Dr. Greg Fong (任達華 Simon Yam Tat-wah) invents a super steroid (SS160) in England that cures practically all ailments and afflictions (including impotence and idiocy) and makes people superhuman. However, his fascination with the super drug causes him to become mentally disturbed.
Fong returns to Hong Kong with his new wonder medication and begins working with old buddy Dr. Mike Chow 鄭浩南 Mark Cheng Ho-nam). Mike (who sells black market kidneys) then drugs and rapes Fong's lover, Vivian (陈英丽 Joey Tan Eng Li), who falls for him in return.
Fong sees the affair as a good excuse to conduct some human medical experiments on Dr. Chow and a slew of other patients, most notably police officer Chan Sum (李燦森 Sam Lee Chan-sam), who begins the experiments.
