00:02 Okay, let's move on to North Carolina.
00:04 We got a start date for sports betting here in 2024.
00:08 And now it looks like we have a delay date.
00:10 The state of North Carolina in 2024.
00:14 What's the latest Pat?
00:15 - Yeah, so yesterday the Sports Advisory Committee met
00:18 just to do some procedural rule approvals.
00:21 There'll be one set of rules that's voted on tomorrow
00:24 by the full lottery commission.
00:27 But the committee is also working
00:28 on a second more detailed set of rules.
00:31 They've got a bunch of other things they need to get done
00:34 before a potential launch.
00:36 Now in the law that was signed back in June,
00:40 they are required to start
00:41 between January 8th and June 14th.
00:44 Yesterday, the director of sports betting in North Carolina
00:49 said that's not gonna happen.
00:50 We're not gonna launch on January 8th.
00:52 And then he kind of laid out what else needs to be done.
00:56 Of course, they need to put out applications
00:57 and receive applications from operators.
00:59 They need to vet the operators
01:02 and do all that investigation.
01:03 Plus they need to finalize the rule set
01:05 that is still out there.
01:08 So there is a plenty of uphill to go
01:12 before you can launch in North Carolina.
01:13 So I would, if I'm a prognosticator on this,
01:18 I would say March Madness is probably a good time.
01:21 You're still ahead of the June launch deadline,
01:26 you're still capturing,
01:27 as we've talked about before on the show,
01:28 a giant piece of that,
01:30 especially for a state like North Carolina
01:34 with Duke and North Carolina
01:35 and all those other schools that are in that big state.
01:39 So early January, not gonna happen.
01:43 You've got regulators saying we'd have to meet daily
01:46 between now and then to make that happen.
01:48 They're not meeting again
01:49 till December 6th, this committee.
01:51 So that's a big chunk of days
01:53 that they're not meeting daily.
01:55 So January 8th is out of this question,
01:58 but we'll see.
01:59 A big part of yesterday,
02:00 the biggest part of yesterday besides the launch news
02:03 or lack thereof,
02:08 was that they removed the DFS ban on PICM contests,
02:13 which was announced and probably the biggest news
02:16 when these initial draft of rules came out,
02:19 because that is of course a giant topic
02:21 across the nation right now.
02:23 They didn't remove it permanently.
02:24 They said, we'll return to this,
02:25 but there was a lot of feedback to say,
02:27 we don't want that rule.
02:29 So they kind of took it out to streamline the process
02:32 and get launched sooner,
02:33 and they'll return to that issue later
02:35 and keep an eye on it until then.
02:37 So that was an interesting tidbit yesterday,
02:39 along with the launch delay, I suppose.
