00:33 Once an order is made, the police and others authorised by Liverpool Council would have powers to issue a fixed penalty notice for such breaches.
00:42 The proposed order would be effective for a period of three years and will allow officials to deal with breaches through fixed penalty notices.
00:49 This will be reviewed monthly with a formal assessment after three, then six months.
