In today's National Time Consciousness Week,
00:02
the Department of Science and Technology, or DOST,
00:06
is once again emphasizing the importance of timing
00:09
for our personal development
00:12
and for the well-being of our country
00:14
through a campaign with the theme,
00:17
Oras Pinas, Tara Na, Kilos Na.
00:19
And to explain to us about that,
00:21
we will be joined by Senior Weather Specialist,
00:25
Engineer Mario Raimundo.
00:27
Good morning, and welcome to Rise and Shine, Pilipinas.
00:30
Yes, good morning to all of you.
00:33
Sir, this theme, Oras Pinas, Tara Na, Kilos Na,
00:36
is an important campaign of DOST.
00:39
Can you explain this to us, sir?
00:41
Yes, this is an advocacy of the Department of Science and Technology
00:46
through a speedhead by the STII,
00:49
or the Science Technology Information Institute.
00:54
They are the ones who are in charge of the promotion here.
00:57
The hope is in us, the technical side.
01:01
And because of this, it started with the so-called one-time.
01:05
And when that one-time started,
01:07
the so-called Republic Act 10535 was formed,
01:10
that is the law,
01:11
the so-called Philippine Standard Time Act of 2013.
01:14
Okay.
01:14
Now, its real purpose during that time
01:18
when implementing rules and regulations
01:20
is to eradicate the so-called Filipino time.
01:23
It is a negative connotation
01:25
that the so-called Filipino time is always late.
01:28
And I hope you can reduce it
01:30
because although there is a law that covers during that time,
01:33
prior to the Republic Act 10535,
01:36
it covers the so-called PT-78,
01:39
where the official agency that handles the dissemination
01:43
and timekeeping of the Philippine Standard Time is assigned.
01:46
It's not enough yet, that's why it was cut.
01:48
Okay.
01:48
And with that law,
01:50
what we are celebrating now
01:52
is that it was included in Section 9,
01:54
that every first week of the year,
01:57
January 1 to 7,
01:58
our countrymen should be encouraged
02:02
to sync their schedules
02:05
with the so-called Philippine Standard Time.
02:06
Okay.
02:07
Because we understand, especially for us Filipinos,
02:10
if we don't follow the schedule,
02:12
there will be conflicts.
02:14
Right?
02:14
There will be misunderstandings.
02:16
So, how do we apply it to our management
02:18
in terms of the aspects of our lives,
02:21
in our business,
02:23
in our work,
02:25
in our family,
02:27
and other aspects, sir?
02:29
Yes, the way we use it,
02:33
there is a better saying,
02:36
that a well-arranged time,
02:38
that the use of a well-arranged time
02:39
is the best indication of a well-arranged mind.
02:42
What I mean by that is,
02:45
when I was a businessman,
02:49
and then we had a meeting,
02:51
let's meet at 10 o'clock,
02:53
and then it came to me,
02:55
it's already 1 p.m.
02:57
That means,
02:58
if my money is a million,
02:59
I won't be able to trust you.
03:01
You won't be able to handle your time.
03:02
So, that is the best example
03:04
in terms of time management.
03:06
And this has taught us
03:09
discipline in ourselves,
03:11
where we can help
03:13
the development of the country.
03:15
This example that we talked about earlier,
03:18
a lot of countries were censored because of that.
03:20
In Japan, for example,
03:22
like what we said earlier,
03:24
even the bus stations,
03:27
they have a fixed time.
03:28
So, if people are late by even 30 seconds,
03:33
they won't be able to catch the bus.
03:34
And so, that is discipline,
03:35
where the Filipinos
03:37
should follow the rules,
03:40
and this law is the key
03:43
to follow what we call
03:46
Philippine Standard Time.
03:47
It's negative, right?
03:49
Because when you say
03:50
Philippine Standard Time,
03:52
it's like the Filipinos are always late.
03:54
It's cultural, right?
03:55
It's like our habit.
03:57
But when the Filipinos
03:58
come from other countries,
04:00
sir,
04:01
that's where they get disciplined
04:02
because they follow
04:04
the traditions of other countries.
04:05
That's very correct.
04:07
Because one more thing here,
04:08
aside from promoting punctuality,
04:13
is the respect of the value
04:15
of time of the others.
04:16
And so, what I mean by that is
04:17
you should respect the time of others.
04:20
You shouldn't just wait for them
04:22
to follow your time.
04:25
It should be give and take to one,
04:28
that when I'm talking to you,
04:29
you should follow.
04:31
There are people like that.
04:32
I'm already on the way,
04:33
and I'm still waking up.
04:34
Yes, there are advancers.
04:36
Sometimes, what I do
04:37
when I know my friends are late,
04:39
I say,
04:40
I'm almost there.
04:41
I know that's when they'll get ready.
04:44
So that I'm an advancer,
04:45
what I do is I'm an advancer,
04:47
and they'll get there early
04:48
or they'll get there on time.
04:50
That's what I can do to my friends.
04:53
Although sometimes,
04:53
there are mistakes that I make,
04:54
even though sometimes I'm late.
04:56
We're all guilty of that.
04:58
You mentioned a while ago
05:00
that you are on the technical side
05:02
on this institution
05:05
in terms of the implementation.
05:07
What do you do in terms of
05:08
the technical side on this, sir?
05:09
Well, in accounting,
05:11
we have what we call
05:13
the accounting timescale system.
05:15
That's equipped with a
05:17
network time protocol system
05:19
where that's the way
05:21
to transfer time via internet.
05:24
For our countrymen,
05:25
if they want to see
05:27
the real Philippine Standard Time,
05:29
just access the Pag-Asa website.
05:31
On the right side of the screen,
05:34
the Philippine Standard Time is there.
05:35
This is also synchronized
05:37
with all the time
05:38
that we have here in the world?
05:39
Yes.
05:40
As a matter of fact,
05:41
we will open all the DOST agencies
05:44
on the website.
05:46
All of those have a time display.
05:48
We call those
05:51
because if our time is wrong,
05:54
they might make a mistake.
05:55
Based on the law of the Republic of 10535,
05:58
Pag-Asa is liable,
06:00
especially me
06:01
because I was the one handling it back then.
06:04
So, that's one.
06:06
And then, one more thing,
06:07
I will add to that
06:08
in the Republic of 10535
06:10
because you are here in your station,
06:12
I encourage all TV stations
06:16
and radio stations
06:17
to sync their time
06:19
to the TV screen.
06:21
Just like right now,
06:22
we're on 622.
06:23
Actually, every year,
06:25
there's a PTV4 certification
06:28
which allows you to follow
06:29
the Philippine Standard Time
06:31
because of the lotto.
06:32
And so,
06:34
this is the easiest mode
06:35
of time dissemination.
06:37
All TV stations are synced
06:40
and the so-called radio stations
06:43
follow.
06:44
And then, for the general public,
06:46
it's very easy for them to get it
06:47
either on TV or on the radio.
06:49
And that should be synced with us.
06:52
That's the essence of the Republic of 10535
06:54
that all people should follow.
06:57
It's not just us who will get it.
06:58
We are the time source
07:00
but they will get it on the TV station.
07:02
Disseminated with the broadcast media.
07:05
Well, to our fellow countrymen,
07:09
of course, they're aware that they're always late
07:11
and they want to change this habit.
07:13
What advice can you give
07:15
to change the habit of always being late?
07:19
That's the discipline
07:21
that we should do,
07:23
our fellow countrymen.
07:24
But that's what has been transferred to us
07:28
even before.
07:29
Even the Spanish in our colony.
07:32
That's what we should change
07:34
because during that time,
07:34
just like in a meeting,
07:37
everyone is invited first.
07:40
And then, when I arrive,
07:41
I'm just standing there like that.
07:43
Which is something we shouldn't do.
07:46
Let's remove that mentality
07:49
and let's imitate the other countries.
07:51
And we should also follow this law.
07:54
Alright, on a last note,
07:57
we have this campaign,
07:58
Oras Pinas, let's go!
08:00
What are we expecting on this campaign
08:02
from the Filipino people?
08:04
Well, this Republic of 10535 is a law.
08:08
Okay.
08:08
And so, everything is written there.
08:11
There's no legal implication
08:13
or more of the ethics side
08:14
on the Filipino side?
08:15
Well, on the legal side,
08:18
there's something on the side of Section 8.
08:23
Okay.
08:23
Which is the NTC.
08:25
So, in the NTC, they're allowed
08:27
to follow all the TV stations.
08:31
Now, they're monitoring all of that.
08:33
And so far, all of the major stations,
08:37
especially Channel 2 to Channel 13,
08:39
they're following it.
08:41
But there's something different there.
08:43
Aside from the low frequencies
08:45
of the radio stations,
08:46
the TV boxes,
08:48
their platforms are a bit different.
08:50
And so, we noticed that.
08:51
And so, maybe we can talk to the NTC
08:54
that they should fix all the systems
08:57
that are displayed on the TV screens.
08:59
So, shared responsibility
09:00
with the government institution,
09:02
with the Filipino people,
09:03
and even the broadcast media.
09:05
I hope that even our government officials,
09:08
if there are events that are going to happen,
09:09
they'll come early, right?
09:12
We should all be a part of this.
09:15
On that note,
09:15
thank you so much for sharing with us
09:19
important information
09:20
about the campaign
09:21
Oras Pinas,
09:22
Tara Na,
09:23
Kilas Na,
09:23
Engineer Mario Raymundo.
09:25
Thank you so much, sir.
