09:16Chula Uriel's solution is to return the former power of the National Food Authority to the Congress
09:22to make steps to lower the price of rice and fight the abuses in the market.
09:29The primary mission of the DA, because the NFA removed the power,
09:34is to produce more and to make the farmers profitable.
09:39We don't have power or mission to stabilize prices.
09:45Now, the NFA is only for buffer stocking.
09:48According to the Department of Agriculture,
09:50the National Food Authority lacks more than 6 million bags of rice as a buffer stock.
09:55If the NFA has the power, it can sell the rice to buyers for 29 to 30 pesos per kilo.
10:03In the past, the NFA can sell the stock of rice to the market.
10:11Now, it can't.
10:12It can also sell it to the LGU so that the LGU can sell it cheaply.
