00:00I've got several questions on the award to UMobile for the second 5G network.

00:04We understand that you were not involved in the MCMC's decision to award them, but when

00:10can we get UMobile to show their detailed proposal with regards to the rollout and also

00:15its financial proposal, because many analysts have pointed out that they will need external

00:19funds to invest in the infrastructure.

00:23The MCMC has conducted a lot of independent research on financial and technical aspects.

00:39After the date was announced, I was informed that the MCMC will call UMobile to hold a

00:51meeting, because as we all know, UMobile, one day after the MCMC's announcement, has

01:00announced that they are ready to cooperate with a number of strategic partners, including

01:09the Udah Aleh Service Provider or Mobile Network Operator, MNO, and so on.

01:18So, we are waiting for the meeting to take place.

01:21The MCMC will get feedback from UMobile on their plans and discussions.

01:28And perhaps after that, we will get the information on the rollout.

01:34Regarding UMobile's rollout, we see that there are some criticisms from certain parties.

01:42Does the ministry see the need to review the election?

01:50No. If we look at the parliamentary session, when I was answering the ministerial questions,

02:02I found that usually the members of parliament will take the opportunity to ask further questions.

02:10There were some who raised questions.

02:13And if there are any of you who would like to get additional information, I am ready to provide it.

02:20In the context of the MCMC election, it was conducted independently by the technical team

02:26in the MCMC, and was decided unanimously by the members of Surhan Jaya.

02:34So, the administration was not involved.

02:39And I need to remind you that this is not a contract. This is not a license.

02:46The instrument will be a spectrum, 3.6 GHz, also known as F2,

02:55which can be used to build the second 5G network.

03:01So, there is no public funding involved in building the second 5G network in the country.

03:08And in terms of management, governance, so far everything has gone smoothly.

03:17There is no interference.

03:19Maybe from one angle, there are those who ask whether the recipient is worthy of receiving.

03:29The answer is yes, he is worthy of competing.

03:32Because the requirements for those who want to join the bid to become a company

03:39that will facilitate the development of the second 5G network,

03:44it must complete the SHA, the shareholding agreement.

03:52And there are only three companies that are worthy.

03:56They are Celcom DG, Maxis, and U Mobile.

03:59So, in terms of roughness, these three can enter the bid and win.

04:08But, as I explained yesterday in the parliament, and as I explain now,

04:15the aspects that are being considered by PHMCMC

04:19involve business plan, technical plan to build the network, and also performance.

04:32Because PHMCMC sees that there is a need to investigate

04:39whether there is a level of satisfaction among the existing users

04:43or the effort of the company to prepare the projects that have been provided by PHMCMC.

04:53So, we look at it as a whole.

04:56And if we make a comparison, Celcom DG has 18,000 towers,

05:02and Maxis has 12,000 towers, and U Mobile has 10,000 towers.

05:15So, there is not much difference.

05:20So, these three companies are worthy of entering the bid,

05:25and worthy of being chosen to build.

05:37But what Suruhanjaya has decided, what MCMC has decided, is U Mobile.

05:43I agree with MCMC's decision.
