When did President Marcos Jr. pass the Self-Reliant Defense Posture Revitalization Act?

What is the main objective of this law?

Sir, the main objective of this is to revitalize our local defense economy, so to speak.

So, by the term itself, self-reliant defense posture,

we have what we call a defense economy.

So, those are the armaments, everything from uniforms to everything that our defense industry,

our defense personnel actually use.

This is a very big thing.

If we have self-reliance, we can make use of what we have in our own country.

I was surprised earlier when I was talking to you that most of our equipment,

even the uniforms that I would think are made in our country, are imported.

Yes, ma'am, but we have a very good textile industry also here in the Philippines.

We also have a very good shoe industry in Marikina.

We have that.

Used to be, we have the ang tibay shoes that were used by the soldiers.

So, it's really very good to note that this law can bring those back eventually.

Yes, that's a great prospect, and we're really looking forward to that

so that we can use our own, our own textiles.

I think they're developing the PTRI.

It's developing a textile specifically for the military.

So, we're looking at all of this, and this bill is a very good step in the right direction,

and it's a very welcome thing that happened for the Armed Forces of the Philippines.

And not just that, it's not just the uniforms and everything,

but we're also looking at armaments, equipment, and the contemporary new challenges that we're facing.

So now, our warfare has changed from kinetic to non-kinetic,

or what we say as unconventional warfare.

So, here's the use of technology, cyber security, electronic warfare, all of that is included.

I'm just curious, where do we usually get, let's say, ammunition or arms

that are not made in the Philippines?

We source from different countries.

Every time we have modernization projects,

we have a technical working group who does research on what's the best to be procured by the Philippines.

So, with this law, complementing it, sir, ma'am,

what it complements is the comprehensive archipelagic defense concept.

So, this law will complement that, as well as the modernization project,

the program of the Armed Forces of the Philippines.

So, these are all connected to one another.

Will we be able to make our own arms?

Over and above that, even the assembly or the production,

where our strengths are, we will leverage on that.

So, what are the specific areas that this law prioritizes

to strengthen our national defense industry?

And what is the long-term effect of this?

This will be a partnership with the government,

non-government, our private sector,

and, of course, the academe.

So, from research and development down to what are our strengths here in the country,

we will make use of that.

So, if we have a production line that is available,

then we'll make use of that.

Or if not, we'll just import minimally.

At least, even in the assembly, we can do it here.

How will this law help strengthen the Armed Forces of the Philippines?

As I said, it will complement the comprehensive archipelagic defense concept.

So, it's all-encompassing in terms of what it will help.

Over and above that, it will also help our industries,

local industries, to be part of national security as well.

the strength of this law will help the economy of our country.

It will create more jobs.

And, of course, the defense economy will help the economy of the nation as a whole.

How many soldiers do you have now?

Roughly, ma'am, we are around 100,000 plus.

Plus, of course, we have the reservists,

numbering to millions.

So, it's really a big thing.

When we see it in other countries,

the portion of GDP is big.

That is really part of what we call the defense economy.

It's not the expense, but the income.

They also have our government arsenal.

The materials that we have here within the Philippines are very robust.

We are very, very rich in resources.

the Filipinos, inherently, we are very innovative

and our countrymen really have a lot of skill sets.

So, we want to make use of that,

and of course, in joining them to be part of national security in this aspect.

the Philippine Tropical Fabric, PTRI, Research Institute.

And other things that you need for the AFP.

the universities, because they do a lot of research.

Okay. What are the challenges that the armed forces may face

in their transition to a more self-reliant defense posture?

And what will this help in national security,

aside from our military capabilities?

Of course, there will always be challenges

because wherever there's change that's happening,

there's always going to be transition.

So, we intend to overcome this by, of course,

having the right partners in this,

doing a lot of research for all of these things.

But, historically, we have proven that

we can produce internally different kinds of equipment

for our armed forces.

So, we have equipment that we make.

Even inside the armed forces,

I have actually a classmate who was able to invent

a robot that will detonate EOD.

So, there's also the danger to human lives

because of that.
