00:39With the Philippines ranked first in vulnerability to climate change,

00:43Balisacan emphasized the need for significant investment in sustainable projects to enhance economic resilience and create quality jobs.

00:51Balisacan also discussed plans for transition to a low-carbon economy

00:56and the importance of science and innovation in addressing development challenges.

01:02Meanwhile, NEDA Secretary Arsenio Balisacan spoke at the 10th Annual Public Policy Conference

01:08and he emphasized the use of global trends like digitalization and climate action to support the middle class achieve the Ambition Natin 2040 goals.

01:17Balisacan stated the middle class drives economic growth through steady incomes and consumption.

01:22He also pointed out the need for skills training and supportive policies to attract investments and improve infrastructure.

01:29The goal is to achieve upper-middle-income country status by late next year,

01:34focusing on fair transitions and strong governance to ensure everyone's benefits.

01:41Members and pensioners of the Government Service Insurance System or GSIS in Eastern Visayas can apply for emergency loans.

01:49Active members and pensioners from areas declared as calamity zones can apply if they meet certain criteria

01:55such as having a take-home pay of at least Php 5,000 and no pending cases.
