00:20In England and Wales, police can search a personal vehicle under Section 1 powers if

00:23they have reasonable grounds to suspect the person of carrying illegal drugs, a weapon,

00:28something stolen or something they could use to commit crime, like a crowbar. But some

00:32stop and searches can be carried out without reasonable grounds to suspect crime has or

00:36will be committed, known as Section 60 powers. Campaigners argue this means certain groups

00:42are often unfairly targeted. Government statistics suggest black people are seven times more

00:47likely to be stopped and searched compared with white people. In April 2022, the Independent

00:52Office for Police Conduct made 18 recommendations to police forces to address its disproportionate

00:58use on people from black, Asian and other ethnic minority backgrounds. What do you
