00:00Bismillahir Rahmanir Rahim. My dear colleagues, media fraternity and all senior leadership of Jammu & Kashmir Employees Coordination Committee.

00:10As you know, on 4th January, we held a press conference in this press club.

00:19We announced a program on 17th January.

00:23In this program, we called all the members, delegates and volunteers from all departments of Jammu & Kashmir.

00:35We called them for a mega protest demonstration from Srinagar, Sher-e-Kashmir Park.

00:43We mobilized that program very well.

00:48It was a very good response.

00:50In an estimate, around 7000 volunteers were ready to hit the streets of the city centre.

00:58We needed to understand this sensitivity and this sensitive issue.

01:06The government understood this issue.

01:10We had a program today.

01:13At 10 o'clock last night, I met the top officials of the government.

01:18Divisional Commissioner Varti, Divisional Commissioner Kashmir, District Magistrate Srinagar and SSP Srinagar.

01:29They explained the sensitivity of this protest to the government.

01:35The government gave a mandate to Divisional Commissioner Varti, District Magistrate Srinagar and SSP Srinagar.

01:47At 10 o'clock last night, I was informed that the government of Jammu & Kashmir wants to talk to you.

01:57They want to take your issues on priority.

05:57We have a vulnerable LG and we have a vulnerable CM.

06:01But there is one common power centre.

06:04That is the worthy chief secretary.

06:05That is common to both.

06:07Whether it is the elected government or the honourable LG side.

06:11The worthy chief secretary is the common power centre of the government.

06:15Because the government plays an important role in policy decisions.

06:20He is an important representative of the government.

06:22When he has called us here...

06:26We are confident that there will be no outcome.

06:32We don't say that we have given 50 or 10 demands to the government.

06:36That the government will solve 10 problems in a month.

06:39But there are some things that the government can do within a month.

06:42Within 15 days or within 10 days.

06:45We will focus on those as well.

06:46Medical students protested.

06:49As you said, there was a protest in a specific zone.

06:52Do you believe that your next move will be the same?

06:56Will you hit a security zone where you protested?

07:00No, we have never wanted our Jammu and Kashmir state to be peaceful.

07:12There are 450,000 employees.

07:13If 10,000 employees had gathered here today, you would have seen the situation.

07:17I am happy that our WDK, DC Srinagar and SSP Srinagar got to know about the sensitivity.

07:28And they mediated this to the government.

07:31This is a good thing.

07:32That is why the government should understand this before coming to these things.

07:36As I told you earlier, we detailed our issues and demands in the first press conference.

07:44The first demand is that all the employees have a common demand.

07:51Common demand?

07:53Common demand.

07:54Common demand is D.A., H.R.A., Medical Reimbursement, G.P. Fund.

07:58It is our money.

07:59It is our increment.

08:00The government should provide an answer to this demand.

08:03Or there should be a solution to this problem.

08:05The second thing is that our CPWs work in schools.

08:10They are called Contingent Paid Workers.

08:12They work for free.

08:16When the school buildings were burnt in 2016, the CPWs filed an FIR.

08:25At that time, no H.R.A. or principal filed an FIR.

08:28The government held the CPWs accountable.

08:31But when it came to their rights, they did not talk about it.

08:35They do not have any wages.

08:36In the morning, they open the gate of the school.

08:38They do the cleaning.

08:39In the evening, they close the gate.

08:41But the irony is that not a single penny is paid to them.

08:44We are hopeful that this issue will be solved.

08:46The second thing is that the government of India launched a scheme.

08:50In the scheme, they started elementary education in the National Education Policy.

08:53In that scheme, a lot of female workers were employed in schools.

08:57They were called helpers.

08:59There were thousands of them.

09:00As soon as the month of March came, they were told that they had to run from Delhi to Jammu last year.

09:05So they had to rectify it.

09:07They were told to sit at home.

09:09They were given a month's break.

09:11When they were appointed in the government sector,

09:14I will repeat this in Kashmiri.

09:24this is not a good humiliation.

09:26We do not want them to be called disengaged.

09:30We want them to be told to continue what they were doing last year.

09:34Because they are all orphans, widows, and divorced.

09:37The third thing is that our horticulture has a PAYE anomaly file.

09:45We have a fisheries organization.

09:52Similarly, our employees are in agriculture.

09:55Our vocational trainers work.

09:57We have a long list of social forestry issues.

10:01Teachers also have a lot of issues.

10:04As I said earlier, we have kept 15 days.

10:09We have categorized the demands in the chart.

10:13Some demands need 15 days or a month.

10:17Some demands may take 3-4 months.

10:21We will not show our selfishness.

10:24We will not tell the government what to do.

10:28We will categorize the demands and answer them.

10:32If the demands are met immediately, we will give the government a briefing time.

10:37If the demands are not met within 15 days or a month,

10:40then we are forced to resume our program after 15 days.
