03:21 The 78-year-old politician and former president of the Catalan Popular Party was shot in the

03:30 The emergency services reported he had a gunshot wound to the jaw area with an entry and exit

03:36 hole.

03:37 The alleged perpetrator, who was traveling on a motorbike and wearing a helmet, fled

03:40 the scene.

03:41 He`s being tracked down by police.

03:44 Vidal Cuadras is one of the founding members of the far right party Vox, currently the

03:48 third largest force in the lower house of Spanish parliament.

04:01 After months of deadlock following Spain`s elections, Prime Minister Pedro Sanchez is

04:05 closer than ever to having a new government.

04:09 It will come after long weeks of negotiations with former Catalan President Carles Puigdemont,

04:14 who fled to Belgium in 2017 after an illegal independence referendum.

04:19 The seven seats of Puigdemont`s party are key for Sanchez`s re-election.

04:24 And on Thursday, an agreement was signed between the two parties in Brussels.

04:27 We`re entering an unprecedented stage.

04:30 A stage that will need to be explored and exploited.

04:42 The capacity that we have to learn the tools that we have agreed.

04:47 And in which we have not set any other limit than the will of the people of Catalonia.

04:54 But the support of Puigdemont`s Catalan separatist party is highly controversial.

04:59 Sanchez`s socialist party has agreed to approve an amnesty law for those related to the independence

05:04 movement between 2012 and 2023 in exchange for their support.

08:55 As governments throughout the world race to regulate artificial intelligence, focus on

09:00 international cooperation, particularly with China, is intensifying.

09:04 It was a key topic at Euronews` international AI summit in Brussels this week, with many

09:09 people saying it could prove difficult to cooperate with Beijing on AI standards.

09:15 "I think it's fair to say that the geopolitical reality is not very conducive to deep, meaningful

09:22 cooperation.

09:23 There is a very much escalating tech war between the U.S. and China.

09:29 There is tremendous race for technological supremacy.

09:32 There is concern who is the economic power, the technological power, the geopolitical

09:38 power.

09:39 And there is also vast ideological differences.

09:41 So it is hard to see the U.S. and the EU to agree with China in particularly meaningful

09:47 substantive rules around AI."

09:50 The explosion of interest in artificial intelligence could not have come at a more awkward time,

09:55 given the global effort needed to work together on setting safety standards.

09:59 But there is some hope amid all the geopolitical tension.

10:03 Last week saw the historic Bletchley Declaration in the U.K., where the U.S. and China both

10:08 signed an agreement on AI safety.

10:12 There's also optimism in the business-to-business area.

10:15 "I'm very optimistic when it comes to what can be done between companies, between engineers.

10:22 Chinese companies are already playing a really active role.

10:25 As long as these conversations can continue and even maybe be facilitated by governments,

10:30 despite the geopolitical tensions, I think there will be progress going forward."

10:35 And for the MEP leading the charge on the EU's AI Act, cooperation with China on the

10:40 technology should for now be secondary.

10:43 First the collective West needs to get its own house in order.

10:46 "Because it is the same when addressing governance at a global stage, when addressing standards

10:51 at a global stage, there is an inevitable dialogue with China.

10:55 But what I've always said is that first and foremost we have to make sure that we are

10:58 first aligned.

10:59 Us, the democracies that understand technology in the same way and its role in society, we

11:04 have to first get ourselves as convergent as we can, as aligned as we can, and then

11:10 have a proper conversation with China to make sure that we can address as many as the other,

11:15 let's say, bigger risks, including geopolitical risks, in a framework that also includes governance."

11:22 Next week could see another historic moment in the West's cooperation with Beijing.

11:26 U.S. President Joe Biden will likely meet with Chinese leader Xi Jinping, which could

11:30 lay the groundwork for future cooperation on artificial intelligence.
