00:00 Well that's a cumulative effect of 21 years of some embassies thinking that a congestion charge
00:07 which is a charge you pay for a service is a tax. Now listen it's beyond my pay grad to
00:12 renegotiate conventions that are discussed overseas and stuff and the interpretation.
00:17 What I'm hoping is that those embassies that aren't currently paying the congestion charge
00:22 will look at the example of those that are and understand that's the interpretation that TfL
00:26 apply. We're going to carry on speaking to the embassies TfL you know TfL will also speak to
00:31 the government. A former mayor when he was mayor criticized the Labour government when he became
00:35 the prime minister he said it is you know nothing about it so we're going to carry on speaking to
00:39 the government but also speaking to the embassies to persuade them to pay the charge. Do you think
00:43 there's any serious possibility of the issue reaching the International Court of Justice
00:47 that is something TfL have talked about? I've not seen any plans for us to bring a case to the ICJ.
