A continuous operation of more than 100 POGO hubs in the country.
00:05
We will talk with Dr. Winston Casio,
00:09
the spokesperson of the Presidential Anti-Organized Crime Commission or PAOC.
00:14
Dr. Casio, good afternoon.
00:17
Good afternoon to you, viewers and listeners.
00:21
At present, several Philippine offshore gaming operators or POGO
00:26
continue their operations despite the call to close them.
00:31
What are the reasons behind this?
00:35
Regarding the legalization of IGLs, Internet Gaming Licenses,
00:39
if I'm not mistaken, they're down to 38 or 37.
00:42
And they really are winding down.
00:44
We don't have a problem with the legalization
00:48
because they're complying with the requirements of PAGCOR and the President
00:52
to really stop all their operations by the end of the year.
00:55
Now, our real problem is the illegal from the get-go.
01:00
From the start, they're already illegal and underground.
01:04
That's our problem now because we're chasing them all over the country.
01:09
I could say that they are between 50 to 100.
01:14
Illegals might exceed 100.
01:16
In the past, there were thousands of employees
01:20
who disintegrated into smaller units
01:24
that's why there are more of them.
01:26
Sir, what are the findings of the Presidential Anti-Organized Crime Commission
01:31
regarding the illegal POGOs that continue their operations?
01:34
And where will they go?
01:39
The reports of the illegals are all over the country.
01:42
They're in Luzon, Visayas, and Mindanao.
01:44
That's the problem.
01:45
It's not just POGOs who work here.
01:47
This is a whole-of-government approach.
01:49
We need the help of the other agencies of the Executive Branch
01:54
together with the help of the LGU and the private sector.
01:57
In fact, we're here in Binan
02:00
to assist the local government unit of the city of Binan.
02:04
We inspected a POGO that we know has scamming activities.
02:09
All we need is the proactive assistance of the different agencies of the Executive Branch.
02:17
The different agencies of the Executive Branch together with the LGU.
02:20
If we work together, we can do this.
02:24
For our countrymen to understand better,
02:28
what is the role of PAG-COR in the closure of illegal POGO hubs in our country?
02:33
And what can PAG-COR say about the ongoing operations of these POGO hubs?
02:39
Well, with regards to that question, ma'am,
02:41
I guess you better address that question to PAG-COR
02:44
because I could not possibly speak for PAG-COR because I am not a PAG-COR official.
02:48
I am a POGO official, ma'am.
02:50
So I apologize for that.
02:52
Yes, sir. We understand.
02:54
And since the deadline given by President Marcos Jr. is approaching
02:59
for the total closure of POGO hubs in the country,
03:03
what is the challenge that POGO is facing now regarding this directive?
03:09
Well, the challenge is that there are a lot of people who are underground.
03:14
There are a good number of them and we're having difficulty catching up.
03:20
We would like to thank the LGUs and the different agencies of the Executive Branch for their assistance.
03:29
That's why we are a bit more compact.
03:31
But assuming that there are people left after December 31,
03:36
the mandate of our Task Force will continue.
03:40
We are part of the Task Force POGO Closure led by Secretary of Justice Remolia.
03:46
The Vice-Chair is the Executive Director of PAOC, Secretary Gilbert Cruz.
03:51
So we will continue.
03:52
Assuming that there are people left beyond December,
03:55
we will still go after them and close them down.
03:57
Sir, as of now, what support do you and the law enforcement agencies need
04:03
for the effective closure of POGO hubs in the country?
04:08
We need the help of the community.
04:10
Because the community is the eyes and ears of our government and our country.
04:16
So if they see illegal activities, we need their help to be able to report it to the LGUs,
04:21
to their police officers, to their municipal and city police stations,
04:26
and to us, to PAOC, to PNP, NBI, CID, whatever.
04:30
At the end of the day, this has to be a whole-of-government fight.
04:33
Because if it's just PAOC, PNP, or NBI, they won't be able to handle this big problem.
04:40
Sir, what is the update on the last Chinese nationals in Paracale, Camarines Norte?
04:47
The last ones in Paracale were inquested last night.
04:51
Their immigration inquest is over.
04:54
What we are waiting for is the criminal inquest or violation of the Philippine Mining Act.
04:59
And other violations of our laws with regards to environmental protection.
05:05
Sir, do you see any similarities between the arrested in Paracale and the illegal POGOs?
05:12
No, definitely not.
05:14
What we caught in Paracale were guerrilla mining operations.
05:17
This is the second operation we did against illegal mining run by the Chinese.
05:24
We have a lot of reports of illegal mining operations all over the country as the day progresses.
05:34
Sir, we have a question here from Louisa Erispe of PTV.
05:38
It is mentioned that there are four other POGOs in the country.
05:45
Do we have a lead if these POGOs are in the Philippines and are authorities looking for them?
05:52
Yes, we have.
05:54
Most of them are Chinese and we've got a few who are Malaysian, Malaysian-Chinese.
06:02
We have a lead and we are currently monitoring them.
06:05
We are just developing enough cases to apply for search warrants and mission orders so we can catch them.
06:15
In the next few days or weeks, we might be able to catch all of them.
06:20
Next question from Louisa Erispe.
06:22
Is it possible that these financiers are also part of the POGOs who are funding?
06:30
Yes, yes. They are really POGOs and junket financiers.
06:34
Our evidence against them is solid because we have been monitoring them for a long time.
06:40
I'm sure it's not just four of them. There are others who are with them.
06:44
But so far, we have been monitoring four of them.
06:48
One more question from PTV.
06:51
Earlier, you were inspecting the IGL in Binan, Laguna.
06:56
What happened to the operation?
06:58
We are here now. We are inspecting the new wave technologies.
07:05
This is the IGL that we caught last time, Lin Shun Han.
07:12
When we arrived here, all the possible evidence, including the BPLO of Binan and the POGOs,
07:22
they conducted a regulatory visit and an inspection visit.
07:27
We were just with them. We just came here.
07:34
What's saddening is when we looked at the areas, all the computers and hard drives are gone.
07:41
It means that the evidence of their illegal activities is gone and we can't get anything.
07:50
Okay, sir. Message to our countrymen, especially to the POGOs who are still involved.
07:58
To the POGOs, wherever you are, we will catch you.
08:01
Unfortunately, they don't understand because they are insects.
08:05
But with regards to the community, if you see activities like this, many foreign nationals, not tourists,
08:15
inform your local government units, PNP and NBI.
08:22
To the owners of properties, apartments, condos, buildings, commercial facilities and so on,
08:29
please make sure that you do your due diligence.
08:32
If we were able to prove that you allowed your facilities to be used for illegal activities,
08:38
we will lock you up. We will file a civil forfeiture to get your properties from the government.
08:45
All right. Sir, I have a follow-up question.
08:48
How is the news that the Filipinos are taking over the POGOs?
08:52
Do you have a message for them?
08:55
It is necessary for the POGOs. There are Filipinos who are taking over some scanning operations.
09:00
We have seen some small groups that are operated by NBI, ACG, CIDG.
09:09
We have been waiting for a long time.
09:11
Maybe the time has come for them to become too smart.
09:14
Even the trickery, they can take over from the Chinese.
09:19
Okay. Thank you very much for your time.
09:21
Dr. Winston Casio will now speak on behalf of the Presidential Anti-Organized Crime Commission.
