I would like to inform you officially that the decision of the Ministerial Committee in the meeting on 2nd October
00:15
was related to the 7th article on the use of natural gas fuel, or NGV, for motorbikes in Malaysia.
00:25
For your information, at the moment, there are 2 categories of motorbikes in Malaysia that use NGV fuel,
00:33
which are petrol-powered motorbikes that are modified with a kit or component for the addition of NGV fuel,
00:43
which is called dual fuel.
00:45
Based on the road traffic department data, more than 95% of NGV vehicles are registered in this category.
00:56
Second, special imported vehicles only use NGV or mono-fuel.
01:02
Of the 2 groups of vehicles above, there are more or less 44,383 active vehicles registered with NGV fuel
01:14
in the JBJ record for 3 years, such as the following breakdown.
01:20
9,509 taxis and vehicles or rental cars,
01:26
32,137 registered vehicles,
01:32
2,150 buses and lorries,
01:36
while 587 units of vehicles or vehicles.
01:40
Based on the above data, the number of motorbikes powered by NGV fuel
01:47
is very small compared to the population of registered motorbikes in Malaysia,
01:52
which is 0.2% of the total number of motorbikes,
01:57
apart from motorcycles.
01:59
In this regard, the Ministerial Council has decided
02:02
First, any motorbikes powered by NGV fuel
02:08
are no longer allowed to be registered or designated for use on the road
02:14
on the basis of safety to users and the public starting July 1, 2025.
02:21
Second, so that Petronas can complete the NGV fuel payment in installments in the market
02:29
before its complete completion starting July 1, 2025.
02:35
Third, in accordance with this announcement,
02:39
I will inform you about the implementation of the NGV vehicle registration assistance program.
02:44
The decision is based on the following basics.
02:49
First, safety factors for users, especially those who own vehicles powered by NGV.
02:56
Based on the record, the peak time for adjustment and installation of NGV vehicle kits
03:03
is between 1995 and 2014.
03:09
This time indicates that the vehicles involved today
03:14
are in the final stages of NGV fuel and need to be replaced.
03:20
These NGV fuel tanks have a safe usage time of 15 years.
03:26
And if not replaced, it is not safe to use and can fail to function
03:32
at any time that can pose a risk of injury, death and damage to precious items.
03:39
To assist the NGV vehicle owners in ordering other fuels,
03:44
Petronas NGV has taken the initiative to provide
03:49
the NGV vehicle registration assistance program for affected vehicles.
03:55
Applicants who succeed will receive a one-off assistance package
03:59
within 15 to 30 working days.
04:02
To all affected groups,
04:05
applications for NGV vehicle registration assistance will be opened
04:09
from the date of this announcement.
04:11
Starting July 1, 2025,
04:13
all vehicle registration information on fuel will be automatically transferred
04:19
to use petrol fuel only
04:22
to avoid damage to the government
04:25
and so that the affected vehicle owner is subject to a fee LKM payment
04:29
according to the condition set for a vehicle class controlled by petrol.
04:35
And there will be no more NGV vehicle kits in the Malaysian market
04:40
after July 1, 2025.
04:53
So we will not allow any NGV vehicles to be registered on the road.
04:58
As of now, in fact, no one should register for NGV
05:03
because the supply will be ending by July next year.
