00:42some of the stranded people in their town had to pay to get rescued by private boat

00:47owners.

00:48The fees charged range from 500 pesos to 2,500 pesos per head and 5,000 pesos per boat.

00:54A Bula resident clarifies it is their fellow residents, not government personnel or genuine

00:59volunteers who are charging fees for rescues.

01:02A concerned citizen from Albay says this practice has been ongoing for years during disasters,

01:07specifically in the town of Nabua, a flood-prone area.

01:11The Department of Social Welfare and Development reports at least 315,000 families are affected

01:16in the Bicol region.

01:18The department also says it is having trouble reaching certain areas in Camarines Sur to

01:23deliver aid for the hardest-hit communities, but adds the supply of the pre-positioned

01:27stockpile of relief goods is still stable.

01:39Torrential rain, flooding, and landslides caused by severe Tropical Storm Christine,

01:44international name TRAMI, affect nearly 7,000 families in the province.

01:48Here are the affected municipalities in eastern Samar.

01:54Jipapad was the hardest-hit with all 13 of its barangays submerged by floodwaters.

01:59Evacuations of affected families and individuals have been carried out, and clearing operations

02:04and relief efforts are ongoing across the province.

02:07Meantime, strong winds, flooding, landslides, and power outages are plaguing areas in Negros

02:13Occidental and its capital, Bacolod.

02:16Negros Occidental's Provincial Disaster Risk Reduction and Management Council reported

02:20landslides in Cipalay City Wednesday.

02:23Officials say more than 700 families are affected in the province.

02:33Initial findings of the Philippine National Police say doomsday preacher Apollo Quibuloy

02:37may have sexually abused around 200 women.

02:40Davao City PNP Chief Hansel Marantan told the Senate Wednesday, October 23, his agency

02:46identified 68 females of different ages who were Quibuloy's victims.

02:51The victims were usually pastorals or attractive women who perform special tasks and do numerous

02:56errands for Quibuloy as supposed forms of service to God.

03:00The police are also investigating the so-called Angels of Death in Quibuloy's church, who

03:04threaten those who violate the secrecy of Quibuloy's acts, including sexual exploitation.

03:09Quibuloy faced the Senate for the first time Wednesday since Senator Issa Ontiveros' committee

03:14launched the probe in late January.

03:17He continues to deny allegations of abuse, even calling the Senate probe unfair.

03:21This one is like trial by suspicion.

03:30The Israeli military named six Palestinian Al Jazeera reporters in Gaza as members of

03:35the Hamas or Islamic Jihad militant groups.

03:38It published documents Wednesday, October 23, supposedly proving the men had a military

03:43affiliation to the groups.

03:45The papers supposedly included Hamas and Islamic Jihad lists of personnel details, salaries

03:50and militant training courses, phone directories, and injury reports.

03:55But Al Jazeera says the move is an attempt to silence journalists.

03:59The network says it has no affiliation with militant groups and accused Israeli forces

04:03of deliberately killing its journalists.

04:06Meantime, Al Jazeera calls for the immediate medical evacuation of its injured journalists

04:10in Gaza.

04:12They were injured during an attack by Israeli forces early October.

04:17Nearly 25 million voters have cast ballots either through in-person early voting or mail-in

04:22ballots, according to tracking data from the Election Lab at the University of Florida.

04:27Several states, including the battlegrounds of North Carolina and Georgia, set records

04:32on their respective first day of early voting last week.

04:35The robust early turnout comes as Vice President Harris and former President Trump remain neck

04:40and neck in seven of the most competitive states, with less than two weeks to go until

04:44the November 5 election.

04:46Pennsylvania and Georgia are among the seven battleground states that will decide who wins

04:50the presidency, and both candidates are likely to spend much of the rest of their campaigns

04:54visiting them.

04:56Harris holds a marginal 46% to 43% lead over the former president in the latest Reuters-Ipsos poll.
