The U.S. says Israel has agreed to a daily four-hour humanitarian pause in war-ravaged
00:05
Gaza, but maintains a ceasefire is not on the horizon.
00:10
Spanish far-right politician Alejo Vidal-Cuadras has been taken to hospital after he was shot
00:14
in the face.
00:15
This comes amid rising tensions as the country tries to form government.
00:20
Spain`s Prime Minister Pedro Sanchez reaches an agreement on amnesty for Catalan separatists
00:25
in return for their support to form a new government.
00:33
At the beginning of November 2022, Kherson was recaptured by defending troops in the
00:38
south of Ukraine.
00:41
One year on, it is still subjected to Russian airstrikes.
00:46
On Thursday, at least one civilian died and three were injured after a residential building
00:50
was hit in Ostrov on the west bank of the Dnipro River, north of Crimea.
00:55
For residents like eight-year-old Anastasia, even the daily trip to school is dangerous.
01:00
I`m afraid sometimes.
01:02
If it`s loud outside, I want to go home.
01:08
So, I`m not going out.
01:11
I can only go for a walk with my friend.
01:16
I can`t go out like this.
01:23
Many children have already left Kherson, benefiting from a protection program set up by the Ukrainian
01:28
government.
01:29
But not all families are coping with the separation.
01:34
This woman says her youngest grandson was killed in a missile strike.
01:37
He was six years old.
01:39
After such a tragedy, we all could not...
01:46
Another son left me when I was a child.
01:49
My father left, my daughter left.
01:51
I have four daughters who are fighting, and my fifth son is in captivity.
01:54
On the 9th of November last year, Russian Defense Minister Sergei Shoygu announced the withdrawal
01:58
of Russian forces from Kherson, one of the four regions the Kremlin unilaterally annexed
02:03
the previous month.
02:04
Two days later, Ukrainian forces entered the city and announced its liberation.
02:16
Israeli forces are fighting Hamas militants in the north of the Gaza Strip, supporting
02:20
the Institute for the Study of War`s previous assessment that Hamas is waiting its main
02:24
effort in the Gaza City rather than the northern Gaza Strip.
02:30
The think tank adds this is consistent with Hamas` intent to fight, quote, long war to
02:35
force Israel into ceasefire.
02:37
The IDF said in a statement that its soldiers took control of a Hamas military stronghold
02:41
in northern Gaza while continuing the clearing operations in Beit Hanun in the northeast
02:49
and operations around al-Sheti refugee camp here in this area.
02:54
According to Reuters, Gaza residents said that Israeli troops are inching their way
02:59
closer to al-Shifa hospital, Gaza`s biggest health facility, where Israel believes Hamas
03:07
has a command center.
03:13
Far right politician Alejo Vidal Cuadras has been shot amid tensions in Spain over negotiations
03:19
for a left-wing government.
03:21
The 78-year-old politician and former president of the Catalan Popular Party was shot in the
03:26
face and taken to hospital in a conscious state.
03:30
The emergency services reported he had a gunshot wound to the jaw area with an entry and exit
03:36
hole.
03:37
The alleged perpetrator, who was traveling on a motorbike and wearing a helmet, fled
03:40
the scene.
03:41
He`s being tracked down by police.
03:44
Vidal Cuadras is one of the founding members of the far right party Vox, currently the
03:48
third largest force in the lower house of Spanish parliament.
04:01
After months of deadlock following Spain`s elections, Prime Minister Pedro Sanchez is
04:05
closer than ever to having a new government.
04:09
It will come after long weeks of negotiations with former Catalan President Carles Puigdemont,
04:14
who fled to Belgium in 2017 after an illegal independence referendum.
04:19
The seven seats of Puigdemont`s party are key for Sanchez`s re-election.
04:24
And on Thursday, an agreement was signed between the two parties in Brussels.
04:27
We`re entering an unprecedented stage.
04:30
A stage that will need to be explored and exploited.
04:35
A stage that will depend on us a lot.
04:42
The capacity that we have to learn the tools that we have agreed.
04:47
And in which we have not set any other limit than the will of the people of Catalonia.
04:54
But the support of Puigdemont`s Catalan separatist party is highly controversial.
04:59
Sanchez`s socialist party has agreed to approve an amnesty law for those related to the independence
05:04
movement between 2012 and 2023 in exchange for their support.
05:09
In particular, those who participated in the 2017 independence referendum and the protests
05:14
after it.
05:15
An agreement that constitutes a historic opportunity to resolve a conflict that can and should
05:21
be resolved only from politics.
05:24
Only from negotiation should the disagreements be resolved.
05:29
An agreement between two formations that have deep discrepancies.
05:33
The details of the amnesty law and its scope are still unknown.
05:36
But it`s already sparked violent protests in Spain, as well as some doubts in the European
05:41
Commission.
05:42
The European Commissioner for Justice Didier Renders sent a letter Wednesday to the government
05:47
of Spain demanding more information on the agreement.
06:00
At the beginning of November 2022, Kherson was recaptured by defending troops in the
06:04
south of Ukraine.
06:08
One year on, it is still subjected to Russian airstrikes.
06:12
On Thursday, at least one civilian died and three were injured after a residential building
06:16
was hit in Ostrov on the west bank of the Dnipro River, north of Crimea.
06:22
For residents like eight-year-old Anastasia, even the daily trip to school is dangerous.
06:26
Many
06:49
children have already left Kherson, benefiting from a protection program set up by the Ukrainian
06:54
government.
06:55
But not all families are coping with the separation.
07:00
This woman says her youngest grandson was killed in a missile strike.
07:03
He was six years old.
07:20
On the 9th of November last year, Russian Defense Minister Sergei Shoygu announced the withdrawal
07:24
of Russian forces from Kherson, one of the four regions the Kremlin unilaterally annexed
07:29
the previous month.
07:31
Two days later, Ukrainian forces entered the city and announced its liberation.
07:38
More than 20,000 Ukrainian truck drivers are stuck at the Polish border.
07:43
Polish truckers have been blocking the border since the beginning of the week, saying they
07:47
are losing business opportunities since the EU waived a system of permits for Ukrainian
07:52
transport companies to enter the block.
07:55
Polish companies say the move has caused an influx of Ukrainian competitors in the area.
08:00
"We have food at home.
08:03
We can cook something, but we don't have anything.
08:07
You see, there is no water, no toilet, nothing.
08:11
We are going to the border, we will ask if the Poles are coming.
08:16
Maybe they will pay us.
08:19
They will pay us taxes, they will feed our families.
08:24
Maybe they have some information."
08:31
Protesters say the government is not proposing anything to solve the ongoing dispute, and
08:36
organizers have indicated they will be able to continue their action until at least the
08:40
end of the year.
08:42
Local Polish police said the waiting time to cross the border is around 160 hours, but
08:47
Ukrainian truckers say they are running out of food and water.
08:55
As governments throughout the world race to regulate artificial intelligence, focus on
09:00
international cooperation, particularly with China, is intensifying.
09:04
It was a key topic at Euronews` international AI summit in Brussels this week, with many
09:09
people saying it could prove difficult to cooperate with Beijing on AI standards.
09:15
"I think it's fair to say that the geopolitical reality is not very conducive to deep, meaningful
09:22
cooperation.
09:23
There is a very much escalating tech war between the U.S. and China.
09:29
There is tremendous race for technological supremacy.
09:32
There is concern who is the economic power, the technological power, the geopolitical
09:38
power.
09:39
And there is also vast ideological differences.
09:41
So it is hard to see the U.S. and the EU to agree with China in particularly meaningful
09:47
substantive rules around AI."
09:50
The explosion of interest in artificial intelligence could not have come at a more awkward time,
09:55
given the global effort needed to work together on setting safety standards.
09:59
But there is some hope amid all the geopolitical tension.
10:03
Last week saw the historic Bletchley Declaration in the U.K., where the U.S. and China both
10:08
signed an agreement on AI safety.
10:12
There's also optimism in the business-to-business area.
10:15
"I'm very optimistic when it comes to what can be done between companies, between engineers.
10:22
Chinese companies are already playing a really active role.
10:25
As long as these conversations can continue and even maybe be facilitated by governments,
10:30
despite the geopolitical tensions, I think there will be progress going forward."
10:35
And for the MEP leading the charge on the EU's AI Act, cooperation with China on the
10:40
technology should for now be secondary.
10:43
First the collective West needs to get its own house in order.
10:46
"Because it is the same when addressing governance at a global stage, when addressing standards
10:51
at a global stage, there is an inevitable dialogue with China.
10:55
But what I've always said is that first and foremost we have to make sure that we are
10:58
first aligned.
10:59
Us, the democracies that understand technology in the same way and its role in society, we
11:04
have to first get ourselves as convergent as we can, as aligned as we can, and then
11:10
have a proper conversation with China to make sure that we can address as many as the other,
11:15
let's say, bigger risks, including geopolitical risks, in a framework that also includes governance."
11:22
Next week could see another historic moment in the West's cooperation with Beijing.
11:26
U.S. President Joe Biden will likely meet with Chinese leader Xi Jinping, which could
11:30
lay the groundwork for future cooperation on artificial intelligence.
11:34
This is the Pitcher Zero News.
11:35
Blessings.
