
07:23
that other LGUs can also monitor?
07:25
Yes, of course, ma'am, we have.
07:28
Because if we can't pass the MACWI
07:32
to the Senate and Congress immediately,
07:37
Khezon City started.
07:39
They started to study,
07:42
to have an ordinance
07:44
for the informal sector.
07:46
So, they are building
07:50
offices for the informal sector.
07:55
So, it's good that if not in the national level,
07:59
we will localize to replicate
08:03
what all LGUs are doing
08:06
and what Khezon City started.
08:10
Because you also said that some requirements are difficult,
08:14
that's why it's hard to formalize
08:16
some of us in the informal sector.
08:19
How can we educate and help
08:22
these workers
08:24
so that they can gradually be formalized?
08:26
Actually, ma'am, they don't want to formalize.
08:31
Why?
08:32
Because they want us to formalize ourselves.
08:38
That's why, ma'am, it's hard to do.
08:41
It's easy to say, but it's hard to do.
08:44
Why?
08:45
Because these requirements
08:50
are the same as the requirements of the big companies.
08:55
But what we said in the informal sector,
08:59
we hope that there is a level
09:02
of our requirements.
09:05
That's why now, there is a new initiative
09:09
by Honorable Romaldez Marcos
09:14
for the so-called
09:16
Barangay Micro Enterprise
09:20
for the workers in the informal sector
09:23
that will only use the permit
09:27
from the barangay level.
09:29
It's easier for them.
09:31
I hope that will be passed again.
09:33
Lastly, S. Rosalia,
09:36
why should the efforts of the government
09:39
and the workers in the informal sector be prioritized?
09:44
Ma'am, they should prioritize. Why?
09:49
If all the workers in the informal sector
09:52
contribute only annually,
09:57
only P500,
09:59
how many percent will we get from our countrymen?
10:06
That's a lot of money that we will receive.
10:10
I hope our governments will see that.
10:13
But, because their view of us is still dark,
10:19
because they think that we are just hurting the society.
10:24
But in reality, we are their body
10:29
on the ground to advocate
10:33
that they want to know and formalize the informal sector
10:41
because they want to access what our government is giving.
10:47
Well, our workers in the informal sector really deserve it.
10:50
These are also assistance from the government.
10:51
And of course, we hope that the situation of the workers in the informal sector will improve
10:58
and that will also help to reduce the number of poverty in our country.
11:01
Ms. Sally, thank you very much for your time this morning.
11:04
Welcome, Ms. Diane.
11:06
And happy Women's Month again.
11:08
Yes, the same to you.
11:09
We also salute your leadership in NAPCI
11:12
as a female leader and sectoral representative of the National Anti-Poverty Commission.
11:16
And of course, join me
11:18
and let's act together against poverty.
