00:00This year's budget, presented by the Finance Minister,

00:06Srimati Nirmala Sitharaman, is a balanced budget.

00:12It reflects the spirit of federalism in the country.

00:17This is a budget which is an action plan for achieving

00:25the loadable goal of Vixit Bharat, laid down by the Honorable Prime Minister of India,

00:33Sri Narendra Modi.

00:36One speciality of this budget is, here the government of India tries to remain as a facilitator,

00:48empowering the states to be the providers.

00:52These schemes that are implemented here, announced in the budget, lead to the spurt of developmental

00:59activities in the states.

01:03Then this budget has got a national outlook in it and a vision, which is very, very loadable

01:13in the sense.

01:16Here, this is not a budget for the North, or the South, or the East, or the West.

01:25This budget is for the whole of India, and the soul of India is reflected in it.

01:33This is a budget with a human face.

01:35It addresses the older sectors of the economy, the primary sector, the secondary sector,

01:42the tertiary sector.

01:44Added to that, the feelings and requirements, or if I may say the felt needs, of each major

01:52section of the community, of the society, have been addressed.

01:57Women, senior citizens, youth, vulnerable sections of society, the schedule cars and

02:05schedule trips, all aspects of national life have been covered in this.

02:13This is a budget in which a lot of thought has gone into it.

02:19National consensus is reflected in this.

02:23The second part of your question, how does it benefit Bengal?

02:29This is a budget from which Bengal can reap a lot of benefits.

02:35For instance, the 1.5 lakh crores which are set apart to provide interest-free loan to

02:45the state governments can lead to major infrastructural development in West Bengal.

02:52Similarly, in other areas, education, health care.

02:58If Bengal tries to take advantage of the announcements made in the budget, Bengal can

03:05transform itself into a health care hub and an educational hub.

03:10And also the other aspects which are given there, which touch the heart of the millions,

03:20suffering millions.

03:22See, for instance, the Mission Compassion, which forms the basis of this budget, has

03:30given a lot of consideration for the cancer patients.

03:37See they said the field units are going to be set up to help them.

03:43And reduction of women, abolition of customs duty for life-saving drugs.

03:49This is a budget which has a vision behind it.

03:53That vision is that of Atmanarpar Bharat leading to the concept of Viksit Bharat.

04:00I think this is an excellent budget which has considered the needs of the hour.

04:07That is the major highlight of this budget.

04:10This is applicable to the entire India.

04:12That's why I did not say it in connection with Bengal.

04:15Middle class.

04:17The middle class has been given a lot of facilities, a lot of support in this budget.

04:23Up to twelve lakh income tax exemption means a lot for the Bengali father-in-law, for the

04:29middle class all over India.

04:31See it may lead to reduction in revenue for the government, but it will accelerate the

04:38economic development activities.

04:40Cash on hand is increasing in the hands of the common man.

04:45This is a very master stroke I would say.

04:49Sacrificing central revenues for some time to accelerate the whole development, economic

04:55development of the whole nation.

04:58That is certainly a master stroke.

05:00That's a constitutional mandate.

05:04I will certainly go by the constitution.

05:07This is a matter that has come in for the consideration of the Honorable High Court

05:12of Calcutta.

05:14They have gone to the verdict.

05:15That's the end of it.
