Open payment is a global trend that has been implemented in public transport systems
00:06
in London, Sydney, Singapore and other major cities.
00:10
In terms of promoting public transport,
00:14
open payment not only facilitates daily use,
00:18
but also gives incentives to visitors from within or outside the country to choose public transport.
00:25
For example, a visitor from the UK who has just arrived in the city centre of Kuala Lumpur
00:30
can board the LRT train by issuing a credit card
00:33
and touching the payment machine at the entry gate of the LRT station
00:37
without having to pay a Rapid KL token with cash or buy a Touch & Go card at the counter.
00:43
Since early 2023,
00:44
the company has begun planning the implementation of open payment systems,
00:49
starting with the rail service network in Lembah Klang.
00:52
The company is now finalising the implementation plan
00:55
for the Rapid Rail network that includes the Kranajaya MRT,
00:59
Ampang MRT, Kajang MRT, Petrajaya MRT and Monorail.
01:05
This new system will introduce the use of MyDebit and Card Credit
01:09
as an additional payment mode in the gantry,
01:12
in addition to the existing payment method using Touch & Go cards or tokens.
01:16
Design and development work is expected to begin in March 2024.
01:21
The company will take a 11-month period,
01:24
that is until February 2025,
01:26
to prepare 50% of the gantry at each station
01:30
to accept the open payment method.
01:32
By August 2025, all gantries at each station will be ready.
01:38
If necessary, this system will continue to be developed
01:41
by enabling the use of other payment modes,
01:43
such as QR code, in the next phase of implementation.
01:47
In addition, for the entire range of KTMB commuter trains in Lembah Klang,
01:54
the lift of the Ticket or Automatic Fare Collection system is now almost complete.
01:59
Starting in mid-November 2023,
02:02
KTMB users can enjoy new facilities,
02:04
where all 57 KTMB commuter stations in Lembah Klang
02:08
are equipped with a gantry payment system
02:11
that supports the open payment method,
02:13
including credit cards, debit cards, Touch & Go and QR code,
02:17
through the KTMB mobile application or KITS.
02:21
The total cost of the project is 29 million rupiahs.
02:25
That's all. Thank you.
02:26
I invite Mr. Soebang.
02:28
Thank you, Mr. Speaker. Thank you, Minister.
02:30
Minister, I do support this open payment system
02:33
because it is convenient and good for the people.
02:36
But as far as I know,
02:37
this open payment system is not yet beneficial in terms of discount
02:41
if you use a credit card to pay for the toll.
02:45
I read about that on the Ministry's website.
02:48
So I want to ask,
02:51
what steps will the government take to ensure that if we use this credit card,
02:54
this open payment system,
02:56
it can automatically give discounts?
02:58
I know there are many programs,
03:01
the Minister has explained that there are many systems.
03:04
I want to know what steps we will take
03:05
so that we can encourage public transport users to use our tolls.
03:11
Thank you.
03:12
Mr. Speaker, first of all, for Mr. Soebang,
03:19
I cannot answer for the tolls
03:21
because it is under the Ministry of Employment.
03:25
If there is a discount given to toll users
03:27
who use the open payment system,
03:30
that is something that must be decided by the Ministry of Employment
03:34
through the Malaysian Tax Administration.
03:36
Secondly, in terms of public transport,
03:40
we have a system or a discount that is good enough for public transport users,
03:46
which is our My50.
03:48
A monthly card that provides public transport services
03:53
without a discount to any public transport users
03:56
for 30 days.
03:58
For 30 days, for only RM50.
04:01
The government has committed to continue this program for the next year.
04:06
For me, this is enough to cover the cost,
04:09
it is cheap enough.
04:11
I dare say that this is among the cheapest passports in the world.
04:16
Not just in Malaysia, but in the world.
04:19
RM50, not even RM2 a day
04:22
for us to use any public transport mode.
04:25
This is something that I hope we can expand,
04:27
we can promote it properly.
04:30
In Subang, there are many public transport services,
04:34
I hope that you can help to promote My50.
04:38
Thank you.
04:39
- Right, Vice Chair. - Vice Chair.
04:41
Thank you, Mr. Chair.
04:44
My question is,
04:45
how far is the monitoring or improvement
04:50
in the way of operating the special costs for women,
04:55
the allocation of the women's costs for MRT Kajang.
05:01
And is there a plan,
05:03
is there a budget,
05:05
and what is the government's plan to increase the number of women's costs
05:10
due to the increasing number of users among them every day?
05:15
That's all, thank you.
05:16
- Thank you, Minister. - Thank you.
05:19
I feel that the government is also supporting this effort
05:23
to introduce women's costs for MRT.
05:26
First, we are now in a time where we are still struggling,
05:31
we are still overkill,
05:33
and we have placed officers or police officers
05:39
in stations to ensure that in the gantry,
05:44
for the women's costs, only women passengers are allowed to enter.
05:48
And we also sometimes have members
05:53
who if they see a male passenger in the women's costs,
05:56
we give a warning and so on.
05:58
So far, there is no rule yet
06:02
for us to punish or give a punishment.
06:06
But more importantly, we give a warning and also a warning.
06:10
And I think in terms of compliance, it is also very high.
06:14
Because many passengers,
06:15
when they know that it is a women's cost,
06:17
they will leave the cost.
06:20
In terms of the increase in the number,
06:22
so far we feel that we need to see first
06:25
how we can ensure that our services can run well.
06:30
Because first, for women, for women passengers,
06:34
women's costs are one option.
06:36
But they can also enter other costs,
06:38
if it is too difficult.
06:40
But we also need to have a balance.
06:42
Then we only add the women's costs
06:46
and it will also reduce the costs for male passengers.
06:49
So that will solve the problem.
06:52
From the four costs now,
06:54
one cost is allocated for women's costs.
06:56
And we see the effect first.
06:59
Thank you.
