Russian forces enter Toretsk as battles rage in Toretsk Region, Ukraine.
00:11
Hungarian presidency priorities explained by Prime Minister in two-hour-long press conference.
00:20
MEPs have held a debate on the crisis facing the European automotive industry.
00:31
Preparations are underway in Florida as Category 5 Hurricane Milton closes in on the region.
00:47
Russian forces are already in eastern Toretsk.
00:50
Ukrainian military command confirmed saying that the fighting is taking place
00:55
literally at every building entrance.
00:58
The situation near Toretsk has been difficult for months and the clashes on the town's outskirts
01:03
were reported back in August.
01:05
But over the past month Moscow has intensified its focus and its assaults and Russian forces
01:12
have been advancing into Toretsk since late September, wildly using the highly destructive
01:19
guided bombs.
01:21
With a population of over 30,000 before the full-scale invasion, Toretsk has been largely
01:26
destroyed and devastated with most of the buildings shattered.
01:30
And only about 1,600 people staying in town after numerous evacuations.
01:35
If Russian forces manage to capture the town, it would help Moscow obstruct key Ukrainian
01:40
logistics routes connecting the operational rear and the combat zone.
01:45
The situation has also gotten increasingly difficult in eastern Ukraine, the primary
01:51
target of Russia's invasion since the capture of Vuhlydar, which happened less than a week ago.
01:57
Similar to Vuhlydar, Toretsk has been a front-line town for 10 years due to its location close
02:04
to Ukraine's territories seized by Russia in 2014.
02:12
As Israel's airstrikes and ground troops operations continue in Lebanon, Prime Minister Benjamin
02:17
Netanyahu says Israeli forces have taken out the would-be successors of Hezbollah.
02:22
Netanyahu also warned the people of Lebanon to rise up against Hezbollah or face a similar
02:28
fate like Gaza.
02:29
You have an opportunity to save Lebanon before it falls into the abyss of a long war that
02:34
will lead to destruction and suffering like we see in Gaza.
02:38
At least 1,400 Lebanese people have been killed since the fighting escalated three weeks ago.
02:48
According to Viktor Orban, Ukraine cannot win the war and the European Union should
02:53
aim for a ceasefire between Kiev and Moscow.
02:57
The Hungarian Prime Minister is in Strasbourg presenting the priorities of the Hungarian
03:01
Council Presidency to the European Parliament.
03:05
His press conference was interrupted by a member of a Hungarian opposition party.
03:12
He threw fake banknotes on the PM calling him a traitor.
03:19
Orban, who is often criticized for being supportive of Russia, told a room packed with reporters
03:24
that better communication with President Putin was needed to get a ceasefire.
03:29
Quizzed by Euronews, he conceded that in the meantime EU countries could keep up their
03:34
military aid to Ukraine on a national basis.
03:39
Those who think what we are doing as European Union is good and strategically right, let's
03:45
support the Ukrainians.
03:46
Don't disagree with that like Hungary, we don't.
03:50
That belongs to the national government.
03:53
The Hungarian Prime Minister also called for stricter controls to detect migrants at the
03:57
borders and hotspots outside the EU.
04:00
And he doubled down on the request for his country to be exempt from the new EU migration
04:05
policy.
04:09
He also still seems ready to send refugees to Brussels to protest against it.
04:14
We respect the European law, we respect all the regulations, but if somebody who get an
04:23
asylum in Hungary would like to come to Brussels, you know, we are ready to help them.
04:29
Hungary's presidency started in July, but their diplomats have been facing boycotts
04:33
and isolation in the EU institutions from the start.
04:37
OrbΓ‘n's rapporteur for the situation in Hungary believes OrbΓ‘n is actively undermining
04:42
the common European asylum system.
04:47
He uses the rhetoric just, you know, to get more, a stronger position, to blackmail in
04:56
order to get EU funding.
04:59
It's a lot of rhetorics.
05:02
And OrbΓ‘n's biggest prize for the Hungarian presidency?
05:06
To get Romania and Bulgaria fully into the Schengen area, apparently.
05:12
MEPs have held a debate on the state of the automotive industry, as car manufacturers
05:20
across the continent continue to face factory closures brought on by sluggish sales.
05:28
A key focus of the debate was the decline in demand for European electric vehicles,
05:34
a trend that's been exacerbated by rising competition from Chinese manufacturers.
05:40
Car sales in the EU are below the pre-COVID level, while China has become the largest
05:46
market.
05:47
Also, in the third market, the demand has shifted towards zero-emission vehicles.
05:53
We have set a clear framework for transition to zero-emission vehicles with a 100% zero-emission
05:58
cars target by 2035.
06:01
But critics say the EU's 2035 target is impossible to meet, arguing there is not enough funding
06:08
or infrastructure.
06:28
A resolution on the issue will be put to a vote in a future session.
06:41
At the gates of the University of Seville in the south of Spain, a group of students
06:46
begin to gather.
06:48
It is one of the welcome events for Erasmus students who are about to begin classes.
06:52
For many of them, the new course does not begin in classes, instead it begins with
07:05
a tour to get to know the city.
07:16
According to the Erasmus Student Network, Spain has been the country where the most
07:21
Erasmus students with about 150,000 this year alone.
07:26
Madrid is the main destination with nearly 10,000 students, followed by Barcelona, Valencia
07:32
and Seville, chosen this year as one of the destinations best valued by the students.
07:38
Other best valued cities include Porto, Istanbul and Sofia.
07:43
It is a city with which we really anchor the Spanish culture very well and it is also
07:50
relatively cheap for what an Erasmus can afford.
07:53
The cuts in the financing of Erasmus projects could have a repercussion that goes far beyond
07:58
the university environment, especially in the local economies of cities like Seville
08:03
that see every year how the number of Erasmus students increases.
08:07
Thanks to the Erasmus programme, the University of Seville received nearly β¬7 million of
08:12
investments this year.
08:14
An additional β¬10 million could be injected into the economy from the use of services
08:20
in the city catering to over 2,300 students.
08:24
I live in a student residence and I pay β¬700 a month.
08:31
And the food for me is about β¬100 a month.
08:37
A lot of foreign students come and of course they consume too much.
08:41
Thanks to them, thanks to the university, we have a lot of clients here and the business
08:46
is doing very well thanks to what they consume and what they spend.
08:50
MEPs on the EU Parliament Budget Committee have opposed the proposal to cut about β¬295
08:56
million from the Erasmus programme.
08:59
Our association has a clear position on this and obviously we believe that the Erasmus
09:04
scholarship and the possibility of international mobility is available to everyone, whether
09:08
they are from the social class or not.
09:10
Most of the students who travel for the programme are the French, followed by Germans and, in
09:16
the third place, the Spanish.
09:18
This year has seen almost 400,000 fewer participants in the Erasmus programme compared to last
09:25
year, the first time that the numbers have started to fall after the pandemic.
09:35
French truck drivers are blocking a main motorway in Alsace in protest against the potential
09:41
introduction of a heavy goods vehicles tax from 2027.
09:46
The new tax, which comes at a cost of 15 cents per kilometre, aims to reduce transit traffic
09:52
on the A35 motorway, which sees up to 10,000 trucks pass along it each day.
09:59
Many of these lorries use the Alsace motorway to avoid paying the high eco-taxes already
10:04
in place on German motorways.
10:08
Those working in the transit industry say the addition of this new tax would threaten
10:13
the survival of some businesses.
10:29
Local councillors are set to vote on the proposal on the 21st of October.
10:35
Florida is preparing for what could be one of the most destructive storms on record as
10:43
Category 5 Hurricane Milton is forecast to hit the areas of Tampa and St Petersburg.
10:50
Milton brushed the shore of Mexico's Yucatan Peninsula early on Tuesday, knocking down
10:56
power lines, light poles and trees before making its way towards the Florida coast.
11:04
Police have ordered evacuations in Largo, while residents in Venice stock up on sandbags
11:09
to protect their homes.
11:12
President Biden has postponed his planned trips to Germany and Angola and has urged
11:17
people to follow local safety instructions.
11:20
If you're under evacuation orders you should evacuate now, now, now, you should have already
11:26
evacuated. It's a matter of life and death and that's not hyperbole, it's a matter of
11:30
life and death.
11:32
The storm comes less than two weeks after Hurricane Helene devastated the region and
11:38
clean-up efforts continue to clear debris before it can be swept up and hurled by Milton's
11:43
powerful storm surges.
