If the speaker goes back to Sibu, don't miss him.
00:07
My first question. Minister, please answer.
00:17
Thank you, Your Excellency.
00:19
Thank you, my friend.
00:21
Peace be upon you.
00:24
I will start with the honourable introduction.
00:27
May peace and blessings of Allah be upon you all.
00:30
Alright.
00:33
My first question is related to the amount of money spent by the Ministry of Health of Malaysia
00:39
in the purchase of medicines for hospitals and clinics since 2015
00:46
and an estimate for the next five years.
00:50
In short, I can mention
00:53
the Statistic Report of the Pharmacy Service Programme,
00:56
the amount of money spent,
00:58
the amount of medicines provided by the Ministry of Health in 2015 and 2023.
01:03
Starting from 2015, it was 2,323,000.
01:08
In 2016, it was 2,332,000.
01:15
In 2016, it was 2,107,000.
01:21
In 2022, it was 3,193,000.
01:30
In 2023, it was 3,430,000.
01:40
These are the numbers.
01:45
Looking at the statistics,
01:47
the amount of money spent in the purchase of medicines in 2023
01:51
has increased by 30% in 8 years,
01:57
which is 3 billion,
01:59
compared to 2.3 billion in 2015, which I mentioned earlier.
02:04
The increase in financial gains is due to the increase in the price of medicines,
02:10
the increase in the number of patients,
02:12
and the use of new medicines,
02:14
according to the standard,
02:16
still in the patent period,
02:18
and the price of medicines in the patent period.
02:26
The Ministry of Health also stated that the amount of money spent
02:29
to meet the needs of medicines in the facilities of the Ministry of Health
02:33
will continue to increase in the coming years.
02:37
Regarding the second question,
02:39
regarding the planning of the Ministry of Health
02:42
to ensure the guarantee of medicines for the country
02:45
through the development of technology and capacity,
02:48
export, location,
02:50
we have developed several strategies
02:52
based on the National Medicines Basis, or DUNAS,
02:56
under the component of access to medicines.
02:59
First, ensure the availability of national essential medicine lists,
03:05
or EMLs,
03:06
to reduce the loss of locations,
03:10
as well as to give priority and incentives to them
03:14
for the assessment and registration of products.
03:16
Second, improve the flow of supply chains
03:20
through the development of tracking systems
03:23
and tracking, and trace,
03:25
with the permission of these pharmaceutical products.
03:27
In addition, the Ministry of Health also cooperates with all parties
03:31
who are interested in developing the pharmaceutical ecosystem in this country,
03:36
starting with discovery, pre-clinical studies, clinical, loss, and so on.
03:42
In addition, we also cooperate with various ministries and public agencies,
03:47
as well as involving the private sector,
03:49
especially industrial players.
03:51
Finally, if I may add a little more,
03:54
through my involvement,
03:56
KKM is trying to identify the strengths and advantages
04:00
of the local pharmaceutical industry
04:02
to ensure that when we develop action plans
04:05
or action plans and strategic collaboration,
04:09
ASEAN,
04:10
drug security and self-reliance,
04:12
or with the permission of assurance and independence,
04:16
medicines in ASEAN level.
04:21
So that's a little bit of what I want to say.
04:25
Finally, when we chair ASEAN,
04:29
we will face various initiatives.
04:32
And we are also planning policies,
04:36
policies that I can mention,
04:38
as to incentivize,
04:40
with the permission of ASEAN,
04:41
to provide incentives
04:43
to our local investors,
04:46
with the announcement made by the Minister of Finance,
04:51
to provide an off-take guarantee
04:55
in terms of development and loss,
04:58
they will provide or invest from the players.
