Having resolved the borders, I can rest,

because we have an agreement signed

between two friendly countries.

However, the problem is India's relations with China

are different as are India's relations with Pakistan.

India's relations with Pakistan

are based on very hostile border relations

because a major part of the border is undemarcated,

not just undemarcated, it is disputed

with fundamentally different approach by each side.

With China, that was the case until end of 1998

when the two countries, in their wisdom, I would say,

and I commend them for having taken that step,

decided that, OK, let us not hold hostage

all other relations, meaning trade, economy, culture,

education, everything else.

Let us take those out into one basket

and keep the border, which is a legacy on both sides

from history and colonial mismanagement,

on the other side.

And so that's what they did.

They took the border out.

They had some rules of engagement

that there will be no shooting war or eyeball

to eyeball confrontation, which largely they have observed.

But the trade at that time was a total layover

of $100 million.

Today it's several billion dollars

and going into tens of billions of dollars.

Perhaps that was a more pragmatic approach.

And I think they are now so heavily intermeshed

with each other in the global trade and economy,

I think that perhaps they will move further along

to normalizing.

Even in the last standoff they had in the Himalayas,

there was no shooting.

No shot was fired.

Yes, some people died, but that was

more from physical confrontation than a shooting war.

So in that context, we should try and develop

good cooperation with as many neighbors as we can.

I certainly would like to have trade relations with Pakistan.

I would like to have direct relations with Pakistan.

But how do you communicate with each other directly?

You have to do it either by air or by sea,

which is longer circuitous.

The land trade, which would be the cheapest

or through the rivers, through which we were once connected,

railways and rivers, cannot happen

until relations between those two countries are normalized.

So you just mentioned that the Bangladesh and India border

has resolved the outstanding issues.

Despite that, we are watching the disappointment

We have seen the Bangladesh foreign minister

Samuel Engel, a high commissioner,

and expressed concern.

And India also said that they have the right

to fence the border for the security.

So how do you look at this?

Despite the permanent, there is no dispute

like the India-Pakistan or India-China border.

But despite that, the situation, the tension is going on.

So how do you look at this?

Well, if Indians are putting up a fence

on their side of the border and not ours,

we cannot contest that.

It is the sovereign right.

If we want, we can set up a fence on our side of the border

to counter that.

Our response is that we do not welcome

such fencing between two geographically located

neighbors, which are supposed to be friendly to each other.

These are construed as acts which

display a certain sense of suspicion or hostility.

And there, I think we should engage, activate

our diplomatic channels and links.

We have a format for border consultation

between officials of the two sides.

We should upgrade the activation of these bodies

and try and defuse it.

I am confident that both the countries

will be able to resolve all problems that are arising

or have been existing through friendly negotiations,

or negotiations at least in an atmosphere of cordiality

and mutual understanding.
