New tensions in the West Philippine Sea as China installs a floating barrier that prevents Filipino fishermen from entering a part of Bajo de Masinloc or Scarborough Shoal. This comes more than a month since Beijing blocked a resupply mission to the grounded BRP Sierra Madre in Ayungin Shoal.
The Philippine Coast Guard says the floating barrier is both illegal and dangerous. The Bureau of Fisheries and Aquatic Resources also condemns China's latest action.

00:00 The Philippine Coast Guard and the Bureau of Fisheries and Aquatic Resources were on
00:04 routine patrol near Scarborough Shoal and were set to deliver food and fuel to local
00:09 fishermen on September 22, when they discovered a floating barrier set up by the Chinese Coast
00:15 Guard.
00:16 This was deployed to prevent them from fishing inside the shoal or bajo de Masinloc.
00:21 "We captured in camera that the Chinese Coast Guard deployed their three rigid hull inflatable
00:28 boat together with the service boat of one of the Chinese maritime militia vessel in
00:33 the area, installing a floating barrier in the southeast part of bajo de Masinloc."
00:40 Commodore Tariella says this was not the first time the China Coast Guard deployed barriers
00:45 in the country's traditional fishing ground.
00:47 "Every time that the People's Republic of China would monitor that a large number of
00:53 Filipino fishing vessels will be proceeding to bajo de Masinloc, they would place a floating
01:00 barrier.
01:01 What we proved here is that the People's Republic of China is deliberately ignoring
01:08 the decision of the arbitral award and also deliberately not adhering to the international
01:18 law."
01:19 The Coast Guard adds China's floating barrier is not just illegal, but a navigational hazard.
01:25 "Although it is true that Filipino fishermen are not allowed inside the shoal, it is not
01:33 true that Filipino fishermen are not allowed to fish in the immediate surroundings of bajo
01:39 de Masinloc."
01:40 The Coast Guard says it will submit an incident report to the National Task Force for the
01:45 West Philippine Sea.
