00:07Why do we live in this state, in this red tape nightmare, the other times of the year

00:13when we're not on fire?

00:15Bill Maher on TMZ Live, he was talking about the wildfires and rebuilding.

00:20Fortunately, Bill's home is okay, so he doesn't have to rebuild.

00:24But he has dealt with the building process in LA.

00:27He was trying to build a solar panel and construct a shed in his backyard.

00:31Took him way over a year to get the permits to build a shed in his own property.

00:37You may not cry for Bill, but what about the people trying to rebuild the homes they just

00:41lost?

00:42They're stupid rules, and there's like five different departments you have to go through

00:45to build anything.

00:46It takes two years to get permits, a year and a half to build.

00:51But now the governor and mayor are saying they're going to make it easier for the fire

00:54victims.

00:55Newsom, Bass, they're all saying, we're going to cut red tape.

01:00As if they're doing us a favor.

01:01My question is, well, if you can do it now, why don't you always do it?

01:05It's a good point.

01:06And even without the red tape, how much faster will it be?

01:09We are going to have, what, 20,000 new homes being built at once.

01:13It's going to be slower than ever before.

01:16It's going to be slow to the max.

01:18And speaking of max.
