At the same time as the first month of the year, we are also celebrating Philippine Tropical Fabric Month
00:05
which is about to show the richness of our culture through local fabrics such as piña, abaca, and banana fibers.
00:14
This is an opportunity for us to get to know more about the materials made in the Philippines
00:19
and the history of our weavers and artisans.
00:22
That's why this morning, we will be joined by the Director of the Philippine Textile Research Institute
00:27
at the Department of Science and Technology, Director Julius Tejano, Jr.
00:31
Welcome back and Happy New Year!
00:32
Thank you, good morning!
00:33
Good morning to all of you.
00:34
For our fellow countrymen, Director, what is the Philippine Tropical Fabric Month
00:39
and why is it important to celebrate it?
00:42
The Philippine Tropical Fabric Month highlights our local textile innovation
00:47
because we want to have a return to the excitement of our textile industry.
00:51
And we highlight here not only the fabrics but also the materials we used
00:56
such as the natural fibers that we mentioned earlier.
00:59
So, we are raising awareness, at least among government employees,
01:03
because this is the law that we use as our uniforms.
01:07
The suit that Director Leano is wearing right now is beautiful.
01:09
Where is it made?
01:10
This green part is made from cotton bamboo which is part of our Kawai Yarn Program.
01:16
It's a bamboo textiles R&D program that we developed.
01:20
It's from the last two years and we tried to combine it with a local weave from Abra
01:25
so that it also gets a little touch of culture in it.
01:28
It's beautiful!
01:28
It's beautiful because of its color, right?
01:30
It shows the strength of the Filipino.
01:35
It still has the silhouette of the barong.
01:36
So, we want it to be mainstream because we want every government employee
01:41
to also want to wear the local weaves.
01:43
At the same time, the base fabric is our local fabric.
01:46
It doesn't need to come from other countries.
01:48
What are the benefits of using locally produced tropical fabrics
01:53
compared to imported materials?
01:54
Well, number one is the economic benefit
01:56
because we want to have a renewed vigor in our local industry.
02:02
Second is the creative side.
02:03
You know, we keep on weaving it, we keep on producing it.
02:06
So, it means that our communities that weave will also have an additional income.
02:11
And of course, our sense of patriotism.
02:14
You know, you use your local materials differently.
02:17
Especially among government employees, civil servants,
02:20
you use something that's really ours, locally ours.
02:24
Well, Director, what is the role of local weavers and artisans
02:28
in promoting the fabrics of the Philippines?
02:32
It's funny because this new circular of the Civil Service Commission,
02:36
at first, the concern of our law was only the fabric-based fabric.
02:41
But because the combination with our local weaves is so beautiful,
02:46
it was also included in our government uniforms.
02:49
And we now are highlighting the local weave patterns.
02:52
And if you look at it, there are so many, from Abra to Mindanao.
02:56
They all reflect our culture, the diversity of our culture.
03:00
So, we can see it in our fabrics.
03:02
And now, we can see it in the clothes of our government employees.
03:07
Okay, so there are a lot of agencies that will support this, sir?
03:11
Yes, first of all, the Civil Service Commission,
03:13
because of this new circular and the use of these fabrics.
03:17
But there are a lot of interests.
03:19
Actually, the problem now is how do we cope with those interests?
03:22
Because it's a rush.
03:24
But it's a nice problem to have,
03:26
because it really gives us an idea of the vigor of our consumers when it comes to these fabrics.
03:32
Actually, when the demand increases,
03:34
a lot of people will order.
03:36
Will our weavers be able to do it?
03:37
They can do it because our weavers are increasing.
03:40
The enthusiasm of our weaving communities is also increasing,
03:43
which is part, of course, of the DOSC's program
03:45
that also helps them to level up not just the quality of their output,
03:49
but also the quantity of their output.
03:50
Okay, Director, you said earlier that you are coordinating with different government agencies.
03:56
Actually, the two behind you,
03:58
you said that you are using them now in the House of Representatives.
04:02
Those are the uniforms of the employees.
04:05
Oh, wow! Which ones?
04:07
The brown one.
04:09
They were one of the first in this new cycle to be compliant with 9242.
04:14
So, this brown one is part of our project with them.
04:16
And you can see the government employees,
04:18
I mean the employees of the House of Representatives wearing that over there.
04:21
And then, of course, the Civil Service Commission will not be the last.
04:26
We already gave the fabrics to them.
04:28
So, they will also be coming up with their set of uniforms.
04:30
NEDA is also on the way.
04:32
And then, the DOST very soon.
04:34
Okay. So, these polo shirts are really wearable?
04:36
Tell us about that, sir.
04:38
Actually, these three are our corporate T-shirts in PTRI, the DOST PTRI.
04:44
But what we want to highlight there,
04:46
and we were very successful in the last two years,
04:48
is to use our local weaves as an accent to these fabrics,
04:52
I mean to these T-shirts.
04:53
So, otherwise, it's just an ordinary T-shirt, a white T-shirt.
04:56
But when you put the weaves there,
04:58
it becomes different.
05:00
And we can communicate, actually, our programs better
05:04
because they can see, ah, this is the patadjong.
05:06
And otherwise, this was malong lang yan, eh, sa antike.
05:09
Pero ginamit natin siya as an accent.
05:11
Yung yellow is binakol from Avra.
05:13
So, kitang-kita na gamit din siya for T-shirt.
05:15
And for this year, we're very happy.
05:17
We're going to Mindanao.
05:18
So, yung magindanao inol naman po yung ating na gagamitin doon
05:21
is the green and yellow one.
05:23
At napakaraming kwento beyond the, you know,
05:25
just the fabrics being used.
05:27
Nakatawa, kasi pag nakita mo yung uniform,
05:29
it's a point of conversation agad.
05:31
So, napapag-usapan nyo tuloy, ah,
05:33
tradisyon, kultura ng mga Pilipino.
05:35
Nakakatawa, alam mo yung green one, yung green na nandoon,
05:37
which will be our uniform for this year.
05:39
Yung pattern pala niya is an inol pattern called lumbayan.
05:44
And it's actually an illusion of a child in a cradle.
05:47
So, napaka-rich nung kwento.
05:49
May sarili siyang story.
05:50
May sarili siyang kwento.
05:51
And by that alone, alam mo, meron na tayo.
05:53
As I said, you connect already to it, to your culture.
05:55
You wear it every single day.
05:57
And I think it gives us a boost of our being Filipino.
05:59
Yes, you wear the story of being a Filipino.
06:03
Yung nga yung susunod kong tanong, director.
06:05
Kasi marami tayong kababayan nakatira na sa ibang bansa.
06:08
At uuwi dito sa Pilipinas, gusto nila lang
06:10
makapagdala ng ganitong mga fabrics.
06:14
Papalik ng abroad para maipagmalaki nila.
06:16
Dahil tinatanong yan ng mga foreigner.
06:18
Kapag suot mo yan, talagang Pilipinong-Pilipinong tingin sayo.
06:21
Saan po sila makakakuha nito?
06:23
Saan po sila makakabili nito?
06:25
Dalawang angle po yan.
06:26
Pwede tela.
06:27
Yung mga tela na po nato,
06:28
meron na po tayo yung listahan ng mga weavers natin
06:31
sa iba't-ibang location in the Philippines.
06:33
It's in the PTRI website.
06:34
So you can search it on.
06:35
They are also on Facebook.
06:37
Ibang social platforms for you to be able
06:39
to get hold of the fabrics directly from them.
06:41
And then second, pag yuri naman,
06:43
marami po na po tayo,
06:45
I think some of our malls are already carrying it.
06:47
May local brands na rin tayong carrying it.
06:49
And also to directly make,
06:51
you know, panang custom-made ba.
06:55
You can actually do it.
06:56
But the other side is,
06:57
we're also intensifying our efforts
06:59
to reach out to the Filipino diaspora,
07:01
especially the United States.
07:03
Kasi meron na rin po tayo yung Global Promotions Program
07:05
in the DOST PTRI.
07:07
So magkakaroon naman yung ating mga embahad
07:09
at mga konsulado ng samples.
07:11
So they could get a feel
07:13
of what is actually developed in the Philippines.
07:15
Ano mga aktividad gaugnay po
07:17
ng Philippine Tropical Fabric Month?
07:19
Tatlo pong malalaking cluster ng activities.
07:21
One is our stakeholder engagement.
07:23
Kinitipon po ng PTRI at ng DOST
07:25
ang ating mga stakeholders
07:27
mula sa footwear,
07:29
mula sa handloom weaving,
07:31
hanggang sa government agencies
07:33
para po mag-usap-usap. That's number one.
07:35
The second is yung ating launch of our facilities.
07:37
We will be launching the very first
07:39
Bamboo Textile Fiber Innovation Hub
07:41
in Maramagbukidnon
07:43
towards the end of the month.
07:45
And, of course, a weaving center
07:47
in the northern part of the Philippines,
07:49
in Ilocos Norte.
07:51
And the last one will be the 2025
07:53
Philippine National Textile Convention,
07:56
and it will be the second time it will be held.
07:58
It's a coming together of people
08:00
who are well-meaning
08:02
and aligned to the programs
08:04
for Philippine textiles.
