00:00In the middle of the campaign of the Commission on Elections against the sale of votes,

00:05a resolution was issued by the poll body for the implementation of a warrantless arrest

00:10when there is an actual involvement in vote buying and selling.

00:13This is what Louisa Eris reported.

00:17There is no doubt in the hands of the law,

00:19those who will be caught involved in vote buying or buying votes on the day of the election.

00:24This is in accordance with the resolution of the Commission on Elections

00:28that anyone who buys or sells votes will be arrested immediately.

00:33This also includes those who abuse the government's funds.

00:37In the resolution No. 11104 issued by the Commission,

00:41it was explained that even if there is no warrant,

00:44as long as they are caught in the act of buying votes,

00:47the police can immediately arrest them and bring them to the precinct.

00:51The police will also confiscate the money that is possibly used in vote buying,

00:56including sample ballots, campaign materials,

00:59or any other amount given to them to use if the case is filed directly to the court.

01:06The Comelec implemented the same resolution in the Barangay and SK Elections in 2023

01:12and it will be implemented again in the midterm elections.

01:16Meanwhile, the same resolution also includes the provision that there will be an aid ban

01:23for 10 days before the vote on May 12.

01:26The mentioned programs that will distribute the aid will be implemented by DOLE, ACAP, AICS, and 4Ps of the DSWD.

01:34Any candidate or even the spouse and relative of the candidate

01:39who will be distributed within May 2 to May 12 will be released to the court for vote buying.

01:44All kinds of aid will be banned for 10 days before the election.

01:48Currently, only AICS is allowed for 10 days before the election.

01:54However, the committee led by Commissioner Ernesto Ferdinand Maceda

01:59is pushing for all kinds of aid to be banned.

02:02The Comelec also reminded of the existing spending ban on March 28,

02:07even though the government's aid programs have been exempted

02:11and if it will be abused by any candidate, they can still return the exemption.

02:16There is no exemption from May 2 to May 12 because of the aid ban.

02:21As for ACAP, they are still waiting for the guidelines of the program from the DSWD to exempt it.

02:29We can approve the distribution of ACAP during the campaign period of 45 days before the election,

02:36but that is conditional.

02:38If we do not submit the requirement that we are asking for,

02:42its implementation will not be effective.
