The application for new foreign workers for barbershops, textile and goldsmith stores will begin on Oct 10, says Human Resources Minister V Sivakumar.
This was after the Cabinet agreed on Sept 8 to reopen the intake of foreign workers for the three subsectors, with a quota of 7,500 workers.

This is an issue related to three subsectors that have long been asking for foreign workers.
00:16
We have gone through all the necessary processes before we obtained the approval from the Cabinet
00:32
to allow foreign workers to be employed in three subsectors.
00:54
As we are aware, the Minister of Foreign Affairs on 4 September 2023 announced that
01:10
the Cabinet will reopen foreign workers for three subsectors, i.e. hairdressers, textiles and goldsmiths,
01:24
who have been frozen since 2009.
01:31
This matter was raised in the Cabinet meeting on 8 September 2023,
01:41
where the Cabinet agreed to grant 7,500 foreign workers under the three subsectors.
02:01
The Cabinet has discussed with the Ministry of Home Affairs and the Ministry of International Cooperation and Life Sciences
02:21
to narrow the mechanisms and processes for hiring foreign workers for the three subsectors.
02:33
This is what has been expected.
02:36
Although we have announced that we will grant 7,500 foreign workers,
02:44
the employers are still not sure about the procedure.
02:52
The requirements for hiring foreign workers will be as follows.
03:03
First, the employers will register with the Union of Indian Trade.
03:11
We want to check whether the employers have registered with the Union of Indian Trade.
03:20
Second, the number of foreign workers in the city is 7,500,
03:30
and they are employed in three subsectors based on the record of the Malaysian Immigration Office.
03:39
The salary is the same as for all foreign workers.
03:46
For new foreign workers, we want to bring them from a new source country,
03:52
the salary is based on the time period of 10 years plus 3 years.
04:01
I don't think I need to explain what 10 plus 3 means.
04:09
10 plus 3 as usual for new workers.
04:14
For foreign workers, the salary is based on the time period of 10 years plus 3 years.
04:29
For new foreign workers, the salary is based on the time period of 10 years plus 3 years.
04:37
That means they have been working here for 13 years.
04:42
I need to go back.
04:44
I need to go back and apply for the first category, the new one.
04:50
For new foreign workers, the application can be made by the employers to the Ministry of Human Resources
05:05
starting from 10 October 2023.
05:12
There is no further application after the quota is met.
05:18
For new workers, the application can be made by the employers to the Ministry of Human Resources
05:31
starting from 10 October 2023.
05:36
We have 15 sources.
05:42
It is up to the employers to decide which country they want to work in.
05:49
Usually, this sector is from India.
05:54
For example, a goldsmith needs a certain skill.
06:01
For that, the skilled workers will be from India.
06:13
Which one is the most critical?
06:16
All three are the same.
06:20
It is difficult for me to say which one is the most critical.
06:38
Thank you.
