Passenger restrictions for new drivers is one of the measures being proposed by The AA who are calling for ‘Graduated Driving Licences’ to try to reduce the number of young people killed on the roads.

00:45 So they've actually got that in place now.
00:47 And to become a good, experienced driver, you've got to put the time and the effort in.
00:52 There are some undesirables at the minute who, yeah, should never have been given a licence.
