00:00On the occasion of International Day of Persons with Disabilities of Tulang Mortez,

00:04we are once again giving the importance of an inclusive society and an equal opportunity for all.

00:10This morning, we will discuss the effect of this celebration

00:14and how we can continue advocacy for those with disabilities.

00:19With me is Atzornie Walter Jason Alava,

00:22the Regional Programs Coordinator at OIC,

00:25Legal and Legislative Office of the National Council on Disability Affairs.

00:29Good morning, sir. This is Prof. Phi, together with Dayan.

00:34Good morning to everyone and good morning to everyone watching the program.

00:39Atzornie Alava, what programs and activities have you organized

00:43for the celebration of the International Day of Persons with Disabilities of this year?

00:49Okay. Considering that this is a celebration,

00:52we are celebrating it nationwide and also internationally.

00:57Well, in fact, what we are doing is we conducted a thematic celebration.

01:06So, we have a theme for the celebration.

01:10This is Amplifying the Leadership of Persons with Disabilities for an Exclusive and Sustainable Future.

01:16So, the aim of this is to really move for awareness and inclusivity

01:23and empowerment for all persons with disabilities.

01:26Alright. What are the activities or projects that you are doing

01:31to expand inclusivity in different sectors like education, work, and public service?

01:40Okay. So, technically, it's not just the International Day,

01:44but our programs and services are continuous at the same time on the implementation of laws.

01:51Because the National Council on Disability Affairs is actually a policy development agency.

01:59So, we are the main agency or agency that implements and implements

02:08the different disability laws in our member agencies.

02:12When it comes to education, we have the Republic Act No. 11650

02:21or the Inclusive Learners Law.

02:25So, this is like a facility where all of our learners with disabilities

02:33can study here and at the same time, they can be involved with employment and so on and so forth.

02:41Then, I'll just go back with respect to our celebration because I saw it on the screen.

02:47We are actually having our Extraordinary Filipinos celebration.

02:53And this will be this coming December 10.

02:56So, we have a lot of programs when it comes to our persons with disabilities,

03:02but our awareness is continuous.

03:05Because as we all know, our awareness with respect to the 10 types of disabilities

03:10and also our awareness on how to be sensitive with our persons with disabilities.

03:17So, it's continuous.

03:19You already mentioned, Sir Anoy, your 2024 NCAA Extraordinary Filipinos with Disabilities Awards.

03:26So, who are the ones that you expect to be recognized here?

03:32Actually, this is our Extraordinary Filipino with Disabilities Awards.

03:37Actually, we are looking for persons with disabilities all over the Philippines

03:45that are able to show that despite their disabilities,

03:52they are able to extend more than our non-persons with disabilities.

03:59And then at the same time, they are able to create extraordinary impact to our society.

04:06So, these are the persons with disabilities that we are awarding.

04:13Alright, recognition is there.

04:15Let's go to their rights.

04:17What are the rights and assistance for persons with disabilities

04:22that the public does not know about and they are not using?

04:27Well, to start off Sir, we have a lot of disability laws.

04:32And I think NCDA has been delivering awareness all throughout.

04:38We start with the Magna Carta, the Republic Act 7277.

04:43This is the heart of all of our amendments to the law.

04:47And then at the same time, we are aware of our persons with disabilities

04:52when it comes to their benefits under Republic Act 9442

04:57as amended by Republic Act 10754.

05:03So, these are the main laws that we want to make public throughout the Philippines

05:10especially when it comes to their rights of their benefits and privileges.

05:16Because we have a lot of issues with regards to the IDs, the fake IDs and so on.

05:21So, we want everyone in the Philippines to be aware with respect to their rights and privileges.

05:27Well, Atty. Walter, thank you very much for sharing important information

05:34about the rights of our persons with disabilities.
