Bismillahir Rahmanir Rahim. My dear colleagues, media fraternity and all senior leadership of Jammu & Kashmir Employees Coordination Committee.
00:10
As you know, on 4th January, we held a press conference in this press club.
00:19
We announced a program on 17th January.
00:23
In this program, we called all the members, delegates and volunteers from all departments of Jammu & Kashmir.
00:35
We called them for a mega protest demonstration from Srinagar, Sher-e-Kashmir Park.
00:43
We mobilized that program very well.
00:48
It was a very good response.
00:50
In an estimate, around 7000 volunteers were ready to hit the streets of the city centre.
00:58
We needed to understand this sensitivity and this sensitive issue.
01:06
The government understood this issue.
01:10
We had a program today.
01:13
At 10 o'clock last night, I met the top officials of the government.
01:18
Divisional Commissioner Varti, Divisional Commissioner Kashmir, District Magistrate Srinagar and SSP Srinagar.
01:26
They did a good mediation in this.
01:29
They explained the sensitivity of this protest to the government.
01:35
The government gave a mandate to Divisional Commissioner Varti, District Magistrate Srinagar and SSP Srinagar.
01:45
They contacted us.
01:47
At 10 o'clock last night, I was informed that the government of Jammu & Kashmir wants to talk to you.
01:55
They want to talk to you on the table.
01:57
They want to take your issues on priority.
02:00
They want to talk to you about the issues that need to be solved as soon as possible.
02:07
They want to talk to you about the issues that the government should consider.
02:12
Keeping this in mind, the government gave a positive response.
02:19
The government took a step forward.
02:21
I spoke to my cadre.
02:24
We decided that today's program...
02:27
There were hundreds of vehicles parked here.
02:31
From Kuffara to Kulgam, from Gandharbal to Badgam.
02:35
People from all the districts were here.
02:37
We had a very good preparation.
02:39
But the government gave a positive response.
02:41
The government took a step forward.
02:43
We took two steps forward.
02:44
We decided that we will not cancel our program.
02:47
In fact, we have deferred our program for 15 days.
02:51
In this regard, the entire administration of the Kashmir Division called me.
02:57
They said that on Monday, the Chief Secretary of Jammu & Kashmir has called you.
03:03
The government is ready to talk to you.
03:06
You can solve your issues as you wish.
03:09
And it will be solved on a priority basis.
03:11
That's why we showed a positive approach and gave the government 15 days.
03:16
In these 15 days, we will be close to the government.
03:19
We will talk to the government.
03:21
If we get a positive response in these 15 days, we will bring it to you again.
03:27
You will get to know that from the government.
03:29
If we don't get a positive response in 15 days, we will bring it to you.
03:33
But now we feel that the government has taken a step forward.
03:37
The positive response I received yesterday evening at 10 pm...
03:41
I am satisfied with the entire administration.
03:44
You know about our issues.
03:46
I told you in the last press conference.
03:48
We have a lot of issues.
03:50
We have given a memorandum to the administration.
03:53
Now we will talk to them again.
03:56
We will talk about what they have invited us to talk about.
04:00
And secondly, I want to add an important point here.
04:03
Look, there is a democratic setup in democracy.
04:07
Everyone has a constitutional right to a peaceful protest.
04:11
If our honourable member parliament...
04:15
If Mr. Ruvala is in a highly sensitive security zone...
04:22
He gathers a crowd and protests in a highly sensitive area outside the CM residence.
04:32
There is no problem in that.
04:35
So there should not be a problem in our protests either.
04:37
Because we are a part of the government.
04:39
We are the part of the government.
04:41
We are the government actually.
04:42
We are running the government actually.
04:44
Therefore, the government should not have any kind of hesitation...
04:47
For our protests, for our programs.
04:49
Because we are a part of the government.
04:51
Governments change.
04:53
Officers change.
04:55
Politicians, political governments change.
04:57
But this employee stays in his department for 30-25 years.
05:05
Therefore, our request to the government is...
05:10
Consider us as your own.
05:12
Consider us as your own.
05:13
When there is no problem in gathering a crowd outside the CM residence...
05:20
When the honourable MP is given permission...
05:23
When there is no security issue...
05:26
Then we should not stay either.
05:27
Because these employees have sacrificed for this nation.
05:32
These employees have sacrificed for this country.
05:34
This system is run by these employees.
05:37
From the ground to the top.
05:39
We will continue to be a part of the administration.
05:41
But if our rights are violated...
05:43
We will not sit quietly for that.
05:45
We are ready to face any kind of punishment from the government.
05:50
But we will not tolerate any kind of response from the government.
05:54
Let me make one thing clear to you.
05:57
We have a vulnerable LG and we have a vulnerable CM.
06:01
But there is one common power centre.
06:04
That is the worthy chief secretary.
06:05
That is common to both.
06:07
Whether it is the elected government or the honourable LG side.
06:11
The worthy chief secretary is the common power centre of the government.
06:15
Because the government plays an important role in policy decisions.
06:20
He is an important representative of the government.
06:22
When he has called us here...
06:26
We are confident that there will be no outcome.
06:32
We don't say that we have given 50 or 10 demands to the government.
06:36
That the government will solve 10 problems in a month.
06:39
But there are some things that the government can do within a month.
06:42
Within 15 days or within 10 days.
06:45
We will focus on those as well.
06:46
Medical students protested.
06:48
Mr. Rula stayed ahead.
06:49
As you said, there was a protest in a specific zone.
06:52
Do you believe that your next move will be the same?
06:56
Will you hit a security zone where you protested?
07:00
No, we have never wanted our Jammu and Kashmir state to be peaceful.
07:04
We have always wanted Jammu and Kashmir state to be peaceful.
07:07
We have never wanted unnecessary confrontation.
07:11
Employees come on the roads.
07:12
There are 450,000 employees.
07:13
If 10,000 employees had gathered here today, you would have seen the situation.
07:17
I am happy that our WDK, DC Srinagar and SSP Srinagar got to know about the sensitivity.
07:28
And they mediated this to the government.
07:31
This is a good thing.
07:32
That is why the government should understand this before coming to these things.
07:36
As I told you earlier, we detailed our issues and demands in the first press conference.
07:44
The first demand is that all the employees have a common demand.
07:51
Common demand?
07:53
Common demand.
07:54
Common demand is D.A., H.R.A., Medical Reimbursement, G.P. Fund.
07:58
It is our money.
07:59
It is our increment.
08:00
The government should provide an answer to this demand.
08:03
Or there should be a solution to this problem.
08:05
The second thing is that our CPWs work in schools.
08:10
They are called Contingent Paid Workers.
08:12
They work for free.
08:16
When the school buildings were burnt in 2016, the CPWs filed an FIR.
08:25
At that time, no H.R.A. or principal filed an FIR.
08:28
The government held the CPWs accountable.
08:31
But when it came to their rights, they did not talk about it.
08:35
They do not have any wages.
08:36
In the morning, they open the gate of the school.
08:38
They do the cleaning.
08:39
In the evening, they close the gate.
08:41
But the irony is that not a single penny is paid to them.
08:44
We are hopeful that this issue will be solved.
08:46
The second thing is that the government of India launched a scheme.
08:50
In the scheme, they started elementary education in the National Education Policy.
08:53
In that scheme, a lot of female workers were employed in schools.
08:57
They were called helpers.
08:59
There were thousands of them.
09:00
As soon as the month of March came, they were told that they had to run from Delhi to Jammu last year.
09:05
So they had to rectify it.
09:07
They were told to sit at home.
09:09
They were given a month's break.
09:11
When they were appointed in the government sector,
09:14
I will repeat this in Kashmiri.
09:21
When they were told that they were fired,
09:24
this is not a good humiliation.
09:26
We do not want them to be called disengaged.
09:30
We want them to be told to continue what they were doing last year.
09:34
Because they are all orphans, widows, and divorced.
09:37
The third thing is that our horticulture has a PAYE anomaly file.
09:41
If the guest employees did it, why did they keep the non-guest employees?
09:45
We have a fisheries organization.
09:47
If the guest employees did it, what is the fault of the non-guest employees?
09:52
Similarly, our employees are in agriculture.
09:55
Our vocational trainers work.
09:57
We have a long list of social forestry issues.
10:01
Teachers also have a lot of issues.
10:04
As I said earlier, we have kept 15 days.
10:09
We have categorized the demands in the chart.
10:13
Some demands need 15 days or a month.
10:17
Some demands may take 3-4 months.
10:21
We will not show our selfishness.
10:24
We will not tell the government what to do.
10:28
We will categorize the demands and answer them.
10:32
If the demands are met immediately, we will give the government a briefing time.
10:37
If the demands are not met within 15 days or a month,
10:40
then we are forced to resume our program after 15 days.
