Transport Ministry develops high-speed system to detect overweight lorries

A high-speed weighing-in-motion system is in the final phase of development to tackle the issue of overweight lorries, says Datuk Hasbi Habibollah.

The Deputy Transport Minister said in Dewan Rakyat on Wednesday (Mar 13) that the system is developed jointly with the Works Ministry and would detect and track overloaded heavy vehicles on public roads.

00:46 In relation to the speed limiter, the Ministry's initiative to address the issue of high-speed
01:02 involves the procurement of goods, vehicles and buses.
01:09 The Ministry has required the installation of a vehicle speed limiter device for each new model of high-speed vehicles
01:20 since 2015.
01:25 This requirement is enforced by the JPCR through the vehicle type approval procedure,
01:35 i.e. VTA for each new model of high-speed vehicles since 1 January 2015.
01:42 We also request to have a compliance with the UN Regulation R89,
01:50 with the permission of Vehicles with Regards to Limitation of their Maximum Speed Speed Limitation Devices
01:57 and Adjustable Speed Limitation Devices, which have been implemented under the 9A Regulation,
02:04 the Motor Vehicle Regulations, i.e. the 1959 Development and Use Regulations.
02:10 So, in Malaysia, the vehicles that are required are only under a few categories,
02:17 i.e. the M2, M3, N2 and N3 categories.
02:22 The M2 is a vehicle that is used to transport passengers.
02:32 The M3 is a vehicle that is used to transport passengers in a number of seats,
02:38 which is more than 8 seats, including the driver's seat and a vehicle weight of more than 5,000 kg.
02:45 The M2 is less than 5,000 kg.
02:51 The N2 is a vehicle that is used to transport goods that weigh more than 3,500 kg,
02:57 but not more than 12,000 kg.
03:00 The N3 is a vehicle that is used to transport goods that weigh more than 12,000 kg.
03:06 So, the basic regulation of the UN Regulation R89 is not applicable
03:15 to any new model buses that are installed locally
03:20 or complete knockdown or what we usually call CKD,
03:25 as well as any vehicles that are in the status of being rebuilt or rebuilt with design.
03:31 Whereas, any new model buses that are in the status of new imported vehicles
03:37 or complete build-up, CBU,
03:40 and all new models for the category of goods vehicles,
03:44 including CBU or CKD, are required to comply with the UN Regulation R89.
03:53 So, we are already in the process of strengthening the category.
