In October 2023, Ukraine was supposed to hold parliamentary elections and a presidential

But with Russia's full-scale invasion, the voting was legally prohibited.

Around 18% of the country's territory is currently occupied by Russia and millions have been

We do expect organization of even new ministries due to the situation that we have so many

people abroad and we have to have this better communication with them.

So just the Ministry of Foreign Affairs cannot do that.

By the end of 2023, 4.9 million Ukrainians lived abroad because of Russia's invasion
