Do Rapists kill the victim due to the law?

Rajasthan Chief Minister Ashok Gehlot has cited the death penalty as the reason for increasing murder cases after rape. He said that the rapist thinks that the victim will become a witness against him, so he kills her. In Rajasthan, 26 girls were murdered after being raped in two years.
