A new issue that has become a challenge for the government, and especially today was the last date given to the government by the J.U.I.
00:06
That is the matter of registration of Madrasas.
00:09
Now a big division is visible on this.
00:11
Many scholars are in agreement that the registration of Madrasas should be under the Ministry of Education.
00:17
But Maulana Fazlur Rehman's demand is that the registration of Madrasas should be under Section 21 of Society Act 1860.
00:26
Society Act 1860 was implemented at a time when there was no law on the registration of Madrasas.
00:33
But after the advent of APS, the National Action Plan was made.
00:36
After the National Action Plan, it was decided that all Madrasas will be registered under the Ministry of Education.
00:43
And after registration, which students are coming from outside, which students are coming from outside the country,
00:49
what is being taught and where is the funding coming from, all the details of the bank will also be monitored.
00:55
Along with this, the interesting thing is that if Madrasas are registered under Section 21 of Society Act 1860,
01:05
then they come under the Ministry of Commerce.
01:07
And the Ministry of Commerce can neither see which students are coming from outside the country,
01:12
nor can they see the details of the bank account, nor can they see what Madrasas are teaching.
01:18
So what is going on between the Ministry of Education and the Ministry of Commerce?
01:23
We will talk about this.
01:25
Because MQM is an important part of the government.
01:27
And big promises were also made with MQM at the time of the 26th Amendment.
01:31
Mr. Mustafa Kamal is with us, Senior Director of MQM.
01:34
Thank you very much, Mr. Mustafa Kamal, for joining us.
01:36
Mr. Mustafa, I think the JUI is now thinking,
01:40
and we are talking to many leaders, that the promise made to us at the time of the 26th Amendment is not being fulfilled.
01:48
We had said about the registration of Madrasas, that you register it under the Society Act 1860.
01:55
They are not ready to do that now.
01:57
Has the government stood down?
02:00
Or is there some other issue?
02:04
As a nutshell, I think you cannot say that all the promises made in the 26th Amendment have not been fulfilled.
02:17
You know that there were a lot of points in it.
02:22
There were a lot of things in it that had no issues or problems.
02:29
If there is an issue on any of those points, it is related to the registration of Madrasas.
02:38
That means that a lot of other things that have no issues have been solved.
02:44
As it is, all the commitments have been fulfilled.
02:48
As far as the registration of Madrasas is concerned,
02:53
As you said in your speech, I have also spoken to some scholars to enlighten myself and to gain knowledge.
03:06
I have all the details.
03:08
On 29th August 2019, the Minister of Education, Mr. Shafqat Mahmood, and the Wafaaq-e-Madrasas,
03:21
after a very tedious exercise,
03:26
that exercise has been going on for many years.
03:30
After that, an agreement was reached,
03:32
under which it was decided in the Education Ministry that the registration of Madrasas will be done.
03:38
Its principles were also decided.
03:40
And then it started to be registered.
03:42
When I am looking at the document, there are the signatures of Mufti Taqi Usmani,
03:46
there are the signatures of Mr. Jalandhari, Mr. Allama Sajid Naqvi, and Mr. Mufti Muneeb-ur-Rehman.
03:54
Everything has been agreed upon.
03:56
18,000 Madrasas have already been registered.
04:00
Now, a very basic thing that I understand is that Madrasas are related to knowledge, education,
04:09
and if there should be any connectivity with any ministry,
04:14
then it becomes the Education Ministry,
04:17
and the Education Ministry and the HEC, who endorse its affiliation,
04:21
and now the Education Ministry has been devolved in the provinces,
04:24
it cannot have any connection with any industry, right?
04:27
The registration of Madrasas, if you will,
04:30
But, Mr. Musab Nawaz, this is a question for me.
04:33
I have spoken to Mr. Shafqat Mahmood off the record,
04:36
and he has also confirmed that at that time,
04:38
an agreement was reached between the Education Ministry and the Itehad Tanzeem-ul-Madrasas,
04:42
and by that time, more than 10,000 Madrasas had been registered,
04:50
and now, as you are saying, more than 18,000 have been registered.
04:53
But then, why was the promise made?
04:56
Maulana Sahib is saying that the Prime Minister was present,
04:59
the President was present,
05:01
we made the promises, and now the promises are being broken.
05:03
And Bilawal Bhutto Zardari Sahib had also made some promises,
05:07
and now the promises are being broken.
05:09
Why did that happen then?
05:10
Because MQM had also made a promise to amend the local body later on.
05:18
Look, first of all, let me answer the first point.
05:21
Since we are not the witnesses of this conversation,
05:27
and the promises that were made,
05:29
if these were the promises that were made,
05:31
then there is a need to clarify this.
05:35
And I am saying this with great respect,
05:39
that Maulana Fazl-ur-Rehman Sahib's respect,
05:43
his dignity, his stature in politics,
05:47
and in the politics of Pakistan,
05:49
he should be given respect,
05:51
he should be honoured,
05:54
and I understand that he is a very humble politician.
05:56
He will not take the situation to a place where, God forbid, there is a conflict or a conflict.
06:02
The leaders that he is talking about,
06:04
Prime Minister Bilawal Bhutto Zardari Sahib and the President,
06:07
if they have made a mistake at that time,
06:11
if they have overlooked the situation or the technicalities,
06:19
then there is a need to correct it.
06:21
So will MQM play its role to bridge the gap that has come between Maulana Sahib and the government?
06:30
Look, MQM does not have a mandate for this.
06:33
Only that party can do it,
06:35
which has a mandate from the government,
06:37
that if Maulana Sahib talks to us,
06:39
we have a very good relationship with Maulana Fazl-ur-Rehman Sahib,
06:43
with a lot of respect,
06:45
and he is a big man,
06:48
and we see him with the same respect,
06:50
and this respect will always be there.
06:53
MQM does not have this mandate from the government,
06:57
that on their behalf,
07:00
I ask this question because I have met Maulana Fazl-ur-Rehman Sahib and Bilawal Bhutto Zardari Sahib,
07:11
and today I saw them standing by your side,
07:13
and I thought that maybe there is something going on,
07:15
that we should talk to Maulana Sahib,
07:17
something like this?
07:20
No, look, talking to Maulana Sahib is not a problem,
07:23
we have a very good personal relationship,
07:26
we have a very good personal relationship,
07:28
he has always respected us,
07:30
he has always treated us with respect,
07:32
all his friends, his followers,
07:34
people from Sindh, people from Wafaaq,
07:36
MQM as a whole has a very good relationship with Maulana Fazl-ur-Rehman Sahib,
07:40
what I am saying to you,
07:42
MQM does not have this mandate from the government,
07:45
when you talk to someone,
07:47
you should have some authority to make them agree to something,
07:51
MQM has this authority,
07:53
if Maulana Sahib says something,
07:55
he has no authority from the government,
07:57
to make a commitment on his behalf,
07:59
as far as the meeting is concerned,
08:01
we can meet,
08:03
we will meet and talk,
08:05
but I think that
08:07
very amicably,
08:09
the country has come out of a lot of crisis,
08:11
you are seeing all these things,
08:13
so this should not be taken to such a level,
08:17
that we go to the point of no return,
08:19
if we talk about a demonstration,
08:21
if we talk about a lockdown,
08:23
if we talk about a rally,
08:25
if we talk about an uprising,
08:27
because both opinions are present,
08:29
and there are opinions from the scholars as well,
08:33
I think that both,
08:35
the scholars of all kinds of mindsets,
08:37
should sit together,
08:39
and the government should sit down,
08:41
and find a solution,
08:43
if the government has made a mistake,
08:45
if they have overlooked something,
08:47
then they should accept it and resolve it.
