00:31Solidarity, inclusiveness, and a more inclusive approach to the effects of the pandemic.
00:36That was the call of President Ferdinand R. Marcos Jr.
00:40along with the formal opening of the 2024 Asia-Pacific Ministerial Conference on Disaster Risk Reduction or APMCDRR.
00:49In his speech, the Executive Board emphasized the need for the countries in Asia-Pacific to be prepared for the climate-resilient challenges
00:58and also to ensure that the measures are well-planned to reduce the disaster risks caused by climate change.
01:06As we chart our course to a more inclusive and resilient Asia-Pacific,
01:11let us draw inspiration from the stories of resilience that are embedded in our region.
01:17This conference presents us with a grand opportunity to send a powerful message to the world.
01:24The Asia-Pacific is not only prepared to overcome the trials of tomorrow,
01:29we are also ready to lead in disaster risk reduction and climate action.
01:35The President also emphasized that it is time to double the efforts of the countries to implement the Sendai Framework,
01:42an international document for risk reduction with the aim of strengthening the resilience of the countries,
01:48while also emphasizing the importance of the unity of the countries in the region to address the effects of climate change.
01:56It also remains crucial to align our goals under this framework with the 2030 Sustainable Development Goals,
02:03the United Nations Framework Convention on Climate Change, and the Paris Agreement.
02:09We must harmonize our approaches and pursue meaningful actions
02:14under these mandates to secure a sustainable and climate-resilient future.
02:19He should also not neglect to pay attention to the strengthening of investments in climate financing.
02:25That is why the Philippines welcomes the hosting of the Loss and Damage Fund Board
02:30to have a voice in the countries affected by climate change.
02:35We must significantly increase our investments and develop financing mechanisms in disaster risk reduction.
02:44Sustained and predictable data and financing would help address disaster risk better.
02:52This entails ensuring that developing countries, particularly the least developed countries,
02:58landlocked countries, and small island developing states are provided greater access
03:03to these resources to advance their policies and build disaster resilience.
