00:00There's a special place in hell for those who constantly profit on the misery and suffering

00:04of the poor and marginalized.

00:06But before they head to the hot place, government will do its part in pulling quarters and rice

00:11price gougers out of business or out of the reach of their intended victims by way of

00:16a public shaming scheme called blacklisting.

00:18Our Claisel Pardilia tells us more.

00:23The Department of Agriculture may blacklist importers who are overstaying and abandoning

00:28imported rice at the ports.

00:31According to Agriculture Secretary Francisco T. Laurel Jr., this will serve as a warning

00:37against those engaging in such deplorable practices.

00:42The Philippine Ports Authority has raised suspicion that certain consignees are deliberately

00:48withholding rice shipments, waiting for prices to increase before making them available to

00:54the market.

00:55Definitely, we need to blacklist such importers, but of course, we have to really go look at

01:03what happened so that we can really see.

01:07The National Food Authority has assured a sufficient supply of rice in the event of

01:12emergencies or disasters.

01:14An inventory of 3.1 million sacks of rice is expected from the palay or unhusked grains

01:21purchased from farmers.

01:23No worries, we are secure.

01:27To support local farmers amid reports of declining palay prices in some regions of the Philippines,

01:33the NFA will buy palay at fair prices.

01:37Current procurement price for wet palay range from P17 to P23 per kilo, while dry palay

01:44costs between P23 to P30.

01:48If the price drops, we know that we will price it at a better price so that we can

01:54raise the price, so that our farmers won't suffer.

01:58Some farmers' groups are expressing concern about the potential impact of imported rice,

02:04which could drive down palay prices.

02:07If there are a lot of rice being imported locally, and you also include cheap imports

02:13because you lowered the tariff, the result is oversupply.

02:18The supply in the market is too high.

02:21The price of palay will drop even more.

02:24The only reason our prices are going down now is because we really lack in post-harvest

02:32facilities.

02:33That's why when it rains, the palay is wet.

02:38That's where traders can take advantage of lowering their prices, not importation.

02:44Because the amount of importation that we monitor is just enough for the lack of production.

02:53The DA assured continued distribution of rice processing facilities to farm cooperatives.

02:59Additionally, the NFA is providing free access to their drying facilities to assist farmers

03:05enjoying their unhusked grains or palay.
