00:0449.3. It allows governments who do not have a majority to pass bills bypassing Parliament.

00:12When previous Prime Minister Michel Barnier used it to pass the 2025 budget,

00:17the government faced a no-confidence vote and collapsed.

00:22On Sunday, sitting Prime Minister François Bayrou said he plans to bypass Parliament again.

00:29Several opposition parties, France Unbowed, the Communists and Greens,

00:33say they will vote to bring down the government this week.

00:38Its fate is in the hands of the far-right National Rally Party and the centre-left Socialists.

00:45Former Socialist Prime Minister Lionel Jospin urged his party to leave the government in place.

00:52I call on the Socialists and all of the left to not support the motion of no confidence.

00:59Voting for that today would not be responsible.

01:04National Rally MPs say the decision has yet to be made.

01:09The group will decide on Monday with Marine Le Pen and Jordan Bardella.

01:13A dilemma for those parties who are opposed to the government,

01:17but who may have to save it again to preserve stability.
