RM20mil needed to clear a landfill, govt exploring waste-to-energy solutions, says Nga
The Star

7/1/2024
It will cost the government around RM20mil to cover up a landfill, says Nga Kor Ming.
The Housing and Local Government Minister said that the cost to clear a landfill is higher than that for Waste-to-Energy (WTE) plants.

I think in terms of WTE, there are two aspects that need to be addressed.
00:06
Number one is the economics, because we know that WTE, logi-logi, is very expensive,
00:14
and the cost is very high compared to landfills.
00:19
And we know that landfills have various problems.
00:22
So, in terms of tipping fee, WTE is much more expensive than landfills.
00:29
Therefore, the garbage collectors are reluctant to send it to WTE.
00:35
So, the second question is, the people are still in doubt.
00:40
So, how can the government assure the people that this is a safe system to use for the welfare of the people?
00:50
Thank you.
00:52
Thank you, Honourable Bayan Baru, for asking a very different question.
00:57
Firstly, in terms of the WTE model, the cost is indeed higher,
01:03
but in terms of our comparison with the nature conservation class,
01:07
for your information, a landfill can accommodate tens of thousands of acres of land,
01:17
and an area of about 5 to 10 kilometres cannot be built because there is a large-scale landfill.
01:26
Therefore, this is a balance between the nature conservation class and the financial model.
01:33
With the modernization of the WTE technology, which is very advanced today,
01:39
we will adopt a technology that has a track record and is proven to be effective
01:45
before it is used on our beloved land.
01:50
Therefore, we will continue to give awareness to the public
01:56
so that they can support the government's efforts to protect the nature conservation class
02:05
and ensure that there is no pollution due to the smell of dirt,
02:09
or the smell of soil gas that is released from the landfill.
02:15
The cost of a landfill is actually quite high.
02:17
If we want to close down a landfill,
02:20
the cost of 20 million ringgit is usually imposed.
02:23
This is indeed a big source of government funding.
02:27
Therefore, the KPKT will continue to look for the best model
02:31
so that its implementation is effective and provides the best return to the country.
02:37
Thank you.
02:38
Mr. Anton.
02:39
Thank you, Madam Deputy Speaker.
02:42
Mr. Minister, are there any studies compared to countries that have high capacity
02:49
of Waste-to-Energy, as well as the development of waste management industries
02:55
such as Japan, Germany, France, and take into account the risk of operation,
03:02
such as the problem of completely wet landfill,
03:08
as well as the reduction of the release of hazardous gas and chemicals,
03:12
or the leakage of contaminated liquids?
03:15
Does the Ministry also have a special plan for the development of integrated solid waste management centres
03:22
throughout the country for waste management,
03:25
such as composting lodgings and building waste processing?
03:32
And has the Ministry studied the need to expand the central composting centres
03:39
by encouraging the community to collect kitchen waste before it is sent to the centre
03:44
to be used as composting waste or to collect food waste
03:49
from restaurant operators to be distributed to community gardens?
03:53
Thank you.
03:55
Thank you, Mr. Kwantan.
03:58
I have two questions.
03:59
First, the Ministry of Environment and Forestry always conducts comprehensive surveys
04:05
to compare with other countries.
04:08
For your information, WTE has been used in the world since the 1980s.
04:15
Compared to our neighbouring countries,
04:17
the islands of Singapore alone have 5 WTEs.
04:21
Vietnam, China, and Europe,
04:24
WTEs have been proven to be effective in generating renewable energy.
04:29
Therefore, even though we started Malaysia later,
04:33
with your permission, this may be a blessing in disguise
04:36
because we can learn from the mistakes of other countries in the past.
04:41
We will adopt the latest technology model,
04:45
based on the principle of zero waste, zero toxic, zero landfill.
04:50
That is the foundation of the government.
04:52
Second, regarding our recycling centre,
05:00
for your information,
05:02
this year, WTE will have 100 dry-thru recycling centres
05:08
where users can collect waste paper or the used cooking oil,
05:15
enter the shopping mall,
05:16
drop it off, send it back, and pay in cash.
05:19
In line with our principle, from cash to trash.
05:22
This model has been proven to be effective in Kedah,
05:26
where we have built an AlloStar.
05:28
We will expand it so that all city centres,
05:33
especially shopping malls,
05:36
will have dry-thru recycling centres.
05:39
And the efforts of those who respect us,
05:41
help us to give awareness to the public,
05:45
are indeed being promoted.
05:47
To increase the state of our country,
05:51
from 33% to 40% by 2025.
05:57
Now, this effort to protect our fertile land,
06:02
we will always support and support together.
06:05
For the sake of our beloved citizens.
06:08
Thank you.
06:15
Thank you.
06:16
Thank you.
