00:18Kamala Harris' first day may look a little different.

00:21She hasn't specifically discussed the signing of executive orders,

00:24but says day one will be about implementing her plan

00:27for what she calls an opportunity economy.

00:30At the top of my list is bringing down the cost of living for you.

00:41I will give a middle class tax cut to over 100 million Americans.

00:47In contrast, Donald Trump has made at least 40 distinct first day promises,

00:51telling Fox News last year he wouldn't be a dictator except for day one.

01:03the special counsel who brought two federal cases against him within two seconds.

01:08Mass deportation is also top of his list.

01:20It's going to be the largest deportation of criminals.

01:25But legal experts say a lot of his promises

01:27fall outside the scope of a president's authority under the constitution.

01:31Most of Trump's agenda will require sign-off

01:33or legal defence from the Justice Department,

01:35and even his vice-presidential nominee J.D. Vance recently declared

01:39that the attorney general would be the second most important person in government.
