A year on from South Australia's devastating floods, the biggest council on the River Murray is warning that hard decisions will have to be made on a long list of unfinished infrastructure repairs. The Mid Murray Council was already in financial trouble, but the natural disaster now means millions of dollars of work could be left to rot.
