00:16A prime example of this is the latest UGC revolutions which threaten the autonomy of state universities.

00:28State universities function according to acts formulated by elected legislative assemblies

00:34and the creation of such regulations undermines this autonomy.

00:40The union government and the UGC should refrain from such actions and respect the autonomy of universities

00:49and the rights of state governments in matters concerning education.

00:59We have no opposition to establishing minimum qualifications for teacher appointments for similar matters

01:07and we fully adhere to such regulations.

01:11However, the UGC overstepping its boundaries in this way is unacceptable.

01:19Most of the universities are funded by state resources with minimal central contributions.

01:27By pursuing such actions, the UGC and the union government fail to recognize that

01:34these efforts could lead to the collapse of a publicly funded higher education system

01:41that is efficient, ultimately paving the way for more private educational institutions.

01:47Already, numerous private universities operate across the country,

01:53many of which do not even adhere to UGC regulations.

01:59If these attempts continue, they will not only harm public universities

02:05but also undermine the very integrity of the UGC itself.

02:10Kerala is committed to transforming itself into a people-centric knowledge society,

02:18employing a dual strategy to achieve this goal.

02:23On one hand, the focus is on enhancing the employability of individuals

02:30by improving their skills and knowledge, with curriculum modifications made to support these objectives.

02:40This conglomerate seeks to further strengthen these efforts.

02:45On the other hand, equal emphasis is placed on knowledge of creation,

02:51with a focus on advancing research and innovation.

02:57Strong society-connected knowledge can only be built through robust research,

03:08and this area must be further developed.

03:13Therefore, this conglomerate is crucial in contributing to and reinforcing

03:20both these aspects of skill enhancement and research-driven knowledge creation.

03:27Our goal is to make quality higher education accessible to everyone,

03:34and inclusive for learners with different learning challenges and needs.

03:40Kerala's higher education sector is being transformed to meet local needs and global demands.

03:48We will welcome learners and educators who are ready to work cooperatively on local and global issues.

03:57Building a critical mass of international students and faculty for higher education,

04:06translational research and collaborative knowledge production is key in this effort.

04:12We will mobilize and motivate learners and educators to work with us

04:20for strengthening innovative teaching and learning.

04:24By attracting both national and international students,

04:28we will be promoting greater diversity in Kerala's campuses.

04:34A pre-conglomerate session on study in Kerala has already been held,

04:40and the next step is to develop a comprehensive strategy

04:44to attract students from across the globe to study in Kerala.

04:49Let me assure you that they will have access to the best courses and facilities here.

04:57Kerala is a rare landscape of education.
