00:04are misusing the tradition in the hearings of the Congress.

00:09Professor Antonio Contreras should not be talking about tradition

00:14when it comes to the budget of the offices of the government,

00:17but accountability.

00:19He also believes in the rule of law

00:23that the tradition of the Congress should be respected and followed

00:27because these are just so-called legal fictions.

00:31He also believes that the decision of the Congress was just right

00:35to revoke the funds of the Office of the President and Office of the Vice President.

00:42Contreras also urged the Congress to use their power

00:48as a strong body of the people

00:51and to apply the law of no-one-is-bothered-and-disciplined.

00:58There is no money and there is no foundation in the legal fictions

01:02to use tradition as a reason

01:05so that the Congress will not do their job of governing the legal fictions
