00:11Many scholars are in agreement that the registration of Madrasas should be under the Ministry of Education.

00:17But Maulana Fazlur Rehman's demand is that the registration of Madrasas should be under Section 21 of Society Act 1860.

00:26Society Act 1860 was implemented at a time when there was no law on the registration of Madrasas.

00:33But after the advent of APS, the National Action Plan was made.

00:36After the National Action Plan, it was decided that all Madrasas will be registered under the Ministry of Education.

00:43And after registration, which students are coming from outside, which students are coming from outside the country,

00:49what is being taught and where is the funding coming from, all the details of the bank will also be monitored.

00:55Along with this, the interesting thing is that if Madrasas are registered under Section 21 of Society Act 1860,

01:05then they come under the Ministry of Commerce.

01:07And the Ministry of Commerce can neither see which students are coming from outside the country,

01:12nor can they see the details of the bank account, nor can they see what Madrasas are teaching.

01:27And big promises were also made with MQM at the time of the 26th Amendment.

02:48As far as the registration of Madrasas is concerned,

02:53As you said in your speech, I have also spoken to some scholars to enlighten myself and to gain knowledge.

03:08On 29th August 2019, the Minister of Education, Mr. Shafqat Mahmood, and the Wafaaq-e-Madrasas,

03:21after a very tedious exercise,

03:26that exercise has been going on for many years.

03:30After that, an agreement was reached,

03:32under which it was decided in the Education Ministry that the registration of Madrasas will be done.

03:38Its principles were also decided.

03:40And then it started to be registered.

03:42When I am looking at the document, there are the signatures of Mufti Taqi Usmani,

03:46there are the signatures of Mr. Jalandhari, Mr. Allama Sajid Naqvi, and Mr. Mufti Muneeb-ur-Rehman.

03:54Everything has been agreed upon.

03:5618,000 Madrasas have already been registered.

04:00Now, a very basic thing that I understand is that Madrasas are related to knowledge, education,

04:09and if there should be any connectivity with any ministry,

04:14then it becomes the Education Ministry,

04:17and the Education Ministry and the HEC, who endorse its affiliation,

04:21and now the Education Ministry has been devolved in the provinces,

04:24it cannot have any connection with any industry, right?

04:27The registration of Madrasas, if you will,

04:30But, Mr. Musab Nawaz, this is a question for me.

04:33I have spoken to Mr. Shafqat Mahmood off the record,

04:36and he has also confirmed that at that time,

04:38an agreement was reached between the Education Ministry and the Itehad Tanzeem-ul-Madrasas,

04:42and by that time, more than 10,000 Madrasas had been registered,

04:50and now, as you are saying, more than 18,000 have been registered.

04:53But then, why was the promise made?

04:56Maulana Sahib is saying that the Prime Minister was present,

04:59the President was present,

05:01we made the promises, and now the promises are being broken.

05:03And Bilawal Bhutto Zardari Sahib had also made some promises,

05:07and now the promises are being broken.

05:09Why did that happen then?

05:10Because MQM had also made a promise to amend the local body later on.

05:18Look, first of all, let me answer the first point.

05:27and the promises that were made,

05:29if these were the promises that were made,

05:31then there is a need to clarify this.

05:35And I am saying this with great respect,

05:39that Maulana Fazl-ur-Rehman Sahib's respect,

05:43his dignity, his stature in politics,

05:47and in the politics of Pakistan,

05:49he should be given respect,

05:51he should be honoured,

05:54and I understand that he is a very humble politician.

05:56He will not take the situation to a place where, God forbid, there is a conflict or a conflict.

06:11if they have overlooked the situation or the technicalities,

06:39we have a very good relationship with Maulana Fazl-ur-Rehman Sahib,

06:53MQM does not have this mandate from the government,

06:57that on their behalf,

07:00I ask this question because I have met Maulana Fazl-ur-Rehman Sahib and Bilawal Bhutto Zardari Sahib,

07:13and I thought that maybe there is something going on,

07:15that we should talk to Maulana Sahib,

07:36MQM as a whole has a very good relationship with Maulana Fazl-ur-Rehman Sahib,

07:42MQM does not have this mandate from the government,

07:47you should have some authority to make them agree to something,

07:51MQM has this authority,

07:53if Maulana Sahib says something,

07:55he has no authority from the government,

07:57to make a commitment on his behalf,

07:59as far as the meeting is concerned,

08:09the country has come out of a lot of crisis,

08:13so this should not be taken to such a level,

08:21if we talk about a lockdown,

08:23if we talk about a rally,

08:25if we talk about an uprising,

08:27because both opinions are present,

08:29and there are opinions from the scholars as well,

08:33I think that both,

08:35the scholars of all kinds of mindsets,

08:37should sit together,

08:39and the government should sit down,

08:41and find a solution,

08:43if the government has made a mistake,

08:45if they have overlooked something,

08:47then they should accept it and resolve it.
