00:13 morning's hearing. Thank you to our subcommittee members that are here and
00:20 to Secretary Raimondo for being here with us as well. The Department of
00:26 Commerce's fiscal year 25 budget request totals 11.4 billion, which is 654
00:36 million or a 6% increase over the fiscal year 24 enacted level. This includes
00:51 initiatives related to bolstering trade enforcement, innovations in
00:57 manufacturing technology, economic development, and many others. All
01:03 initiatives that are vital to American prosperity. I'm pleased to see increases
01:11 requested for workforce development initiatives and strengthening supply
01:17 chain security. The Department of Commerce's mission to spur economic
01:23 growth and opportunities for all Americans grows more and more important
01:28 every day. We're facing foreign economic influences and challenges that can only
01:37 be halted by prioritizing domestic competition and American labor. From
01:46 outbound investment strategies to improving industrial standards, the
01:51 Department of Commerce is on the front line in our fight to combat China
01:57 economically. Through hearings like this one and a close examination of the
02:04 budget priorities that you submitted, I along with my colleagues will ensure the
02:10 Department of Commerce uses all the tools and resources to take on China
02:16 directly. Beyond international matters, the Commerce Department plays a
02:23 significant role in economic expansion and prosperity within our nation's
02:30 borders. My district is in the heart of Appalachia in southeastern Kentucky. I've
02:36 witnessed the distress caused by the downturn of the coal mining industry. I've
02:44 seen firsthand the great things that can happen when we empower small and rural
02:51 communities through job creation and economic opportunity. The Economic
02:58 Development Administration and its assistance programs encourage
03:03 innovation by providing competitive incentives for job creation in
03:09 struggling communities. This year's budget also proposes investments in
03:17 newer programs such as the Recompete pilot program and the Regional
03:24 Technology and Innovation Hub program. Both programs aim to create sustainable
03:33 innovations to train the next generation workforce. It's no secret the American
03:40 economy was and continues to be built on ingenuity, taking smart and calculated
03:47 risks. The federal government and particularly the Department of Commerce
03:52 should not stand in the way of hard-working Americans. I look forward to
03:59 hearing about how this year's budget request prioritizes American innovation
04:06 and competitiveness.
