In 2025, in Season 2 of the Action Against Poverty by the National Anti-Poverty Commission,
00:05
we will be with you every Tuesday and Thursday on Rise and Shine Philippines,
00:09
the various agencies and local governments
00:12
to discuss the government's interventions in fighting poverty.
00:16
With the leadership of NAPCI and PTV,
00:19
let's learn together about the actions against poverty.
00:30
In our new season, we will focus on convergence,
00:34
the collaboration of programs and stakeholders
00:37
in the continuous development of communities and communities.
00:40
And we will also talk this morning with Sir Nazario Vreguera,
00:45
the Information and Fisheries Coordination Unit Chief
00:47
of the Bureau of Fisheries and Aquatic Resources
00:50
to discuss how the government's agencies and partners
00:54
for the development of the sector are going to converge.
00:56
Sir Nazer, good morning and welcome to Action Against Poverty.
00:59
Yes, good morning, Dian.
01:01
A peaceful morning for the poor for our viewers here in our program.
01:09
Alright, so let's focus now on the sector of fishermen.
01:13
Well, they are really a big help when it comes to food security.
01:17
But then again, the sad news is that
01:19
they are still one of the poorest in this sector.
01:22
What is the reason for this, Sir Nazer?
01:24
And what are the interventions that the government is doing,
01:26
particularly BFAR?
01:28
Yes, that's right, Dian, what you said,
01:30
that despite the fact that our fishermen are a big help
01:35
when it comes to food security.
01:37
But on the other hand, it is a fact that
01:40
the incidence of poverty in the sector of fishermen is still high.
01:43
One of the reasons why there is still an incidence
01:46
of poverty in the sector of fishermen
01:50
is primarily, one of the reasons is the illegal
01:54
and harmful nature of fishing.
01:57
Because if illegal, unreported, and unregulated fishing continues,
02:02
our production will decline,
02:05
our environment will be destroyed,
02:07
and this will result in the decrease in the number of fishermen.
02:11
And of course, if their numbers decrease,
02:13
this will really result in poverty.
02:16
And then, of course, one of the reasons
02:19
why there is still an incidence of poverty
02:22
is what we call,
02:23
they do not get the real value of their produce
02:27
due to post-harvest losses.
02:29
And these are the issues that should be addressed
02:32
and are being addressed by the government,
02:34
especially in illegal, unreported, and unregulated fishing.
02:37
This is where the policy side comes in
02:40
when it comes to the national government through the DAB FAR.
02:43
We are assisting the police,
02:45
for example, the Hulbot-Hulbot,
02:47
this is a type of illegal method of fishing
02:51
that was not prohibited before,
02:52
but with the effort of the government,
02:56
it is now prohibited,
02:57
the Danish Seine, the Hulbot-Hulbot,
03:00
and this is just one example of what we are doing.
03:04
And of course, we need also to resort to technology
03:07
when it comes to addressing illegal fishing.
03:09
We are now calling it IFIT,
03:11
the IOU Fishing Index and Threat Assessment Tool.
03:15
This means that we consider it more scientific
03:19
to assess the local governments
03:22
who are really vulnerable to IOU fishing,
03:25
and how it will be addressed by the government.
03:27
Okay, what's the role of the local government unit
03:30
when it comes to the interventions that you mentioned, sir?
03:33
Yes, that's a very good question.
03:35
First of all, the local government unit is the frontliner
03:38
when it comes to addressing the issue of illegal and unreported fishing.
03:42
We should remember that the municipal waters,
03:46
according to the local government code,
03:49
should really be managed by the local government.
03:51
So, what is the role?
03:53
The local government unit should have strong policies.
03:59
They should have ordinances
04:00
on how to address illegal, unreported, and unregulated fishing.
04:06
And the efforts of the local government units
04:08
are being supported by the national government.
04:11
We are helping the local government units
04:14
to strengthen their capacity
04:17
to fight against illegal, unreported, and unregulated fishing.
04:20
Sir, are there any examples of illegal fishing
04:24
that really hurts the minds of our fishermen
04:27
so that they will be able to raise their wages?
04:29
So, what are the penalties and punishments?
04:31
And are there any examples
04:33
so that they will be afraid to do this illegal activity?
04:36
Well, there are a lot.
04:38
Our apprehension level has already increased.
04:42
It means that more people have been arrested,
04:45
more people have been proven guilty,
04:49
and there have been penalties.
04:52
The good thing now, Dian,
04:53
is that our apprehension effort is faster,
04:56
the litigation process against illegal, unreported, and unregulated fishing.
05:02
Because with the Republic Act 654,
05:04
this is our law now, the Fishing Law of the Philippines,
05:08
we have what we call an adjudication board.
05:11
This is a quasi-judicial body under the DEB FAR
05:16
that is the one that is handling it faster.
05:19
When it comes to the administrative side
05:21
or administrative penalties of our fishermen
05:25
under the Fishing Law of the Philippines,
05:28
compared to before,
05:29
we can say that the apprehension process is not that fast
05:33
in resolving cases of illegal, unreported, and unregulated fishing.
05:38
But with this adjudication board committee
05:41
that is in charge of the litigation
05:45
of the fishermen in the Fishing Law of the Philippines
05:48
on the administrative side,
05:50
we were able to speed up our apprehension efforts.
05:52
Okay. When it comes to increasing the income of our fishermen,
05:55
how can we help them
05:57
to increase their production
05:59
and ensure that their harvest
06:01
can be sent to their families
06:04
and they will earn from their work, sir?
06:07
Yes. The efforts of the DEB FAR are holistic
06:11
so that we can address the so-called low income
06:16
of our fishermen.
06:18
First of all, as we mentioned earlier,
06:23
most of our fishing grounds
06:26
that is being supported by science
06:29
are showing signs of overfishing.
06:32
And we need to do something about it.
06:34
And one of the ways that we are doing it
06:38
is the alternative
06:39
that our fishermen can get.
06:42
Where will we bring them?
06:43
This is where aquaculture comes in.
06:46
The government is now adding
06:48
our mariculture parks through DEFAR.
06:51
So it means that these are fishing grounds in the sea.
06:55
So for the time being,
06:58
we are giving them a way
07:01
to avoid capture fishing
07:03
and they are here in aquaculture.
07:06
So that's why we're really pushing
07:08
for the increase of mariculture parks.
07:12
Our fish cages in our seas.
07:15
Second, on the marketing side,
07:18
as you said earlier,
07:20
how can we help them
07:21
to really get the importance of their production?
07:25
So that's where post-harvest comes in.
07:28
So DEFAR is working with
07:31
the Philippine Fisheries Development Authority
07:33
so that we can add more fish ports
07:36
so that we can add more ice plants
07:38
because ice is very important
07:40
in maintaining the freshness of the fish
07:43
and ice is very important
07:45
so that the actual importance
07:48
of catching our fish is not lost.
07:50
Because if you know the fish,
07:52
if it's not fresh anymore,
07:55
it will go bad.
07:57
So post-harvest intervention is needed there.
08:00
And maybe another primary consideration
08:04
so that we can earn more
08:06
our fishermen,
08:07
is the market linkage.
08:09
We need to directly link them to the market
08:12
so that the middlemen are gone.
08:14
For example, if I earn Php 100,
08:19
I'm directly linked to the market.
08:21
But because there are middlemen,
08:24
maybe I'll only earn Php 50
08:26
for a kilo of fish, for example.
08:28
So what will the government do?
08:30
And what the government is doing there
08:32
is the direct market linkage.
08:33
That's why we have Kadiwa ng Pangulo.
08:35
This is a very important program
08:37
because here in Kadiwa ng Pangulo,
08:40
we will directly link our farmers
08:43
and fisherfolks to the market.
08:44
So in such a way that the middlemen are gone.
08:46
So the total income of our farmers and fishermen.
08:51
They get the real value of their harvest.
08:53
Alright, one last time, Sir Nazer.
08:54
Let's talk about convergence.
08:55
Who are the other agencies
08:57
and other sectors that can help you
09:00
so that we can increase the harvest of our fishermen, Sir?
09:03
Convergence.
09:04
What you said is very important, right?
09:05
The convergence of government agencies.
09:08
Because every government agency
09:10
has distinct mandates
09:12
that if we are really serious,
09:15
it can help to improve the livelihood of our fishermen.
09:19
For example, when we talk about the value
09:21
of the produce of our fishermen,
09:23
there needs to be a value-adding
09:25
in the produce of our farmers and fisherfolks.
09:27
That's where the DTI comes in, right?
09:29
So the improvement of the quality of the product
09:32
of our fishermen.
09:35
Fish processing.
09:36
That's where the branding comes in.
09:39
That's where the DTI comes in.
09:40
And of course, there's also the DSWD.
09:44
When it comes to the frontline services,
09:47
social services for our fishermen.
09:50
And then there are many other agencies
09:52
that can help.
09:53
Like the Cooperative Development Authority of the Philippines, the CDA.
09:57
It's also DOST, right?
09:58
DOST, yes.
09:59
There are many government agencies that can help.
10:02
As a result, I learned a lot from this conversation.
10:05
There are still efforts
10:07
to improve the livelihood of our fishermen.
10:09
Thank you very much, Sir Nazer,
10:11
for giving us your time
10:13
in our program on Action Against Poverty
10:15
and in the distribution of anti-poverty efforts by BFAR.
10:18
It's still fun to talk to different agencies.
10:21
To Mr. Nazario Briguera, thank you, Sir Nazer.
10:23
And to our viewers,
10:25
we are happy to thank you for your support.
10:27
We invite you again to tune in to our program
10:30
on Wednesday.
10:31
And again, let's join together
10:33
in Action Against Poverty!
