The powerful winds threaten to cause power outages and destruction to the provinces on the main Luzon island and the capital, Manila. With Typhoon Doksuri already causing flooding and power outages in the northern Philippines, Typhoon Saola is expected to land in southern Taiwan later this week, bringing more destruction and catastrophic weather.
