00:55relations and negotiating an end to Moscow's war in Ukraine.

01:01The meeting took place at the Deriya Palace in Riyadh, with delegations led by U.S. Secretary

01:06of State Marco Rubio and Russian Foreign Minister Sergei Lavrov.

01:12Following their discussion, Rubio said the U.S. will appoint a high-level team to conduct

01:17peace negotiations, adding that Europe would be a part of future talks.

01:22A high-level team, including those who are experts on these topics on the technical side,

01:27to begin to engage with their side on parameters of what an end to this conflict would look

01:32like. And on that front, obviously, there's going to be engagement and consultation with

01:36Ukraine, with our partners in Europe and others. But ultimately, the Russian side will be indispensable

01:41to this effort.

01:43It's the first in-person discussion between senior officials from both countries and is

01:48expected to pave the way for a meeting between U.S. President Donald Trump and Russian President

01:53Vladimir Putin, although no date has yet been set.

01:58Ukrainian officials were not present at the talks, and President Volodymyr Zelensky has

02:03said his country will not accept any outcome if Kiev is not included.

02:10But Ukrainian defense official Yuri Sak remains optimistic Ukraine will eventually be invited

02:16to the negotiating table.

02:18Nothing can happen without our consent. So rest assured, and I think this is the position

02:23that has been reaffirmed by the United States directly, that Ukraine will be a party of

02:29these negotiations.

02:31The talks in Riyadh come amid Trump's decision to reverse U.S. policy on isolating Russia

02:37and follow his phone call with Putin last Wednesday, in which he declared that both

02:42had agreed to start negotiations immediately.

02:52Europe's leaders remain divided on the prospect of sending peacekeeping troops to Ukraine

02:57in the event of a peace deal with Russia. Some of them met for emergency talks in Paris

03:03after seemingly being excluded from the negotiations between the U.S., Russia and Ukraine.

03:09UK Prime Minister Keir Starmer said he's ready to consider sending British troops.

05:13A shooting incident occurred late on Monday evening near the Saint-Gudion metro station

05:17in Anderlecht, according to the Brussels Public Prosecutor's Office. At 10.25 p.m., police

05:22were alerted to a gunshot wound in the area of Plain-Saint-Gudon. Upon arrival, officers

05:27found the victim with a leg injury. She was conscious and her situation was not life-threatening.

05:32Preliminary investigations revealed that a single bullet was fired by a suspect riding

05:36an electric scooter who targeted the victim before fleeing the scene. The victim managed

05:40to seek refuge quickly, emergency services treated her injuries and she has since been

05:44questioned as a part of the inquiry.

06:03Several witnesses have been identified and both ballistics experts and forensic police

06:07are now examining the scene. Despite these efforts, the motive behind the attack remains

06:12unclear. The suspect remains at large. This latest incident adds to concerns over rising

06:16violence in Brussels, prompting calls for increased security measures.

06:24Homeless people in Belgium are being forced to draw lots for spaces in night shelters

06:29amid a critical shortage of available beds. At a refuge in Verviers, additional beds have

06:36been provided under the city's extreme cold plan, but they remain insufficient to accommodate

06:41the growing number of homeless on the streets.

06:56In December, 45 people were turned away from the shelter and in January, the figure rose

07:01to more than 60.

07:11The homelessness crisis in the Belgian capital Brussels is well documented, but national

07:17statistics often overlook rough sleepers in smaller towns. According to the King Baudouin

07:22Foundation, roughly one in six people who sleep on the streets reside in municipalities

07:28with fewer than 50,000 inhabitants.
